1995. They still have a number of things to do to satisfy the Codo, one is parking lot striping, two
decorative lampposts that have to be installed and the landscaping Is finished. They have to test the gas
line and the water heater is the only element on the gas line; and they have to put the address up, Install
the entrance sign and minor stucco patching, and minor painting.

Commissioner Messe asked who wUl maintain "she landscaping that has been put in. Mr. Botich
responded the sprinkler systems are in and they are being maintained now and they wUl be maintaining
the landscaping. He stated they re-weeded the landscaping.
Bruce Freeman, Code Enforcement, stated he went to subject property during the noon hour and
noticed the clinging vines had been planted on th9 north, as well as the east skis of the property. There
are three trees that are supposed to be on the north side aril have not been planted and apparently the
landscaping has been re-weeded. There are twa cUnging vines on ~eanted throughout thenparkN-ays in
and two facing Anahel~~n Boulevard. There is ground cover sparsely ill

Responding to Chairwoman 6oydstun, Mr. Botich stated ff the landlord doesn't plant the trees, they will
plant them. Chairwoman 6oydstun added that two vines in 25 feet is not adequate. Mr. Botich
responded that was supposed to have been handled by the landlord and ff more are needed, they wUl

THE PUBLIC HEARING V1iAS CLOSED.
Jonathan Borrego, Senior Planner, explained the revised plans submitted were just a modification of the
floor plan which was just shifting a corridor and there was not a problem. Concerning landscaping, he
stated it was staff's understanding that there were several mature trees existing in the front setback
which would meet the requirement, but staff would like to get the Code required number of trees. He

Concerning Industrial training centers being permitted, Mr. Borrego stated the applicant has applied for
"commercial office" and that "industrially related office uses" are permittedJ. If the applicant wishes to
establish any particular use which goes beyond that, the Commission can entertain that this afternoon.
The Industrial training facility would be permitted by right under this condition as it is now. In Conr_'::i~n

Mr. Borrego stated he has discussed rezoning the property to "commercial" with the applicant which is
an option in the future, and then they would be allowed to have any office use, except medical or dental
which has higher parking requirements.
Mr. Lee stated he did not have any spec'rfic uses in mind, but was trying to avoid the situation where
they would have an acceptable use and have to go through another conditional use permit hearing each
time simply because it wasn't on the list.

There was a brief discussion regarding the appeal period, w-th Mr. Lee Indicating he had understood that
there was not an appeal period and he was concerned about getting his loan. Mr. Borrego Indicated
there might be a way ff the applicant wants to submit a 'hdd harmless letter" and that he would be
happy to discuss that with him.

PETITIONER'S COMMENTS:
Rob Zur Schmiede, Redevelopment Manager, explained this is a signing and wayfinding program they
have been working on in cooperation with the City of Yorba Linda and with the retailers at SAVI Ranch.
This property was originally intended for office development, but over the last several years, there has
been an increase in retail development. In order to address the problems that have come about
because of the change in use from office to retaii, they have attempted to come up wfth a program that
will assist patrons entering the project, finding their destination and upon conclusion of shopping, to exit
the project. The C'dy of Yorba Linda shared the cost of the consultants and their representatives are
present today, plus Several representatives of the consultants.
He referred fo the condition concerning long term maintenance of the signs and stated they have every
intention of having that long term program in place. They would like to change the condition proposed
requiring that an owner's association would be responsible for maintenance of the signs to read^ YHe
owner's association, or other appropriate lecal mechanism, subject to the discretion of the City.

