COMIVIE1~11)ATION: Staff recommends the Planning Commission adopt the
attached resolution, approving a Negative Declaration and Reclassification No. 2008-
00225.
BACKGROiJND: This property, which is owned by the Anaheim Redevelopment
Agency, is developed with a Disney GOALS youth development facility. The property
is located in the Multiple Family Residential (RM-4) zone, within the Merged
Revelopment Project Area. The General Plan designates this property and properties to
the west, east, and south for park land uses. Properties to the north, across Carl Karcher
Way, are designated for low intensity office uses.
PROPOSAI,: The applicant submitted a request to reclassify the subject properly from
the Multiple-Family Residential (RM-4) zone to the Public Recreation (PR) zone to
allow for the future construction of two tennis courts and an artificial turf field in
conjunction with the existing Disney GOALS facility. If the rezone is approved, the
new tennis and soccer fields would be permitted by right and could be approved by staff
administratively. The site plan indicates that these outdoor sports fields would be
constructed on the northern vacant portion of the property, adjacent to Carl Karcher
Way.
Disney GOALS is a nonprofit organization which provides free youth developrnent
programs for low income youths in the Anaheim area. The organization provides free
facility access, bus transportation, academic programs, a recreation center, career
development programs, sports camps, nutritional education, and various fitness
programs for these youths.

AI~1~I.YSIS: This reclassification would implement the existing Paxks land use designation of
the General Plan. The proposed reclassification to the PR zone would perrnit the existing Disney
GOALS facility, including the three proposed outdoor sports fields, by right in the zone. Disney
GOALS operates under a Lease Agreement and Exclusive Negotiation Agreement with the City.
The Community Services Department monitors the terms of these agreements.

proposed zoning implements the General Plan designation for this property and would permit
land uses which are compatible with the surrounding public and commercial uses in the vicinity.

APPROVING A NEGATIVE DECLARATIOIV
AND APPROVING RECLASSIFICATION NO. 2008-00225

WHEREAS, the Anaheim City Planning Commission did receive a verified
Petition for Reclassification on certain real property situated in the City of Anaheim, County of
Orange, State of California, shown on Exhibit "A", attached hereto and incorporated herein by
this reference; and
WHEREAS, this property was previously developed with the Disney GOALS
youth development facility and is in the Multiple-Family Residential (RM-4) zone with a
General Plan land use designation of Parks; and
WI3EREAS, the applicant and property owner have requested approval of a
Reclassification to reclassify the property from the Multiple-Family Residential (RM-4) zone to
the Public Recreation (PR) zone, consistent with the General Plan land use designatian of Parks;
and
WHEREAS, the Planning Commission did hold a public hearing at the Civic
Center in the City of Anaheim on February 2, 2009 at 2:30 p.m., notice of said public hearing
having been duly given as required by law and in accordance with the provisions of the Anaheim
Municipal Code, Chapter 18.60 "Procedures", to hear and consider evidence for and against said
proposed reclassification and to investigate and make findings and recommendations in
connection therewith; and
WHEREAS, said Comrnission, after due inspection, investigation and study made
by itself and in its behalf, and after due consideration of all evidence and reports offered at said
hearing, does find and determine the following facts:
l. That reclassification of subject property from the Multiple-Family
Residential (RM-4) zone to the Public Recreation (PR) zone would be consistent with-the
property's existing Parks land use designation on the General Plan.
2. That the proposed reclassification of subject properry is necessary and/or
desirable for the orderly and proper development of the comrnunity.
3. That the proposed reclassification of subject property does properly relate to
the zones and their permitted uses locally established in close proximity to subject property and
to the zones and their permitted tises generally established throughout the community.
4. That ~`** indicated their presence at said public hearing in opposition; and
that *** correspondence was received in opposition to subject petition.

