PROCEDURE TO EXPEDITE PLANNING COMMISSION PUBLIC HEARINGS
1. The proponents in applications which are not contested will have flue minutes to present their
evidence. Addkional time will be granted upon request ff, in the opinion of the Commission,
such addkional time will produce evkence Important to the Commission's conskleration.

2. In contested applications, the proponents and opponent will each be given ten minutes to
present their case unless addkional time is requested and the compiexky of the matter warrants.
The Commission's consklerations are not determined by the length of time a participant speaks„
but rather by what is saki.
3. Staff Reports are part of the evidence deemed receNed by the Commission in each hearing.
Copies are available to the public prior to the meeting.
4. The Commission will wkhhold questions until the public hearing is closed.
5. The Commission reserves the right to deviate from the foregoing ff, in ks opinion, the

Rudy A. Balderrama, 100 S. Highland Ave., Fullerton, CA. He stated they are
still Interested in being approved to operate a church. He stated they are there
to help the neighborhood and work along witn the Police Department and the
neighborhood for the betterment of everyone.
THE PUBLIC HEARING WAS CLOSED.
DISCUSSION:
Commissioner Henninger stated when they heard this hem before, he thought
there was some fairly clear direction on the changes to the site. He noted that
the recen0y submitted plan does not contain those changes. He asked if there
was some reason fo: that"!
Mr. Balderra~ ~ a explained that the original archkect left for Chicago. He further
explained he took the original plans and he vras forced to retain another
archftect. Unfortunately the archft~ct was not too familiar wfth the project.

Commissioner Herninger stated there was a concern about gating off the parking
area so ft could be gated at night and there were a few other concems. He
stated at the end of the last Public Hearing the applicant stated he would address
all of those concems. He asked ft he thought they could still address ail of those
issues?
Mr. Balderrama indicated he ?hought they could.
Commissioner Henninger stated he remembers the original Public Hearing and
his thought was that they were pretty well persuaded wfth the changes that this
might be an appropriate use. He added ff they had trouble wfth the archftect
then perhaps they should continue this and let them work wfth staff to include all
of the changes they had sought.
Mr. Baldercama requested a 4 week continuance.
Commissioner Caldwell stated he wanted to make sure that the applicant
addresses the sotback to the residential area, otherwise, he would have a dfiflcult
time supporting his request ft they do not gNe ample prote~Kion to the neighbors
that live along the property Tine.
Commissioner Henninger stated he would like for them to talk wfth staff because
he thought there was fairly clear direction on the things that were required.
Mr. Borcego, Senior Planner, indicated that was corcect. He explained that the
Planner a~slaned to the case had a Ilmfted opportunity to work wfth someone on
this and a 4 week continuance would ba appropriate. He asked the applicant, for
the record, to state that he is willing to waive the Iimitatlons of the Permit
Streamlining Act since they are beyond the sbc month date by which they have to
make a decision.
Mr. Balderrama indicated he was willing to waive the limitations.

Savings facility at 191 S. Imperial Highway. He explained they curcen0y have one sign that is facing
,'" Imperial; the building sets back in a comer of the shopping center with the elevation that actually faces
the shopping center with no signage. He further explained there was a Security Pacific sign there
prior to moving in which they did remove.

DISCUSSION:
Chairwoman Boydstun asked if the sign will go approximately where the banner curcently is?
Mr. Behnke indicated that was corcect.
Commissioner Caldwell asked iF they have done a study that shows that this sign will be extremely
Important to the survival of the Wc,rld Savings at that location, i.e., without the sign the bank will lose
business?
Mr. Behnke explained driving up and down Imperial you cannoi see the building and once the banners
come down there will absolutely be no visibility except for the limited visibility of the sign that actually
faces Imperial Highway which faces the high schod. He added ft is anon-illuminated sign and smaller
than what they have on the front.

