PROCEDURE TO EXPEDITE PLANNING COMMISSION PUBLIC HEARINGS
1. The proponents in applications which are not contested will have five
minutes to present their evidence. Additional time will be granted upon
regaeet if, in the opinion of the Commission, such additional time will
produce evidence important to the Commission's consideration.
r' 2. In contested applications, the proponents and opponent will each be given
l•.~' ten minutes to preaent his case unless additional time ie requested and the
complexity of the matter warrants. The Commission's considerations are not
determined by the length of time a participant speaks, but rather by what
he says.
?, Staff Reports are part of the evidence doomed received by the Commission in
each hearing. Copies are available to the public prior to the meeting.
4. The Commission will withi:~ld questions until the public hearing is closed.
5. The Commission reserves the right to deviate from the foregoing if, in its
opinion, the ends of fairness to all concerned will be served. ~~

Condition no. 6, page 14, should i:sdicate that the roll-up garage doors
should he automatic or electric (or whatever is the appropriate language);
also, it should not say if garage doors are provided, but that garage

people on Sundays; would be willing to put in some box trees in front.
CpxNrCSioN COMMENTS: Concern regarding trailer in the back; trailer takes
up 8 parking spaces; never any problems with traffic as it is very well
handled by Set Free; could they dress up the Anaheim Boulevard frontage
where the motorcycle parking lot ie and put in some box trees?
GAFF COMMENTS: John Pools, Code Enforcement Manager, stated they have
had no complaints in the last year concerning this particular property.
Gail McCloud, Fire Department, etatad the property was inspected Thursday
of last week. He stated they gave a one-year extension to Mr. Taormina to
provide automatic sprinklers throughout the building and that will expire
on September 21, 1991. At that time automatic sprinklers will be required
in the buildi::g and this was part of tha original CUP.

right-of-way up to the building including any landscaping; do not have
control over this property; have own fire suppresant system and would like
this to be taken into consideration by the Fire Department.

PETITIONER'S COMMENTS: Propose 140k s.f, multi-specialty office
building for Kaiser permanents and members in west Anahei'p District; held
meeting on 2/21 with multi-family housing development to the south and did
not receive any negative comments, however, they were concerned about
having some landscaping to the south between the parking garage and the
condominiums; there will be some dense landscaping to buffer the south
side of the parking garage from the condominium complex; there is a
strawberry patch located on the west side and they are proposing some
heavy landscaping in between the kaiser facility and for any future
project that might be built; working with a narrow, restricted Bite in
order to put the amount of facilities that Kaiaer needs for it members;
can push garage towards the office building up to the legal limits of what
ie defined by the access agreement and the drainage easement; the
conditions of Kaiaer purchasing these 2 pieces of property ie completely
contingent upon Humana receiving approval of their amended CUP and meeting
whatever conditions are put upon that approval; if they do not receive
approval, then the deal ie dead.
COMMISSION COMMENTS: Questioned the types of trees that were to be
planted= 10 feet ie not good enough in terms of a landscape buffer to the
south; they are buffering themselves better than they are buffering the
condos; suggested that they move the parking structure to the north 10
feet or 15 feet in order to double the width of the landscape buffer;
eliminate second sentence in condition no. 20; leave access the way it is
anal narrow down the landscape from 15 to 5 feet; concern regarding exhaust
fumes traveling over to the condos; would nog want anything to jeopardize
the possibility of residential to the west.