NOW, THEREFORE, BE IT RESOLVED that the Anaheim City Planning
Commission has reviewed the proposal and does hereby find that the Negative Declaration is
adequate to serve as the required environmental documentation in connection with this request.
NOW, THEREFORE, BE IT FURTHER RESOLVED that the Anaheim City
Planning Commission does hereby unconditionally approve the subject Reclassification to
authorize an amendment to the Zoning Map of the Anaheim Municipal Code to exclude the
above-described property from the Multiple-Family Residential (RM-4) zone and to incorporate
said described property into the Public Recreation (PR) zone.
BE IT FURTHER RESOLVED, that this resolution shall not constitute a rezoning
of, or a commitment by the City to rezone, the subject property; any such rezoning shall require
an ordinance of the City Council, which shall be a legislative act, which may be approved or
denied by the City Council at its sole discretion.
THE FOREGOING RESOLUTION was adopted at the Planning Commission
meeting of February 2, 2009. Said resolution is subject to the appeal provisions set forth in
Chapter 18.60 "Procedures" of the Anaheim Municipal Code pertaining to appeal procedures and
may be replaced by a City Council Resolution in the event of an appeal.

BACI~GROiTNI): The 0.6-acre property is currently developed with an 8,590
square foot commercial building with two tenant spaces. The automobile stereo
store is located in the easterly tenant space and a retail mattress store is located in the
westerly tenant space. The property is located in the General Commercial (C-G)
zone and the Merged Redevelopment Project Area. The General Plan designates this
property and properties to the north, east and west for general commercial land uses.
Properties to the south are designated for medium density residential larid"uses.
PROPOSAL: The applicant submitted a request to allow auto sound system, tire
and rim installation services in conjunction with an automobile electronics retail
store. The application was submitted in response to a Code Enforcement Notice of
Violation that was issued for the unpermitted stereo installation activity. Electronic
equipment such as automobile stereos and alarms and television sets are sold on the
premises. Retail sales of electronic equipment is permitted by right in the C-G zone.
The applicant has stated that there are no plans to expand or alter the existing
facility.

in the C-G zone to determine compatibility with surrounding land uses. The applicant requests
approval of the proposed auto sound system, tire, and rim installation services in conjunction
with an automobile electronics retail store. The installation of auto parts would occur within a
garage bay which faces the parking lot in the rear of the site. The rear parking lot is used jointly
by the applicant and the retail stores on the adjacent commercial property to the south. Staff
believes that this automotive sales and installation business would not have a negative impact on
the surrounding uses with the recommended conditions of approval which prohibit outdoor
storage and repair activities in the parking lot areas.

Petition for Conditional Use Permit to allow auto sound system, tire and rim installation services
in conjunction with an autornobile electronics retail store on certain real property situated in the
City of Anaheim, County of Orange, State of California, shown on Exhibit "A", attached hereto
and incorporated herein by this reference;
WHEREAS, the property proposed for auto sound system, tire and rim
installation services in conjunction with an automobile electronics retail store is currently
developed with a retail building located in the General Commercial (GG) zone and the 1Vlerged
Redevelopment Project Area and the property is designated as General Commercial on the City
of Anaheim General Plan; and
WHEREAS, the Planning Commission did hold a public hearing at the Civic
Center in the City of Anaheim on February 2, 2009, at 2:30 p.m., notice of said public hearing
having been duly given as required by law and in accordance with the provisions of the Anaheim
Municipal Code, Chapter 18.60, to hear and consider evidence for and against said proposed
conditional use permit and to investigate and make findings and recommendations in connection
therewith; and
WHEREAS, said Commission, after due inspection, investigation and study made
by itself and in its behalf, and after due consideration of all evidence and reports offered at said
hearing, does find and determine the following facts:
1. That an automotive repair and modification use in the General Commercial (C-G)
zone is properly one for which a conditional use permit is authorized by Anaheim Municipal
Code Section 18.08.030.040 (Automotive - Repair and Modification).
2. That auto sound system, tire and rim installation services in conjunction with an
automobile electronics retail store would not adversely affect the adjoining residential and
commercial land uses and the growtk~ and development of the area in which it is proposed to be
located because the property is currently improved with a retail use and all work related to the
vehicle modification would be conducted indoors and in a garage bay which faces the rear
parking lot area.
3. That the size and shape of the site is adequate to allow the full development of the
proposed use in a manner not detrimental to the particular area nor to the health, safety and
general welfare of the public because the property is currently irnproved with a retail use and 42
parking spaces in compliance with Code requirements.

