PROCEDURE TO EXPEDITE PLANNING COMMISSION PUBLIC HEARINGS
1. The proponents in applications which are u~ot contested will have five minutes to preseiH their
evidence. Additional time will be grau~ted upon request ff, in the opinion of the Commission,
such additional time will produce evidence Important to the Commission's consideration.
,~ 2. In contested applications, the proponents and opponent will each be given ten minutes to
present their case unless additional time is requested and the complexity of the matter
warrants. The Commission's consklerations are not determined by the length of time a
participant speaks, but rather by what is said.
3. Staff Reports aro part of the evidence deemed receivad by the Commission in each hearing.
Copies are available to the public prior to the meeting.
4. The Commission will withhold questions until the public hearing is closed.

A discussion took place regarding the proposed Ilst of uses and the Commiss!on

Commissioner Messe stated Code Enforcement brought up the question of trash pick
up.
Bruce Freeman, Code Enforcement, stated one of the concerns that Code Enforcement
has been experiencing recently with small strip centers and other small uses is the
trash pick-up. T!-sy find that multiple unfts ara being put Into these strip centers wfth
Inadequate trash pick-up facilRies and Inadequate trash pick-up. They ask that the
petflloner address this Issue as far as the number of pick-ups and monftor it so they do
not have t!re overflow problem.

Commissioner MessP suggested that they have the trash picked up twice a week.
Mr. Hellyer suggested language that would be consistent with the Clly'~ needs or in
compliance wfth Sanftation. He agreed with Mr. Froeman.
Brent Schultz, Project Manager, Redevelopment, stated they have reviewed the Ilst and
they have no problems wfth h. They concur wfth the Planning Commission's
recommendations.

representing Pick Your Part Auto Recycling. She agrees wfth any condftions of
approval and guarantees performance on behalf of Plck Your Part.
During the past two years she has worked extensively wfth staff and the CEOA
consultant. They have spent a great deal of time on the Environmental Impact
Report and project planning so as to provide a facility which meets the needs of
the Cfty and the surrounding community. Thls project is very important to Pick
Your Part and to the Cfty of Anahelm and Stanton. This Is a State of the Art
recycling facility which wfll provide 50 Jobs in the Cfty of Anaheim and Stanton
and stimulate the local economy.

,., She stated the project has been approved by the Stanton Planning Commission
5.0; the staff dkl recommend approval of the project. There were only 3 people
in oppostion in Stanton. She has met wfth those who spoke in oppostion and
they have set up a meeting for this evening to discuss the project wfth the local
community at the clubhouse. There have been no appeals to the Planning
Commission approvals at Stanton at this time.
She stated she is surprised that there are people in opposition present today as
she has sent out mailers. The Planning Commission has copies and she has
encouraged phone calls and communication. The only calls she dkJ receive were
in support of the project. She also received letters of support from the local
residents.
She also understands that there has been some flyers circulated Into the park
last week in oppostion of the project. She dkl not know where they were
coming from.
She will be meeting wfth the community this evening and address the concems
and go over the plans at the clubhouse. Everything is set up for 6:30p.m.
tonight. As a goad neighbor she would like to attempt to do that and request a
continuance to go through and address their concems and bring this back to the
Planning Commission when she finds out exactly what the community is
concerned about. She would also Ilke to have the opportunity to explain the new
Pick Your Part which is totally different from anything in the past and is also
dHferent from any type of auto recycling facility that they will see in the State of
California.
She explained they do have a City Council meeting tomorrow night in the City of
Stanton to finalize the approvals that Planning Commission already gave. They
are also meeting wfth the residents tonight. Therefore, they would like to go
through these processes and request a continuance to come back to the
Planning Commission.
Phillip Schwartz, representing Pick Your Part, went to the exhibit board and gave
an overview of the project.
Joan Wolf, Attorney, 1880 Century Park East, Los Angeles, CA. The zone change
to Industrial really makes sense in this Instance, in spite of the fact that it is not
entirely consistent wfth the General Plan designation. They are sell(ng places of
cars to the general public. This is more of a transitional use and since k is more
of a transftional use, again, h seems appropriate to keep the plan designation as
it is.
This is a van; heavily conditioned use and the condkions hap to deal with the
consistency problem between the block wall, landscaping, noise reduction and
the hours of operation limitations. All of these condkions have been designed to
mitigate any possible impacts on other land uses in the vicinity.

Brookhurst, Suite'C, Garden Grove, CA 92646. M & N Property Management;
Mrs. Mary Turanitza, West Anaheim Mobil Home Park, #7; Pat Trear, #51
(technically lives In Stanton) and Katherine Abel, 3050 W. Bail Road in the
Anaheim Mobile Park Estates.
Following are the major concems: Noise; throwing parts over the fence; unable
to sell mobile homes; not conducive to Beach Blvd. and h would not help their
shopping center; junk yard next door; ecological concems.
REBUTTAL:
Mr. Schxartz expressed his desires to have a chance to meet with and talk to
those that were present today who spoke In opposklon to the project in order
that they could restive their concems.
'~ He requested a 2 week continuance and will come back and respond to each
one of the Issues.
Commissioner Messe stated since a continuance has been requested, he would
prefer to hold any questions until the neM meeting when h comes before them
again. He encouraged those persons who spoke today to return to make sure
that their concems have been addressed.
Karen Freeman, Planning Department, Indicated she had some new information
that she Just received during the lunch hour from the Stanton staff regarding the
sales tax revenue sharing concept that is proposed by the applicant.
She explained with regards to the proposed Development Agreement with the
City of Stanton, the City of Stanton will receive a minimum of $125,000 annually
regardless of the 50/50 sales tax revenue sharing split. The City of Anaheim
would be rece(ving it as per the Flscal Impact analysis that is to be submitted by
the applicant which is approximately $30,000 annually.