A. GENERAL PLAN CONFORMITY -Request to determine Motion for

Greg McCafferty, Associate Planner, stated this is a request by the County General Services Agency
to relocate their Homer Street Welfare office to 900 East Vermont Avenue.
William Rollings, County of Orange General Services Real Estate. He stated they do not have a
specfOc presentation, however, they are available for questions.
OPPOSITION:

that the petftion did not state what ft is for).

Harold Martin, 2789 E. Oshkosh, Anaheim, CA. He stated he has been a resident for about 38 years.
He is one of the founders of the "Somebody' group that got the impetus going to move this welfare
office, ft was Important for him to show up today to tell them why.
He stated as a police ofOcer, he worked that area. He explained this Is a very higt~ crime area and
La Palma Park and the Welfare Offlco was probably one of the main causes of their problems.

He stated the reasons that they determ(ned that the office location was so bad was because of the
l,,aq parkland location across the street where these people could come and Joker. He explained directly
behind the Welfare Office there were 3 different locations where they could buy alcohol and get their
checks cashed. Therefore, they had problems with people congregating by tfie hundreds on some
days causing problems all through the entire neighborhood.
He further explained that residential neighborhoods are very close by and they were being Impacted
by the crime; the park area was so bad wRh drugs that the children were not using the park. He
stated they decided as a group to get the people together and make a change. fie stated one of the
first changes they wanted to make was to get the Welfare Office moved.
He stated their recommendations were: to get them away from reskential; no alcoholic beverages
close by and away from any recreational or parklands. He stated he has worked with Mr. Rollings in
the County on several different sftes that they turned down because they were too close to
residential, park or a school. Ha stated they have tried every way they can to find a piece of
property that meets the needs.
He stated this ske on Vermont comes as close to being perfect as anything that is possibly available
right now. He further stated it is away from the sales of alcohol-there is nothing close by; h Is away
from residential in the sense that there is very little residential in that area nearby and they also have
made contact with the schoo! and apparently they have no problems with what is going to occur in
that school area. He added there are no objections at this time form the School Superintendent.
He stated the way ft is going to be situated and located, ft will prevent people from seeing what kind
of facility it is from the front and all actions will take place in the back. He believes that this she will
end up solving their problem in the park area and the residential area around Romneya and Harbor
Blvd. He stated they will also have a slgnificanfly decreased amount of problems because of where it
is located and how ft is stuated. lie stated they will not be able to loftsr and congregate and this
should tako care of about 85% to 95% of the problems they are currently having.
OPPOSITION CONTINUED:
The following indivkluals are in opposition of subject request:
Deborah Jones, 1260 Brian Lane, Anaheim, Ca pocated on the corner of East and Vermont); Gcil
Strathern, 1271 Brian Lane, Anaheim, CA. She is a County employee and use to work for Medical;
Dennis Fitzgerald, 856 Turquoise Street. Ho is the Block Coordinator for the Upai, Turquoise, Topaz
Neighborhood Watch. He submitted some handouts; Phillip Knypstra (no address given); Tina Agular,
916 S. Sarah Way; Julie Jefferson, 1213 E. Vermont. She works for UCI Medical Center where 75% of
their patients are Medical and Brian Thomas, 12D6 E. Hampshire Ave.
OPPOSITION'S MAJOR CONCERNS:
Concern expressed that the welfare recipients will lofter at their park area, use their pool, bathrooms and
recreation area and their facility because it Is less than 1/2 block from where they will be receiving their
checks; do not want Welfare Office in their neighborhood; lots of crime; vagrants; City of Anaheim Is
their biggest ~oppanent street lights were dimmed in their neighborhood and they have been
unsuccessful in getting the City to brighten them back up; concern expressed regarding safety of
children; slo4v Police response; homes have been broken Into in the area.

