1. The proponents in applications which are not contested will have five
minutes to present their evidence. Additional time will be granted upon
request if, in the opinion of the Commission, such additional time will
produce evidence important to the Commission's consideration.
2. In contested applications, the proponents and opponent will each be given
ten minutes to present his case unless additional time ie requested and the
con;plexity of the matter warrants. The Commission's considerations are not
determined by the length of time a participant speaks, but rather by what
he says.
3. Staff Reports are part of the evidence deemed received by the Commission in
each hearing. Copies are available to the public prior to the meeting.
4. The Commission will withhold questions until the public hearing is closed.
5. The Commission reserves the right to deviate from the foregoing if, in its
opinion, the ends of fairness to all concerned will be served.
6. All documents are presented to the Planning Commission for review in
connection with any hearing, including photographs or other acceptable
visual representations of non-documentary evidence, shall be retained by
the Commission for the public record and shall be available for public
inspections
7. At the end of the scheduled hearings, members of the public will be allowed
to speak on items of interest which are within the jurisdiction of the
Planning Commission, and or agenda items. Each speaker will be allotted a
maximum of fivs• (5; m?.m,tes to speak.

PETITIONER'S COMMENTS: There are 39 quest parking spaces rather than 20;
~ 16 coaches are currently using 2 spaces each, therefore, there ie lees
need for parking; he understands that the Traffic and Transportation
Manager recommended denial of Waiver D regarding parking, however, there
is no parking problem; regarding the 10-foot masonry wall, there was an
agreement in existence between the City of Anaheim and the applicant
Campanula Properties= that agreement was signed by Mayor Fred Hunter and
Campanula in May, 1990= on page 7 there is a specific provision ae to what
the City was going to do to alleviate problems to the mobile park because
of their construction of the arena as follows:
"Anaheim shall cause the construction of a ten (10) foot high wall with
sound absorption material se determined appropriate by Anaheim, 10 feet
easterly and parallel to the eastern boundary of the park leasehold
interest and shall cause a ten (10) foot buffer zone on the park aide of
the wall to be landscaped."
30 feet from this property they are going to build a 10-foot sound barrier
wall and the applicant would also build a 30-foot wall which would cause a
corridor with a possible entry w,ay from the parking lot from the arena]
this could cause a serious problev. The petitioner asked for the deletion
of condition no. 4.
COMMISSION COMMENTS: Commissioner Hellyer indicated that he thought he
was right regarding the corridor and asked if he would like a continuance
to resolve the issues.

PETITIONER'S COMMENTS: There were acme problems when they got into the
details of their soils report in 2 areas; the depth of the pipe itself is
considerably deeper than they were led to believe, and ae a result, the
pipe line company would not let them put the driveway where they wanted to
put it and they had to move it a few feet further south; 3 trees wero
affected that they previously had expected to retain, however, the trees
were dead; the other 7 trees are in an area where there is very lose soil;
~, the soils engineer is requiring them to remove and recompact the soil to
increase the stability on the Bite and through this process they will be
undercutting the root structure and they are unable to save the trees=
they have also identified 2 tress that they have been authorized to
remove, however, they are able to save these 2 trees through the use of
tree wells and careful grading; effectively their net request ie the
removal of 8 trees; they will replace the trees on a 2 to 1 basis which is
considerably greater than the City's requirement.
ACTION: CEQA Negative Declaration - Approved

OPPOSITION: None
PETITIONER'S COMMENTS: Requesting a variance from the setback of the
wells from 150 feet to 113 feet; wells on the adjacent property are still
too far in the future to be able to promise that they will be capped and
completed, however, their progress is excellents they are trying to
complete the project under a possible rezone and will come back with a
request at a future date; the City of Huntington Beach requires an 8-foot
block wall if they are within a 25-foot setback from a well and Santa Fe
requires a block wall if you are within a 100-foot encorachmentt pending
the Commission's consideration today, they would prefer not to build an
8-foot block wall; perhaps they could delay the construction of the block
wall to near the end of the project.
COMMISSION COMMENTS: Should have the 8-foot block wall because they do
not know what will happen to the property to the west; there appeared to
be no problem with delaying the construction of the block wall; an
alternative condition was suggested. Commissioner Hellyer asked about the
likelihood o£ combining both parcels.

Continued discussion of Investment Apartment Concept
(air-apace subdivision of apartment complexes for sale to
individual investors) (continued from 4/1/91 workshop).
Commissioner Meaee stated he would like to diecuee looking at the
various CUPe along Drookhuret Avenue around Lincoln Avenue. He
stated they were going to look at those CUPe, especially ones with
alcohol licensee, and all along that area from Broadway to Lincoln i
and below to Orange.
Chairwoman Boydstun stated they made a motion on this 'a~'

Commissioner Meaee stated they wanted to include asking the City of
Orange how they redeveloped Tustin Avenue from Lincoln Avenue to ~
Collins. He stated in conjunction with looking at that area on
Brookhuret, they would like to see how the City of Orange did their
redevelopment.

~ Commissioner Hellyer stated APD is also working on a list to bring
back befor<~ the Commission.
Greg Hastings, Zoning Division Manager, stated John Poole, Code
Enforcement, has recommended to our Police Department to bring the
list to the Planning Commission. He stated thin would be a separate,
but related item. He added they could have our Redevelopment staff
take a look at what the City of Orange did and make a presentation to
the Commission as to what they did and see how it applies to that
particular stretch along Hrookhuret.
Commissioner Henninger stated he would like to have the research glue
them a sense of what sort of improvements they made tc the shopping
centerei how much they spent on the average with each shopping center
and how they paid for it.
Commissioner Henninger stated this is just a reminder that we have
asked for this in the past and they would like to see it as soon as
possible.
Mr. Hastings stated they will get them the information at one of
their upcoming workshops.
Commissioner Mesas etaced we have had this on the table since
October, eo anytime they are ready.

OTHEA DISCUSSION:
Chairwoman Hoydstun asked if they have had a chance to find out from the
Irvine Company the date of the field trip to Coal and Gypsum Canyon and
Me. Johnson explained there was a conflict on the 17th eo it looks like
the 23rd and she will be confirming that with both the Irvine Company and
Koll Canyon.
Chairwoman Hoydstun stated she preferred the 24th and Me. Johnson
Indicated that she would check on that date.