He explained Yorba Unda has an assessment district in place which covArs the SAVI Ranch and that
would provide the mechanism, but there is no owner's association in place that would cover both cities
(Anaheim and Yorba Unda) so they would like a little flexibility.
Cindy Weaver, Weaver-Nelson Design, 2323 Broadway, Studio 201, San Diego, 92102, explained their
company specializes in wayfinding projects where there are a lot of people to move or a lot of tough
problems to solve. There were three major problems in this project -1) no kfentfty; 2) retailers were
shrunk Into the :.he and have no fteeway visibility and 3) only one way entrance from both directions.
Their team ins. ! ~.'ad members from the cfties of Yorba Unda and Anaheim, and some retailers. The
wayfinding sy,-tem may consist of directional signs, destination signs, cdor, memorable objects, icons,
traffic patterns, lighting, landmarks, etc. Some patrons find their way by landmarks, others by signs, and
their goal was to help as many people as possible.
There is one exit off the freeway into the east side and ail exit from Yorba Unda into the west side. In
developing a theme or image, they reviewed the history of the area, considering both cities, and
researched orange graves and crate labels, windmills, etc.
She presented exhibits showing the following:
- an existing freeway sign for the Auto Plaza which is no longer in business and that sign site is
available.
- there are four districts (retail, hospitality, business and auto) and they ars proposing a
~`- functioning windmill on the west wish the SAVI icon and it is 30 feet tall.
- Slgn Type 2 is to get patrons off the freeway and provide some advertising also for the retailers.
No Type 2 signs are proposed on the Anaheim side of the site. 1 or 2 are proposed on the
Yorba Unda side.
- Sign Type 3 was developed +.o go in the existing planter areas anc! is a combination type sign
with the logo and directional arrows. Those are at the first decision-making points.
- Sign Type 4 are the first directional signs wfthin the site and noted that is where they started out
the large retailers signs as wayfinding devices. Getting closer to the smaller uses, they will have
more directional signs.
- Sign Type 51s a f~~rther scaled down Type 4 sign.
- Slgn Type 6 is a. banner that would be utilized to carry Icons and directions. 'They are proposed
to be metal mash banners because of the wind in that area.
- Sign Type 7 is to wam people Just getting off the freeway that the next tw ~ is the one to take.
Rob Zur Schmlede explained they investigated the possibility of signs in the state right-of-way with
Calirans in order to give patrons directions off the freeway.
Ms. Weaver explained the corrugated pipe which is there now is temporary and all the metal will be
primed and painted and the corrugated pipe will not be seen. They recommend that one prototype be
done before they proceed wfth the program. She also stated the Type 7 sign could accommodate
directions to the freeway and nit just indicate °north' ~r "south'.
Commissioner Henninger asked ff they are comfortable with the 30-foot high windmill and whether the
intent was to define the west end of the property so the eastbound traffic on the freeway could see it.

which has a 30-foot high limit and that is a constraint. However, they continue to show the Type 1 sign
at the west end of the project because they think that is an Important location. As an alternative, they
have provided a second sign location (No. 3) for a windmill. The plan shows arectangularly-shaped sign
which says SAVI Ranch wfth an arrow and another plan shows the windmill in that same location and
they were proposing to place a windmill in one of the locations, either on the Yorba Linda side or the
Anaheim side instead of the tall 75-foot high signs.
Responding to Commissioner Messe, Ms. Weaver showed an exhibft with the windmill and explained the
lettering is approximately 20 feet high.
Commissioner Henninger pointed out that would not be over the 30-foot high Iimft in the SC Zone and
also that the structure is a windmill.
Commissioner Henninger suggested a restriction could be placed on the windmill that the actual sign
portion not be any higher than 30 feet. ~~ommissioner Messe added the wording shou'ob em nethe fled

future wfth someone wanting to add something to that sign.
Commissioner Mayer asked about the smaller sign and explained they look like pole signs and

Rob Zur Schmiede stated the Yorba Linda Planning Commission has seen three presentations and the
Commission consdered this program with these exhibits last week, but dkl not take action. Anaheim
Redevelopment staff has attended ail those meetings and has Indicated to them that h was being
scheduled for consideration today by this Commission as a conditional use permit Each City is
handling the approval of the program a little differently administratively.
Commissioner Messe asked what the problems would be by increasing the size of the windmill under
the Scenic Corridor Overlay zoning.
Jonathan Borrego, Senior Planner, responded he thought the 30 foot height was used because that was
the highest e~cample of a sign that has been allowed in that area and that was the Festival Shopping