4. That the traffic generated by the business would not impose an undue burden
upon the streets and highways designed and improved to carry the traffic in the area because the
number of cars and trucks entering and exiting the site are consistent with typical retail
businesses that would be permitted as a matter of right within the General Commercial zone.
5. That **~ indicated their presence at said public hearing in opposition; and that
*** conespondence was received in opposition to the subject petition.
WHEREAS, the proposed project falls within the definition of Categorical
Exemptions, Class 1(Existing Facilities) as defined in the State CEQA Guidelines, and is
therefore, exempt from the requirement to prepare additional environmental documentation.
BE IT FLJRTHER RESOLVED that the Anaheim City Planning Commission, for
the reasons hereinabove stated, does hereby approve Conditiona~ Use Permit No. 2008-05389
subject to the conditions of approval described in Exhibit "B" attached hereto and incorporated
by this reference which are hereby found to be a necessary prerequisite to the proposed use of the
subject property in order to preserve the health, safety and general welfare of the Citizens of the
City of Anaheim.
BE IT FtJRTHER RESOLVED, that this permit is approved without limitations
on the hours of operation or the duration of the use. Amendments, rnodifications and revocations
of this permit may be processed in accordance with Chapters 18.60.190 (Amendment to Permit
Approval) of tl~e Anaheim Mtinicipal Code.
BE IT FURTHER RESOLVED that the Anaheim City Planning Commission
does hereby find and determine that adoption of this Resolution is expressly predicated upon
applicant's compliance with each and all of the conditions hereinabove set forth. Should any
such condition, or any part thereo~, be declared invalid or unenforceable by the final judgment of
any court of competent jurisdiction, then this Resolution, and any approvals herein contained,
shall be deerned null and void.
BE IT FLJRTHER RESOLVED that the applicant is responsible for paying all
charges related to the processing o~ this discretionary case application within 15 days of the
issuance of the final invoice. Failure to pay all charges shall result in delays in the issliance of
required permits or the revocation of the approval of this application.
THE FOREGOING RESOLUTION was adopted at the Planning Commission
meeting of February 2, 2009. Said resolution is subject to the appeal provisions set forth in
Chapter 18.60, "Zoning Provisions - General" of the Anaheim Municipal Code pertaining to
appeal procedures and may be replaced by a City Councii Resolution in the event of an appeal.

BACI~GI~OiTND: This 0.45-acre property is developed with a single family
residence and is zoned Single-Family Hiliside Residential (RH-3). The General Plan
designates this property and properties to the north, south and west for Low Density
Residential land uses. Properties to the east are designated for Estate Density
Residential land uses. The applicant is currently operating a daycare on the property
without a business license. A Code Enforcement notice of violation was is~ued in
October, 2008 for advertising on the property for the daycare business. The property
is used as a day caxe center only and is not used as a residence. The property and
business owner lives in the house next door.
Pl~OPOSAI,: The applicant requests approval to permit a day care center in an
existing single-family residence with four parking spaces where six are required by
Code.
AI~1~I.YSIS: The project has been evaluated against applicable development
standards and is in compliance with code requirements except for required parking
spaces. Code permits Day Care Centers in the Single-Family Hillside Residential
(RH-3) Zone subject to approval of a conditional use permit.

