1. The proponents in applications which are not contested will have five
minutes to present their evidence. Additional time will be grantee upon
request if, in the opinion of the Commission, such additional time will
produce evidence important to the Commission's consideration.
2. In contested applications, the proponents and opponent will each be given
ten minutes to present hie case unless additional time ie requested and the
complexity of the matter warrants. The Commission's considerations are not
determined by the length of time a participant speaks, but rather by what
he says.
3. Staff Reports are part of the evidence deemed received by the Commission in
each hearing. Copies are available to the public prior to the meeting.
4. The Commission will withhold questions until the public hearing ie closed.
5. The Commission reserves the right to deviate from the foregoing if, in its
opinion, the ends of fairness to all concerned will be served.
6. All documents are presented to the Planning Commission for review in
connection with any hearing, including photographs or other acceptable
visual representations of non-documentary evidence, shall be retained by
the Commission for the public record and shall be available for public
inspections.
7. At the end of the scheduled hearings, members of the public will be allowed
to speak on items of interest which are within the jurisdiction of the
Planning Commission, andJor agenda items. Each speaker will be allotted a
maximum of five (5) minutes to speak.

Want to provide indoor and outdoor facilities; they want to maintain
and rehab their facilities as they can; offer a wide range of
recreation opportunities= make the parka safer and more secure for
the public to use; encourage public information involvement and
feedback in the planning process; improve Anaheim's visual appeal in
terms of parkway medians and street trees; provide human services
programs; encourage progressive management and provide a trail system

PETITIONER'S COMMENTS: Staff recommended a limitation of 5 years;
applicant indicated he did not want this in the conditions because of
their lender; concern expressed about the 2-foot area behind the
building and then the chain link fence behind that; they would like
to work with staff or. this; In the past, they have built on the
property line, then put up a wire mesh and put vines and growing
materials on the backs of buildings rather then on a chain link
fence.
STAFF COMMENTS: Vines on backs of buildings agreeable with staff;
could be added ae a condition of approval.
Melanie Adams, Public Works Engineering, stated condition no. 3
states $65 per 1,000 sq. ft. and it should be $650 per 1,000 sq. ft.
COMMISSION COMMENTS: 5 years is not enough; 10 years would be more
appropriate with the opportunity for further extens:.ons of time; is
there going to be a wash and a dump for the R.V. Storage; as a
service to the R.V. users, there should at least be a dump; the
security syc~am was discussed.

PETITIONER'S COMMENTS: Melt this was an excellent choice for a
church because the piece of property was very unusual as it site back
from the street and is landlocked with •.o access to the street;
Standard Brands agreed to sell it to them with a permanent
right-of-way through their existing aisle; they are planning to put
up a barrier or block ;call eo that will help the residents to
maintain their privacy; can manage 3 or 4 feet of landscaping.
Correct page 2 regarding hours; states 10:06p.m.--should be 10:00a.m.
Sundays they would like to make it 5:OOp.m. rather than 4:OOp.m. as
it makes their schedule very tight.
COMMISSION COMMENTS: Discussion took place regarding the lighting;
would like some nice shrubbery to divide the property off.
Commission suggested an 8-foot landscaped buffer the length of the
single-family homes including the asphalt.
STAFF COMMENTS: Alfred Yalda, Traffic Engineering, stated trash
containers could be moved to the other side and they would gain 2
~~ more parking spaces; the 2 handicapped parking ep?ces could be
redesigned in order to save more space. Will help applicant redesign
the parking so that it is adequate.

phone they got 2141 and that is one of Mr. Williams' property. He
stated since Standard Hranda is 2145 they assume they are at 2143.

OPPOSITION CONCERNS: Representative of Karl Karcher; should have 2
letters on file that they are against the application for this
application; the screening of the outside fence is a step in the
right direction; the trucking and truck repair ie a dirty and messy
one; did not know how EIR could deal with waste soils, solvents,
gasoline and general flammables; from what he can see there are no
waste oil tanks or any type of conditions imposed or areas designated
for the dealing of these materials; concern expressed regarding this
being just a minor truck repair business. The impact on their
property is a concern; they should be confined to a building; they
are against this even though it ie allowed by Code. They ask that
the proper enclosures be considered.
PETITIONER'S COMMENTS: To allow a truck yard terminal facility on
the Bite with a waiver of permitted outdoor uaea; after due
consideration and receipt of staff's comments, the particular waiver
regarding site screening is being withdrawn; they did supply a letter
indicating that they would comply with the Code requirement for thin
issue; would propose to setback the front fence that is currently
encroaching on the public right-of-way, 5-feet from the property line
and provide landscaping in front of that fence and also provide
slatting along that fence ae well as the western fence which is
viewed from the public right-of-way area; the staff report makes
reference to 3 driveways, however, there are only 2 currently in use;
one driveway rune into the building se it would not be capable of
being used; they did note the condition about reconstructing the
driveway to provide the appropriate 15-foot radius curb return which
they would be wi111ng to stipulate to.

They realize there is an unimproved portion of property that is
basically dirt on the eastern aide; that is being proposed for future
parking purposes and do not intend to use that area of the property
~ for any purpose whatsoever until it is paved when they expand their
facilities to necessitate the need to pave it; they will not be
parking on it until it is paved and they come to the City with proper
grading and paving plane.
They are providing double screening for the proposed outdoor uae; the
need for the outdoor uae is necessitated by the fact that there may
be times when they will not be able to accommodate the repairs that
have to take place inside the existing metal buildings; they proved
to be smaller than what they initially anticipated; they will also
need the building for warehousing of products that ar~a transported by
the trucks; they transport paper products, therefore, there is no
problem with transporting hazardous materials.
He referenced condition no. 3 regarding fire sprinklers; to avoid
possible confusion as to whether or not fire aprinl:lore are required,
they suggest that they add a phrase at the end of this condition to
say: "ae reouired by the Fire Deoartment."
Suppose to provide screening in the northeast quadrant; per Code they
would not have to provide the screening on the perimeter of the site
if all they are doing ie parking; they are willing to provide
screening along the perimeter with landscaping along Romneya as
required by Code. It ie more costly for a block wall.
The plane designate the truck parking area between the slatted fence
' which ie currently in front of the metal buildings and the office
building; the proposed truck parking and outdoor repair and
maintenance area are all in the back corner of the site (northwest).
Would be wi].linq to provide the landscaping as proposed on the
Romneya frontage with the 6-foot high slatted fence and the
landscaping along the western edge with the slatted fence, however,
the landscaping would be on the inside of the fence ae the fence is
on the property line. The public would still see a slatted fence
with landscaping behind it.
COMMISSION COMMENTS: Concern expressed regarding the regulation of
people parking on the dirt area; they have an opportunity to make
some improvements; the condition of the property is blighted.
Concern expressed regarding graffiti opportunities on the block wall;
sound attenuation is a problem; could raise fence all around in order
to mask the view of trucks; where are they going to park the trucke7

Jonathan Borrego, Senior Planner, explained if this applicat:lon is
approved, they would recommend a specific condition be inserted to
make it clear that they will have to provide some kind of containment
~~ or storage ae required for this type of material.
He stated they see this as a heavy use of the property and staff
recommends that they erect a block wall adjacent to Romneya Avenue
rather than a chain link fence; slate have a tendency to deteriorate
over time.
Based on the type of repair they are proposing and the type of
screening they are providing, you would be able to see the trucks
parked back there, however, they probably would not be able to
physically see people moving around doing repair.
Add condition any interior broken slate to be replaced;
