with area; recreational area is not adequate, and is proposed as
being on decks above the garages; did not think staff rep•rt is
correct regarding existing apartment development to the east and
added noted there is a single-family reside:ce there. Additional
traffic flow on two lanes with cars parked there would endanger
children walking to school. Potential domino effect and other
properties sold in the future could be developed in same fa:ahion.
There is a flooding problem currently, particularly at orange and
Thistle; tandem parking spaces were also a concern; water wat~ also a
concern; and did not think current residents should have to conserve
water for additional people this project would bring; emergency
vehicle access.
PETITIONER'S COMMENTS: Site is adjacent to an apartment complex and
next to a lot which in the future will be developed and the cul de
sac will be completed at that time; and that more than 300 feet of
the property borders Rtl-1200 property. Staff has indicated traffic
is not a problem and that parking is adequate, according to Code.
Explained he had met with or contacted the four immediate neighbors
who would be most affected, and they were not opposed. Stated
single-family homes could not be sold with the 1/2 cul de sac (Mills
End D.:ve) and RM-1200 property to the east. Offered to provide
traffic counts to neighbors.

COMMISSION COMMENTS: Thought the 20-foot setback between project and
single-family residence would be fully landscaped, but there are
encroachments such as a pool. (Applicant indicated he planned to
move the pool back as far as possible).
Henninger - Asked how this density is consistent with the
neighborhood. (Applicant stated condominiums would be a great buffer
to the neighbors.) Thought there is probably enough room for a
:0-foot wide private driveway with maybe six RS-5000 lots, 55 feet
wide. Suggested rezoning to RS-5000.
Mesas - Felt project is not in keeping with neighborhood and because
of the massiveness, would not ba approved, and should be more
sensitive to neighbors in the rear. Density would have to be reduced
considerably.
(Bristol, Houas, Peraza and Zemel agreed density, as proposed, is too
high.)
Hellyer did not think condominiums are appropriate for this area
because of traffic on orange and hoped some developer would assemble
the land and offer a project closer to single-family.
STAFF COMMENTS: Traffic Engineering - Explained the street is 24
feet wide and that it meets minimum requirements; and that the trash
truck would have to either have a hammerhead turnaround or make a
3-point turn rather than stopping en Orange Street.

acquire the property after making an offer to purchase it at
appraised value; and that Texaco owns mineral rights and would have

having with developer next door and the wall between their
property. Building Inspector said wall did not meet the City
Codee.
Planning staff explained Code Enforcement was contacted and
they did send an officer out and the owner was issued a
citation.
Chairman Hellyer asked that staff contact Newport Pacific and
tell them the Commission would like to have a statue report at
the January 13th meeting.
