1. The proponents in applications which are not contested will have five minutes to present their
evidence. Addftional time will be granted upon request ff, in the opinion of the Commission,
such addftional time will produce evidence Important to the Commission's consideration.
2. In contested applications, the proponents and opponent will each be given ten minutes to
present their case unless additional time is requested and the complexity of the matter
warrants. The Commission's considerations are not determined by the length of time a
participant speaks, but rather by what is said.
3. Staff Reports are part of the evidence deemed received by the Commission in each hearing.
Copies are available to the public prior to the meeting.
4. The Commission will wfthhdd questions until the public hearing is closed.
5. The Commission reserves the right to deviate ftom the foregoing ff, in Rs opinion, the ends of
" fairness to all concerned will be served.
6. Ail documents presented to the Planning Commission for review in connection wfth any
hearing, including photographs or other acceptable visual representations or non-documentary
evkfence, shall be retained by the Commission for the public record and shall be available for
public inspections.
7. At the end of the scheduled hearings, members of the public will be allowed to speak on items
" of Interest which are within the jurisdiction of the Planning Commission, and/or agenda items.
Each speaker will be allotted a maximum of five (5) minutes to speak. Anyone wishing to
speak should fill out the forms available in the rear of the Council Chamber and submit them
to staff prior to the meeting.

OPPOSITION: None
PETITIONER'S COMMENTS: Owner of shopping center would like to add an additional monument
sign to the shopping center to allow greater visibility of the restaurant uses. The name of the
shopping center will be changed. The petftioner stated he would need to talk to the owner to discuss
any changes to their request.
COMMISSION COMMENTS: Commissioner Masse stated since changes are going to be made to the
existing sign and an addftional sign will be going up that sign redesign should also take place. He
stated the existing sign needs to be more attractive, ft does not have any landscaping and ft does not
agree wfth the original approval that was received by the center.
Commissioner Henninger asked ff the petitioner (s wUing to reconstruct the existing sign and bring
back a more pleasing design. He suggested that the petftloner talk to staff regarding the sign changes
and come back wfth improvement on the existing sign and an upgrade on the new sign.
STAFF COMMENTS: Jonathan Borrego, Senior Planner, stated when the center was originally
approved by the Planning Commission in 1981 there was a sign shown on the exhibfts. He stated the
sign shown on the exhibfts in 1981 and the sign that was built and is out there at the present time are
two dffferent signs. He handed a copy of the original exhibft to the petftioner.
ACTION: Co~itinued to the 10/5/92 Planning Commission meeting in order for the petitioner to come
back wfth r~lesfgned signs.

COMMISSION COMMENTS: Commissioner Henninger stated the block wall located at the back
property line is in a poor state of repair.
Commissioner Masse asked ff the petftioner has a reciprocal access arrangement with the neighbor to
the right.
Commissioner Henninger stated there is gate on property that accesses the area in the rear of the
bugding and asked what is the purpose of that access?
Commissioner Masse noticed they stopped the landscaping at that gate. He stated he would like to
see the landscaping go to the end of the leased property.
Commissioner Henninger asked Staff what type of uses can go on that site wfth the avaifabte parking.
PETITIONER'S COMMENTS: Petitioner fs willing to repair or replace the block wall.
Petitioner stated his neighbor on the right owns both properties and is going have his attorney
prepare a reciprocal agreement before the building permits are pulled.
The petitioner stated the gate in the back was used for security in the past, but there is no use for h
now and he is willing to remove n and continue the landscaping to the complete west sloe of property.

use. He requested that this use be continued for another year for evaluation.