The applicant proposes a day care center that provides care and tutoring for children ages 5 to 14
years old with up to 20 students. The proposed operating hours are from 7:00 a.m. to 6:00 p.rn.
Monday through Friday. Staffing would consist of two employees in addition to the owner of
the facility. The proposed center will provide before and after school care programs and
tutoring. In addition to being transported by their parents, children enrolled in the center will be
picked up by the day care staff from school and brought to the facility. The center has two vans
for the transportation of children.
Parizing: Code requires six parking spaces based on one space per employee plus one space per
ten children and one loading space. The property is developed with a three-car garage, with
three parking spaces in the driveway. Code does not permit tandem spaces to be counted
towards the required number of parking spaces. The three parking spaces provided within the
garage will be used for the business owner and the Day Care Center's vans, and the three parking
spaces in the driveway will be used for two employee spaces and one loading space. Traffic
Engineering has reviewed the plans and supports the request for the reduction of the required
number of parking spaces.
COl~iCL,USI01~1: The proposed Day Care Center would be compatible with the adjacent land
uses in the area and is consistent with the General Plan. Staff believes that with the proposed
conditions of approval, the use would not be detrimental to the area and recommends approval of
the application.

WHEREAS, the Anaheim City Planning Commission did receive a verified
Petition for Conditional Use Permit No. 200&05381 to permit a Day Care Center in an existing
single-family residence with fewer parking spaces than required by Code on certain real property
situated in the City of Anaheim, County of Orange, State o~ California, shown on Exhibit "A",
attached hereto and incorporated herein by this reference.
WHEREAS, the applicant has requested to permit the proposed large family
daycare facility pursuant to Code Section 18.04.030 of the Anaheim Municipal Code with a
variance of the following Code Section:

WHEREAS, tk~e property proposed for the Day Care Center is developed with a

2. That the proposed Day Care Center, as conditioned herein, would not adversely
affect the adjoining land uses and the growth and development of the area in which it is proposed
to be located because the services provided are for the students only and day care uses are
compatible with the surrounding residential neighborhood.

3. That the size and shape of the site for the Day Care Center is adequate to allow
the full development of the proposed use in a manner not detrimental to the particular area or to
the health and safety.
4. That granting of the conditional use permit under the conditions imposed will not
be detrimental to the health and safety of the citizens of the City of Anaheim and wil~ provide a
land use that is compatible with the surrounding area.
5. That tl~e above-mentioned variance, under the conditions imposed, will not cause
fewer off-street parking spaces to be provided for such use than the number of such spaces
necessary to accomrnodate all vehicles attributable to the proposal under the normal and
reasonably foreseeable operation of such use because staff inembers will be picking up and
dropping off the students.
6. That the variance, under the conditions iznposed, will not increase the demand and
competition for parking spaces upon the public streets in the immediate vicinity, as indicated in
the parking demand letter provided by the applicant. Since the students are dropped off or
picked up, all of the parking demand will be provided on-site and will not increase the demand
for parking on the public streets.
7. That the variance will not increase the demand and cornpetition for parking spaces
upon adjacent properties in the irnmediate vicinity of the proposed use since all parking zs
contained on-site within the property boundaries.
8. 'That the variance will not increase traffic congestion within the off-street parking
areas or lots provided for the proposed uses as ingress and egress to the site would be provided
via one driveway on Nohl Canyon Road.
9. That '"** indicated their presence at said public hearing in opposition; and that

WHEREAS, the proposed project falls within the definition of Categorical

Commission for the reasons hereinabove specified, does hereby approve Conditional Use Permit
No. 2008-05381 with fewer parking spaces than required by Code, subject to the conditions of
approval described in Exhibit "B" attached hereto and incorporated by this reference, which are
hereby found to be a necessary prerequisite to the proposed use of the subject property in order
to preserve the health, safety and general welfare of the Citizens of the City of Anaheim:

~ACKGItOUl~I): The property is developed with an existing 11,181 square foot
church. The property is located in the Transition (T) zone. The General Plan
designates this property and properties to the south and east for low density
residential land uses. Properties to the north and west are designated for medium
density residential land uses. Conditional Use Permit No: 424 was approv~~l in 1963
to establish a church with related classrooms.
PROPOSAI,: The applicant proposes to amend a conditional use perrnit to expand
an existing church to include the addition of six Sunday school classrooms, expanded
restrooms, and a child play yard. The total expanded floor area consists of 3,655
square feet of classrooms and an expanded restroom facility. The applicant is also
requesting a zone change frorn the Transition (T) zone to the Single-Family,
Residential (RS-3) zone.

