PROCEDURE TO EXPEDITE PLANNING COMMISSION PUBLIC HEARINGS
1. The proponents in applications which are not contented will have five
minutes to present their evidence. Additional time will be granted upon
request if, in the opinion of the Commission, such additional time will
produce evidence important to the Commission's consideration.
2. In contested applications, the proponents and opponent will each be given
ten minutes to present hie case unless additional time ie requested and the
complexity of the matter warrants. The Commission's considerations are not
determined by the length of time a participant speaks, but rather by what
he says.
3. Staff Reports are part of the evidence deemed received by the Commission in
each hearing. Copies are available to the public prior to the meeting.
4. The Commission will withhold questions until the public hearing is closed.
5. The Commission reserves the right to deviate from the foregoing if, in its
opinion, the ends of fairness to all concerned will be served.
6. All documents are presented to the Planning Commission for review in
connection with cny hearing, including photographs or other acceptable
visual representations of non-documentary evidence, shall be retained by
the Commission for the public record and shall be available for public
inspections

PETITIONER'S COMMENTS: Gary Johnson, Director of Public Works and City
Engineer. He stated they are asking for approval of the final precise
plane for exterior elevations dealing with materials, color and design of
the proposed Anaheim Arena. He explained this ie part of Reclassification
No. 89-?0-29 and EIR No. 299. The architectural plans were not in ass
ar•ranced state of development, therefore, one of the mitigation m6aeuree
in the EIR was for the project to return t~ the Planning Commission. A
presentation was made by Chris Carver, HOK Architects, Kansas City.
rOMMISSION COMMENTS: Commissioner Mesas had a personal dislike for the
j colors that were selected in that moat of the southern California is
'" painted that way and wished they could devizte from the green and pink
tone; Commissioner Hellyer had a concern about the timelesenees issue,
i. e. they may be buying into colors that are trendy as opposed to doing
something that will last longer; Commissioners Peraza, Feldhaus, souse,
Hoydetun and Henninger liked the colors; all Commissioners liked the
structure. Durability of colors was discussed.

applicant is an active owner and has 2 employees that he drives to work as
they do not have cars; there should be minimal impact on the parking for
employees and the owner does mostly wholesale work with dealer=;
therefore, there will be mostly customer parking; a traffic etvly was done
by a profeeei~nal consultant; has drawings of lnaide of buildiut:3 ae
requested; they have been contacted by Code Enforcement regarding the
outside appearance and they have put up wood slate in all of the fencing
between the building and the alley; have asphalted the rear parking area
ae well as patching areas in the front; replanted landscaping in the
front; repainted entire buildings traffic pcles protecting the rear .wall
were bent eo they repainted them red and strightened them; re.naved
automotive parts; has a waste oil hauler.
COMMISSION COMMENTS: Suggest they put an number I.D. at the rear of the
buildings in order to assist the Police and Fire Departments starting with
this applicant; limit no. of vehicles on lot at one time; no work to be
done on care outside of the building; parking is a problem, therefore,
back area should have 1 or 2 spaces reaervAd f)r employee parking.

PETITIONER'S COMMENTS: The applicant indicated at the onset that he would

could be developed to where they could have yards and some could not

was requested each as drainage; a storm drain was designed to take the

it addressee what needs to be done regarding grading; he referenced the
pads shown on the tentative, and indicated he would prefer to say these
are proposed pads, however, not actually build those pads
;:OMMISSION COMMENTS: There is an unresolved question as to whether or not
there would be yards for these homes; Commission would be happy with a
minimal amount of grading; concern expressed that these lots would be Bold
individually and they will do what they want to do with them; cannot make
CEQA findings based on current information; surrounding properties are
concerned about maximum grading; it would be appropriate to bring a plan
that shows some building pads that allow for a yard with the understanding
that when these cuato.;, homes are built, they could have leas of a yard,
but no more; concern if grading ie left to individual lot owner that it
could cause a problem for the people who live down below.
STAFF COMMENTS: Melanie Adams, Public Works-Engineering, stated the
grading could be handled either way, but her impression ie that the
Commission did wish that a pad be created for each lot and realizing that
if you only have the street, there will be substantial grading for each
lot; they are dealing with quite a steep terrain.

PETITIONER'S COMMENTS: Building a residence in Peralta Hills and }taus
submitted an application for the removal o~ specimen trees on their
property] these trees interfere with the proposed construction of the
tennis court; location of proposed trees may be subject to alight
modification ae the final landscape plan is prepared; if move tennis
court, the amount of grading wou13 be considerable; proposed tennis court
is sitting on an existing flat pad area; barn is being removed.
;MMISSION COMMENTS: Replacement plan lists a range of sizes for the
~ frees; perhaps 1 or 2 of these trees could be saved by tka driveway area=
have they looked at the possibility of moving the tennis court up to where
they do not have to take out the trees; suggest Si;+k 24" and 509 36" box
replacement trees.
STAFF COMMENTS: Code only requires that the trees be planted somewhere on
the property and staff will make sure the trees are placed somewhere on
the property by way of fin.:l inapectic::.
