PROCEDURE TO EXPEDITE PLANNING COMMISSION PUBLIC HEARINGS
1. The proponents in applications which are not contested will have five
minutes to present their evidence. Additional time will be granted upon
request if, in the opinion of the Commission, such additional time will
produce evidence important to the Commission's consideration.
2. In contested applications, the proponents and opponent will each be given
ten minutes to present his case unless additional time is requested and
the complexity of the matter warrants. The Commission's considerations
are not determined by the length of time a participaut speaks, but rather
by what he says.
3. Staff Reports are part of the evidence dee;ned received by the Commission
in each hearing. Copies are available to the public: prior to the meeting.
4. The Commission will withhold questions until the public hearing is closed.
5. The Commission reserves the right to deviate from the foregoing if, in
its opinion, the ends of fairness to all concerned will be served.
6. All documents are presented to the Planning Commission for review in
connection with any hearing, including photographs or other acceptable
visual representations of non-documentary evidence, shall be retained by
the Commission for ;:he public record and shall be available for public
inspections.
7. At the end of the scheduled hearings, members of the public will be
allowed to speak on items of interest wh?.ch are within the jurisdiction
of the Planning Commission, and/or agenda items. Each speaker will be
allotted a maximum of five (5) minutes to speak.

This is a revision to previously adopted GPA No. 260 which approved the
1989 Housing Element; the amended version incorporates several
recommendations from the State Department of Housing and Community
Development; these are technical revisions and they are recommending
approval of these revisions; numbers are essentially housing goals; they
are not legally binding, however, they do their best t:o meet these goals.

STAFF CONSENTS: The Redevelopment project was adopted July 12, 1990,
and the future plans for that area are not determined at this time,
however, they intend to begin discussions with the property owners and
businesses in the area to develop design guidelines as well as
development guidelines; they do not anticipate any actual activity in
_ that area promoted by the Redevelopment Agency for approximately 5
years; the original recommendation was to limit the CUP to two (2) years
with an annual review thereafter; they have no plans to acquire this
property and it conforms to the land use; future regulations axe yet to
be formulated and these regulations would be formulated with existing

added landscaping should help mitigate the concerns as far as privacy
for homeowners and sound attenuation; trash container was originally
approved at its present location, however, they could modify it, i.e.,
they could pull it out from the block with some landscaping; parking
goes up against the block wall.
COMMISSION COMMENTS: Would look better if extensions were not plastic
sheets; propose some large box trees; concern regarding trash container
up against the RS-7200 families and suggest it be relocated away from
the single families; would like to see a landscaped buffer along the
west property line up to Crescent Avenue such as a planter for a tree on
40-foot centers with an irrigation system; this will create a tree
screen and separate single-family homes from the commercial center; may
lose every fourth parking space, however, there is excess parking;
present trash container is against the building rather than against the
fence next to the property owners.
STAFF COMMENTS: Will not lose a full parking space by planting trees;
the remaining spaces can be reallocated; plans reflect the current Code
regarding setbacks; discussion regarding combining condition nos. 1 and
15.

regarding noise.
PETITIONER'S COMMENTS: Willing to make wall higher and make an effort
to screen cars with a berm; no cars will be stored on the lot; work will
be done in the bays in the shop; will have a small storage running
linear along the interior of the building;, thi^ is a small business and
will not have a large inventory.
COMMISSION CGMMENT~: Where going to store supplies and inventory of
tires; this is a minimum size building for what they are trying to do;
reclassification is a legitimate request.
STAFF COMMENTS: Wall would require a variance; opposition's property is
zoned CG with no setbacks, therefore, technically a wall could qo to the
height of the building on her property, h~:~wever in the CO zone it would
be limited to 6 feet; if increase building size, there is a greater
parking need; if there is an outdoor trash storage area on the plans,
then this could be used for storage of tires and would be acceptable;
meets minimum parking standards.

Melanie Adams, Public Works-Engineering, stated in reviewing this
application they had some difficulty determining if this was a legal
parcel of record, therefore, during the 2 weeks continuance they request
the applicant to submit material demonstrating that this is a legal
parcel.
Mac Slaughter, City Attorney, stated it would be appropriate for them to
submit something that shows when this parcel of property was split off
from the larger parcel of property and those dates should be available
through the County Recorder's Office.

OC MMISSION COMMENTS: City originally gave a variance on a block wall
requirement because of what was then a temporary use; perhaps they
should have a block wall fence rather than the slatted fencing or could
plant bougainvillea in addition to the slats.
STAFF COMMENTS: Melanie Adams,-Public Works-Engineering, stated the
critical intersection is under design and right-of-way acquisition is
underway; did not see this condition during the IDC meeting and would
have liked to have had a chance to discuss the timing of these lights
with Electrical and to minimizA the city's cost and the applicant's
cost.
She stated condition no. 2 is a construction related item for driveway
construction and suggested that this item be deleted in its entirety
because the entire street will be remodified and a new driveway put in
with a new construction.
Mac Slaughter, City Attorney, stated if they go ahead with the street
widening within one (1) year, they can allow the applicant to post a
bond to meet the requirement to put in the new street 'lights and when
the intersection is widened, the new street lights could be installed at
the future location.

an existing equipment rental yard and concrete mixing operation; storage
of large equipment is no longer allowed; Code currently allows storage
of small outdoor equipment provided it is fttlly screened from view by
either a block wall or a chain link fence with redwood or cedar slats.