Al~~II..~SIS: Following is staff's analysis and recomrnendations on the project.
Proposed Classrooms: The applicant proposes to construct 3,655 square feet of additional
classroom area and an expanded restroom facility. Five classrooms would be constructed
adjacent to the existing Fellowship Hall with the expanded restrooms and one classroom
constructed adjacent to the main sanctuary of the church. Also proposed is renovation of the
interior and exterior of the main sanctuary to provide for a new main entryway from Mayflower
Street including a wider access walkway from the rear parking lot to various church facilities.
Proposed hours of operation for the church are as follows:
• Sunday three services from 8:30 a.m. to 10:45 a.m., 10:30 a.m. to 11:45 a.m. and
11:00 a.m. to 12:30 p.m.
• Monday - Friday - Staff hours from 9:00 a.m. to 4:00 p.m.
• Monday - Friday in the morning and evening are various church activities including,
Bible Study classes, English classes, sewing classes, musician classes and hula
classes.
Child Play Yard: A child play yard, an open mesh metal fence enclosure and an entry gate are
proposed to be located immediately west of the main sanctuary. Plans also indicate a proposed 7
foot high decorative open iron fence enclosure and gate located 20 feet from the front property
line.
Churches are permitted in the RS-3 zone subject to approval of a conditional use permit to
determine compatibility with surrounding land uses. The project cornplies with all requirements
of the RS-3 zone including the number of required parking spaces. The property is well-
maintained and there are no outstanding code violations.
I~eclassi~eation: The applicant requests that the property be rezoned from the T zone to the RS-
3 zone. The requested rezoning would be compatible with the Low Density Residential General
Plan designation. The RS-3 zone is the appropriate implernentation zone for the expansion of the
existing church.
CONCI~USION: Because the church is providing the required additional amount of parking
spaces for the proposed expansion and because the church has demonstrated that it is compatible
with the surrounding single family and multiple family neighborhoods, staff recommends
approval of the project.

WHEREAS, this property is developed with a church and is located in the T
(Transition) zone with a Low Density Residential land use designation on the General Plan; and
WHEREAS, the applicant and property owner has requested approval of a
Reclassification to reclassify the property from the Transitional (T) zone to the Residential
Single Family (RS-3) zone, consistent with the General Plan Low Density Residential land use
designation; and
WHEREAS, the Planr~ing Commission did hold a public hearing at the Civic

does hereby unconditionally approve the subject Reclassification to authorize an amendment to
the Zoning Map of the Anaheim Municipal Code to exclude the above-described property from
the Transitional (T) zone and to incorporate said described property into the Residential Single
Family (RS-3) zone.
BE IT FURTHER RESOLVED, that this resolution shall not constitute a rezoning
of, or a commitment by the City to rezone, the subject property; any such rezoning shall require
an ordinance of the City Council, which shall be a legislative act, which rnay be approved or
denied by the City Cotmcil at its sole discretion,
BE IT FURTHER RESOLVED that approval of this application constitutes
approval of the proposed request only to the extent that it complies with the Anaheim Municipal
Zoning Code and any other applicable City, State and Federal regulations. Approval does not

Code Section 18.04.030.040.0402 (Churches).
2. That the, expansion of an existing church to include the addition of six Sunday
school classrooms, expanded restrooms, and a child play area as conditioned, will not adversely
affect the adjoining land uses and the growth and development of the area in which it is located
because the church will provide the required number of parking spaces for the proposed
expansion.
3. That the size and shape of the site for the use is adec~uate to allow the expansion

approve an amendment to Conditional Use Permit No. 424 subject to the conditions of approval
described in Exhibit "B" attached hereto and incorporated by this reference which are hereby
found to be a necessary prerequisite to the proposed use of the subject property in order to
preserve the health, safety and general welfare of the Citizens of the City of Anaheim.
BE IT FLTRTHER RESOLVED this permit is approved without limitations on the
hours of operation or the duration of the use. Amendments, modifications and revocations of

any such condition, or any part thereof, be declared invalid or unenforceable by the final
judgment of any court of competent jurisdiction, then this Resolution, and any approvals herein
contained, shall be deemed null and void.
BE IT FLTRTHER RESOLVED that the applicant is responsible for paying a11
charges related to the processing of this discretionary case application within 15 days of the
issuance of the final invoice. Failure to pay all charges shall result in the revocation of the

