Key card reading system was used to access all doors. If tenant violates SRO rules, security service (by rekeying the doors) can easily exclude them from the building. Main service has access to all rooms and can report back to management if there's a problem (resulting in possible eviction). Access to tenant parking is also via key cards. Derelict care should be prohibited. Police Department to have access when they see fit. Robert DiPaola (Police Department): Meese: Concerned about percentage affordable unite. Eric Nicoll (Community Development): Said original draft Policy spcified minimum 259 of rentals to be at 309 of lowest service workers wage = about $274/month for 52 unite. Later draft (with input from applicant) is minimum 209 affordable at 309 of minimum wage earner's pay = about $225/month for 41 units. It was noted that this project has a density of about ?8 unite/acre. Meese: Would like the SRO Policy finalized before this first project ie acted on. Henninger: Concerned with amount of affordability, especially since density is hiyh at 88 units/acre. Would like 1009 affordable with, perhaps, 509 for minimum wage earners and 509 for low wage earners. Noted police issues. Wants City to have "teeth" in management plan eo City has leverage on operations. Wanted a condition re: City to inspect project (at its sole discretion) and management to agree to remedial maintenance with financial security being provided to guarantee fixing problems. Wanted second condition re: City to require (at its sole discretion) beefing up of security program if needed. Suggested they request a continuance and demonstrate to neighbors their willingness to cooperate. Need to decide if modular buildings will be temporary or permanent. Henninger -Plane do not show dimensions of landacapinq and since this is adjacent to single-family homes, wanted additional landscaping proposed shown on plane and what type landscaping screen is being proposed. Mesas -Felt modular building could be moved significantly to west so they would not impact the neighbors. There has no maintenance of area between fence and building. Did not want modular units. Traffic is already bad on that street, and do not need more congestion. Felt parking is half the problem. Agreed trees planted along wall might help situation as long as they did not create debris in their yards PETITIONER'S COMMENTS: Felt school is needed in this area, and problems were by previous owners. Would not rent units. Modular units would not be temporary if Fire Department requires sprinklers, and they have to meet Uniform Building Codes. Total student population, including pre school, not to exceed 245 students occupying the building at any one time.
