COMMISSIONERS PRESENT: BOYDSTUN, CALDWELL, HENNI!JGER, MAYER, MESSE, PERAZA, TAIT STAFF PRESENT: ADAMS, BORREGO, HASTINGS, MANN, MCCAFFERTY, SOLORIO, YALDA PROCEDURE TO EXPEDITE PLANNING COMMISSION PUBLIC HEARINGS ~' 1. The proponents in applications which are not contested will have five minutes to present their evidence. Additional time will be grented upon request ff, in the opinion of the Commission, such addiional time will produce evidence important to the Commission's consideration. 2. In contested applications, the proponents and opponent will each be given ten minutes to present ~! their case unless addftional time is requested and the complexity of the matter warrants. The ~- Commission's considerations are not determined by the length of time a participant speaks, but rather by what is said. 3. Staff Reports are part of the evidence deemed received by the Commission in each hearing. Copies are available to the public prior to the meeting. 4. The Commission will withhold questions until the public hearing is closed. 5. The Commission reserves the right to deviate from the foregoing ff, in Its opinion, the ends of fairness to all concerned will be served. 6. All documents presented to the Planning Commission for review in connection with any hearing, including photographs or other acceptable visual representations or non-documentary evidence, shall be retained by the Commisslon for the public record and shall be available for public Inspections. 7. At the end of the scheduled hearings, members of the public will be allowed to speak on hems of Interest which are within the Jurisdiction of the Planning Commisslon, and/or agenda ftems. NOT TO BE CONSIDERED OFFICIAL MINUTES. PETITIONER'S COMMENTS: Linda Paul, representing lA Cellular, P.O. Box 6028, Cerritos, CA., stated they have petftioned for a modification to Condftional Use Permft No. 3195. She stated they had an approval for a 45-foot high monopde tower at the location ou0lned in the staff report. She stated since cellular technology is an ever-changing and ever-improving technology they have found that the approvals they have gained in various cfties and counties for forty-five foot high monopole towers have actually been inadequate for their needs. She stated that is not an optimum height for them. They proceeded wfth an application to Increase that height to sixty feet. She stated in process of dealing wfth the Planning Department they also found out that they were in the CalTrans proposed rfght- of-way, so they have also relocated the monopole to a more suitable location on the same property. OPPOSITION: None THE PUBLIC HEARING WAS CLOSED COMMISSION COMMENTS: Commissioner Messe stated they do not now what the monopole is going to look like. He asked ff ft is going to have a micro wave dish wfth an array of antennae on top? Ms. Paul agreed ft is going to be an antenna array. She stated they have asked for a provision for a micro wave dish, but they might not be utilizing ft. She stated they only have a Iimfted number of poles that have micro wave dishes on them and they are usually less than four feet in diameter. 6-2-93 Page 3 Commissioner Messe asked if this is the optimum place they need a monopole? Ms. Paul answered, yes. ~ Commissioner Taft asked ff sixty feet is more optimal than one hundred feet? i Ms. Paui answered, yes. She stated a cell she is designed to cover a small area. They arei very low power, therefor, to have really tall poles {snot adequate. She stated what happens is that signals will spill over into anathar area where theta is a cell site already. She stated they are designed to keep a low proflie and have several cell sftes on the grid system. A smail area being two to three miles is covered as opposed to ten or twenty mlles. She ~ stated in that way, they have plenty of capacity for their users to use those cell sftes as they are passing through and moving along in their cars from one area to another.