REBUTTAL:
~^~ Lou Rollings, County of Orange. He stated at the curcent Homer ske, the County, in addkion to the
Welfare Office, has a Drug Abuse Clinic that is located there curcently and a Maternal and Child Health
Clinic. He clarified that they are not proposing that the Drug Abuse Glnlc move to Vermont.
Ha stated they made contact wkh the School District and briefed them on what they were proposing to
do and they dkl not receive any concerns from them. Ha added they dkJ not feel that their presence
would negatively Impact the school in the area.
Commissloner Tak asked what measures were they going to propose to mkigate the loitering problem?
Mr. Rollings explained in the Zest few years, they have instkuted an aggressive program to address those
types of Issues. He stated some of the differences Include 239 on-she parking spaces as opposed to
about 25, therefore, completely on eke there will be more than enough parking for staff and the clients.
He further explained in addkion, the waking room is 4 times the size of the existing facility. He added
this will discourage the need to Joker or stand around outskfe and wok.
He stated the facility is being designed in a more efficient manner in order to expedke the processing.
He explained they do curcently have a backup because the program is not efficiently designed.
He stated the maJorky of the people that come to this facilty will use put~lic transportation and they
made in-roads wkh OCTA to have a bus stop placed directly in front of the facllky. He stated that has
not been confirmed at this time, but that is their goal which will eliminate the need for people to walk
through the communky. He explained at the existing facilty the transportation facilty is on the comer of
East and Vermont.
He stated as Mr. Martin pointed out earlier, they do not feel there is a great need for people to remain in
the area. He added there are attractions at the Homer Street facility.
Commissioner Caldwell asked when he thought they would have confirmation on the public bus stop?
Mr. Rollings stated they do not have a firm date, however, they are hoping wkhin the next 30 days they
will have a confirmation.
Commissloner Caldwell stated he knows the Homer facilty has been an absolute nightmare. He asked
about the difference in clientele between this facility and the Homer facility which currently exists?
Mr. Rollings explained curcently at the Homer facility they have a Drug Abuse Clinic which treats drug
abusers. In addkion they have a Maternal and Child Health Ginic which is basically designed to treat
pregnant women and small children. He clarified that those two programs are not going to Vermont.
The cllentr;ie :viii mostly be indigent people who are on Welfare or want some type of financial
assistance. He stated in addkion, a signkicant portion of the facilty will be dedicated to administrative
uses for the Social Services Agency.
Manager of Homer Complex. (Secretary not certain of speakers name). She stated they will be issuing
food stamps and general relief and no AFDC. She axpained they are mostly indigent men, some
women and almost no children. She stated the only children they service are those homeless
individuals who have homeless children wkh them but that is a minorky. She stated they see
approximately 250 people a day on the average.

Commissioner Taft asked about security.
Mr. Rollings explained the she very well lends itself to security in that k has railroad tracks on one side
and a junk yard of some type on another side arxi a parking lot in the roar. He stated their plan is to
put up a fence. He further explained the whole facility will be secured and when it is not in use there
will be on-sfte Marshals or Sheriff personnel. He added it will have a. security system and it will be
monitored.
Commissioner Caidwell~asked ff there-is an increase in crime from this facility, is there a way they could
limit it? He asked ff there was any recourse that this body could take ff this becomes a problem?
Greg McCafferty, Associate Planner, stated this requirement for General Plan conformity is Just one
portion of the whole process that they go through to locate at this sfte. He explained this is really an
advisory measure and ft is more directory rather than mandatory. He further explained ff they dkl not
meet the General Plan they could locate there anyway because of their governmental powers.
He stated in regards to whether they could come back before the Commission in order to consider ff
again, the language In the Government Cado really does not address that. He added this Is exempt
from their Zoning requirements.
He stated the La Palma Park facility is in a General Industrial designation.
Mr. Rollings stated they have not had one complaint at that facility. He stated B is also located in an
Industrial area wffh residential In the general area. He stated a lot of thought went Into the planning of
this facility. He explained in the last couple of decades this did not happen and that is why they are
probably INing wfth some of the problems now. He added by addressing these concerns they have
been abia to mftigate them.
Chairwoman Boydstun asked what type of clients do they see at that location?
Mr. Rollings stated ft is a different mix. It is AFDC although ff deals with a lot of the same issues that
+.hey have been discussing.
Commissioner Caldwell stated he is the Chairman of the Citron Neighborhood Council-another hat he
wears and he does not INe very far from that facility. He stated there is a vacant building and thew do
have proflems. He believes that what is before them today is to determine whether it conforms with the
General Plan and he believes that ff does. He stated they have to have this facility somewhere and they
have to put ft in a spot where ff is close to the people who use ff. He stated whether we like h or not,
the people who use ft live in the neighborhood. He stated it is well sufted for that area and he could not
think of any area that would serve ff better. He further stated that our society creates the problem and
then society does not want to solve ff.
He stated this area is just as good as any he could think of and without a bettor solution before the
Commission he is in favor.
Commissioner Henninger asked where else have they looked?