1 Prior to grading plan approval, the applicant shall submit Public Works

the Orange County Hydrology Manual and the
applicable City of Anaheim Master Plan of Drainage for
' the project area. All drainage sub-area boundaries per
the Master Plan for Drainage shall be maintained. The

storm frequencies; an analysis of all drainage impacts to
the existing storm drain system based upon the ultirnate

2 Prior to grading plan approval, the applicant shall submit a Public Works
geotechnical report that meets the requirements for a
"Screening Investigation for Liquefaction Potential" as
identified in DMG special publication 117 "Guidelines for
Evaluating and Mitigating Seismic Hazards in California".
Please note that if the findings of the screening
investigation car~not demonstrate the absence of
liquefaction hazards, then a comprehensive quantitative

classrooms (Rooms 6, 7, 8 and 9). The connecti~g easferly wing of t3~e u-shaped

13} each o~ which ~re divisible infio tvvo by rnovab[e partitions. There is an inter'sor
coa~rtyard defined on three sid~s by the u-shapec{ buildi~g and the main
sanctt~ary on fhe ~fo~rth side.
The parking ~rea loca~ed to the r~ar of the buildings co~sis~s o# 104 ~~rki~g
spaces ar~r1 ~ 3 tandern spaces. A 5 ft. high block wall enctoses the north and

add'afiimns and madifications include a handicap res#room, a nursery raom, an
office, a larger room #or older chiidren and ~ shavver room.

10:4~arr~) and aboufi 95% full duri~g the second service(11:OOam -12:30pm). ~he
parking for the Japanese speaking service (10:30-1 'i :11:45am) is included in ~he

Average Sunday worship service affiendance (Figure 2) during the past decade
for the two ~nglish speakir~g services hav~ ranged fr~m a high of 290 'sn 1999 to
a iow af 196 in 20a2. ~~F the two Eng[~sh-speaking services, approximafely 43%
of the mostly older attendees attend the firsfi service at 8:30am, while 57% mostly
younger a4tendees atter~d the second service at '(1:Oaam. T~e average
Ja~anese-speaking service at~endance ~t 10:30ara~ h~s remained r~ther co~s~ant
with a lov~ vf 37 in 1999 ~nd ~ high ofi 48 in 2~06.
Temporary ~ccammodafians were made during 2t106 anc! part of 2007 to malce
church faciiities avail~ble to ~ Nispanic speaking congregation of approximately
12 and 30 ~t~endees durir~g Thursd~y and Sund~y ever~ings, respec~iveiy. ~"his
arrangeme~t fQr this congregation ended in Aprif 2007 and they have since #~ur~d
~cc~m~nodations elsewhere.

SECTION 4. SEVERABILITY
The City Council of the City of Anaheim hereby declares that should any sect~on,
paragraph, sentence or word of this ordinance of the Code, hereby adopted, be declared for any reason to
be invalid, it is the intent of the Council that it would have passed all other portions of this ordinance
independent of the elimination here from of any such portion as may be declared invalid.
SECTION 5. SAVINGS CLAUSE
Neither the adoption of this ordinance nor the repeal of any other ordinance of this City
shall in any manner affect the prosecution for violations of ordinances, which violations were committed
prior to the effective date hereof, nor be construed as a waiver of any license or penalty or the penal
provisions applicable to any violation thereof. The provisions of this ordinance, insofar as they are
substantially the same as ordinance provisions previously adopted by the City relating to the same
subject matter, shall be construed as restatements and continuations,; and not as new enactments.
SECTION 6. PENALTY
It shall be unlawful for any person, firm or corporation to violate any provision or to fail
to comply with any of the requirements of this ordinance. Any person, firm or corporation violating any
provision of this ordinance or failing to comply with any of its requirements shall be deemed guilty of a
misdemeanor and upon conviction thereof shall be punished by a fine not exceeding One Thousand
Dollars ($1,000.00) or by imprisonment not exceeding six (6) months, or by both such fine and
imprisonment. Each such person, firm or corporation shall be deemed guilty of a separate offense for
each day during any portion of which any violation of any of the provisions of this ordinance is
committed, continued or permitted by such person, firm or corporation, and shall be punishable
therefore as provided for in this ordinance.