Rollings explained this is a culmination of an 18 month process. He state,: mast of the people who will
come here are residents of Anaheim which is why ft is located in Anaheim. He further explained they
are required to be within the geographical area of the people who are being served. He stated they
have looked at Ifterally every square-foot of the City of Anaheim and it has taken them 18 months. He
stated their goal has been to find a fccllity that minimizes and mitigates all of tha concems they have
heard today and this facility does that.
He stated they have looked at two other facNfties in addftlon to this one and both of them have not been
able to como together and they feel they are on the verge of maybe not being able to do this particular
facility which would leave them in the facility they are in now which they `eel poses more problems wfth
the City then the Vermont sfte.
He stated they feel very strongly that by moving to this site, they can mitigate s great number of the
concerns that have been mentioned here and they are also willing to work wfth the community to
address concems.
Commissioner Henninger asked ff they have tried to find a facility that fs a little more heavily surrounded
by other industrial uses?
Mr. Rollings stated they have Iftrrally looked at the entire City of Anaheim. He stated ff you pull out a
map of the City and try to find a building that fs not very close to a perk or a liquor store, or a church,
or residential, you can hardly do it. He stated to the few areas that are available there are not any
buildings of the size that they need or the available parking. He slated they have looked at all of the
industrial areas; they have tded to stay out of residential, a park area or near a liquor store which would
contribute to the concerns mentioned earlior.
Commissioner Henninger stated they were close to negotiating on another site. He asked if that she
was more isolated than this one?
Mr. Rollings stated ff he was roferring to the 2929 White Star sfte which is further east, the facility is
more isolated than the Vermont property, however the facility was too small and had Inadequate
parking. He explained they were basically going to eixl up wfth the same types of problems that they
have now in terms of adequate interior space, waging areas and parking, etc. He stated In addftion,
they were not able tc come to an agreement. He stated they had a lot of problems wfth that sfte and ft
was not a good sfte for them or the Ciry.
Commissioner Caldwell offered a motion, seconded by Commissioner Henninger that subject proposal
to lease approximately 50,725 square feet of office space located at 901 East Vermont Avenue for use
by the County Socit.~l Services Agency (SSA) to administer its General Relief and Food Stamp programs,
is in conformance whh the Anaheim General Plan, and that saki MOTION FAILED TO CARRY by a vote
of 23 (Commissioners f~,oors and Peraza absent; Commissioners Caldwell and Henninger voting YES
and Commissioners Boydstun, ti!ayer and Taft voting NO).

DISCUSSION:
Greg Hastings, Zoning Division Manager, stated the CRS Attorney was going to mention this, however,
she was not available. He stated they were going to ask that the City Attorney's Office be directed to
include the same wording in the other zones throughout the City for consistency fn order to clean up
the wording.
Commissioner Henninger offered a motion, seconded by Comndssloner Caldwell and MOTION
CARRIED (Commissioners Messe and Peraza absent and Commissioner Taft abstained) that the
Planning Commission recommends that tha City Council adopt tho Draft Ordinance pertaining to
Subsection .620 to Section 18.61.050 ci Chapter 18.61 of Title 18 of the Anaheim Munfcipai Code
relating to Automobile Service Stations wfth revisions.