I am writing as a native and life long resident of Anaheim to express a growing concern that I have
noticed over ~he last number of years, This issue is the growing number o~ used cars for sal~
"advertised" by single car dealers and parked along nnajor streets in our city. My concern stenns from
two maior reasons: citizen safety and the de-beautification draw on our ~city.
Firs~, I will address the issue af safe . I have noticed many major streets in c~ur ciYy a large
accumulation of cars for sale, sometimes up to 30 cars in any one loca#ion, Far exam{~le, on il~agnolia
befiween Crescent and La Paima right in fror~t of fihe Peter Marshall Elementary school and park, {
typicaUy see anyv~rhere from 20 to 30 cars park with #or sale signs right in front of the school and park; it
has been getting worse as time goes on. I travel this street each day to and from my way to work, so I
have noticed fihe hazards from this activity.
Specifically, these "used car lots" crea~e traffic and congestion vvi~h people slovving down to look, and in
many cas~s abruptly stopping and pulling over cu~ting people ofF who are traveling on the street. I
cannot attest to the number of acciclents in this area, bu~ I have seen a number of ctose calls. Secondiy,
i often see parents strugg4e to d~op off or a pick up ~heir kids, as t~ey have to rraaneuver around these
cars for saB~ to see oncomir~g trafFc to pudl out. This is a drug #ree zone, but these cars ~or sale, rnay
also serve as a cover for illegal acfiivity right in front of the schooB.
Along the same line, there is a bus s~Cop in this area, so v~rhat I have seen is the bus driver maneuvering
around t~ese cars to pick up fiheir passengers. ThiS struggie presemts another unsafe setuation for the
passengers, kids at school, and peaple traveling this street. Lastly, a bit further down on Magnolia,
fihese cars for sale afso take up space for people w~ro vuould like to use ~he park. This has the effect of
peapie ae~aiding the park, because of unwanted cars for sale are taking up needed space.
Likewise, knowing that these "used car (ots" pose a series of safef~r hazards, it woutd be unfortunate if
someone were hurt because af non-action fio rid ~he city of these "used car lots." For these-re~~ons, the
"used car lo#s" and single car dealers are creating a hazardous density of people in one area for the kids
and people in the neigh~arhaod, and those who travel along Magnolia and other places in the ci~r.
Understand the ac~ivi~+ at Magnolia is typical of wha~ 1 have seen at ofiher "used car !ot" locations.
Second, the issue of de-beautification is also an issue. V1lhile the city on one hand strives ar~d ~inances to
create parks and oth~r pleasing visual sites, these "used car lots;' greatly detracfi from these ef~arts.
Moreover, they greatly detract ar,d degrade ~he surrounding neighb~rhoods. Especially in the hard
economic times we are in, many pe~ple are trying to sell their home. These used cars lots ae~ly d~tract
from property val~e. Ifi not selling their i~ome, ttaey have to vievu these "used car lots" each time they
leave and come into ~heir neighborhoods.
To be hones~, as a native and Pife long resident in Anaheim, it is very disappointing to know that these
"used car io~s" are legal. Standard car deal~rs hav~ aots and I wro~tld adv9se that if any one wishes to
seller a car that they use other means like the u~eb, #he paper and other means at ~here disposal, not
p~ablic stree~s pasd ar~d maintained by puP~lic dollars. ~rankly, I really cannot see what the singde car