Joel Fick, Planning Director, agreed and added when the sign went in originally along the fteeway, not in

Mr. Zur Schiemde stated there are tall Edison towers in that area which are about 200 feet high.
Commissioner Henninger asked the actual height of the double pole signs, adding he thought they might
be 96 feet high.
Ms. Weaver clarified that is the auto center sign and she thought those are 80 feet high.
Chairwoma^ Boydstun asked how much the sign is lowered by the grade of the property. Mr. Zur

from primarily a business park to primarily a retail center. This is a unique site and one thing they
considered was that uniqueness.

like this approach and thought it is a unique solution. There is a problem finding the SAVI site and that
she frequently drives past the entry to the site herself and has to go past and make an illegal 'U" turn.
Ms. Haney urged approval of this program, but wanted to mention a couple of concem3.
She explained one concern has to do with the windmill. They looked at the program not only as a
wayfinding program, or a way to get people into the area, but as a program that would create an
kfeMity. They are lntRrested in maximWng their sales tax revenue. They have a sign on the Yorba Linda
side which is the Auto Center sign which is 75 feet high. It is not the nicest looking sign and ft was put
up without a lot of thought. The modified proposal will make an'unattractive' sign into an integral part
of this program and a pleasing sign to look at. They feel identification is needed on the west side and
they really feel the windmill is an integral part of that klentity. The 30-foot high 11mft would completely
miss the point and would not klentffy the site and people traveling east on the fteeway would not see >L
also, it would blend in with the K-Mart sign and be dwarfed by the Edison towers.
She suggested the staff could look at the windmill not as a sign but as a piece of public art H'.:ich
identifies this area and that the actual lettering is not over 30 feet high which confrove the windmilat he
Zoning requirements and maybe the Commission could find that as a way to app
70-foot height proposed, similar to the one on the Yorba Linda side.
Ms. Halley stated the Yorba Linda Planning Commission reviewed Sign Type 3 which is at the entry to
the site right on Yorba Linda Boulevard in a study session format and did not take formal action pending
Anaheim Planning Commission's action today. Their Engineering Department is cons(dering doing a
modification to that intersection which may result in signalization and some other road improvements,
and that would be going to their City Council in approximately 1-1 /2 months through the CIP process.
They do not know ff the Council will be willing to spend money to do the malification and they are
delaying formal action on Sign Type 3 until that happens.
She stated if Anaheim Planning Commission feels the windmill should be kept low, they had thought
they could put a windmill on the east side of Yorba Linda Boulevard at Sign Location 3 to keep the
windmill motff and the whole agricultural background which has been worked through this sign program.
She stated the Yorba Unda Planning Commission was not in favor of a windmill at that particular
location and they were strongly in favor of having a strong identHication with a windmill on Anaheim's
side.
Commissioner Bostwick stated he thought that would be the perfect location for a windmill and asked
why they would not want it there. Coming from the Yorba Linda side, they have nothing but the bridge
and then suddenly the exit for SAVI Ranch and they need that klentiflcation.
Ms. Halley explained they felt the windmill was a real attention grabber for the east side and that it might
dNert the eye level of the driver and they would like the monument sign that says to make the right turn
Into SAVI. She also thought at that location, if might be too large. If there was a large windmill on the
freeway, it was felt another one in this location would be redundant. She felt N Anaheim Planning
Commission cannot approve the large sign next to K-Mart, then Yorba Linda might reconsider ft but at
this point, they would urge Anaheim to consider a large sign and they would reconsder Sign Type 3.
Commissioner Henninger asked about signatization mentioned earlier by Ms. Halley. He asked ff they

of Anaheim and Yorba Unda since this project started on the sfgnage program. They originally
anticipated having this completed by the time their store opened. They opened the store four months
ago and have had a chance in their customer surveys to see what the reaction is and thoseram for this
have indicated that the customers are discouraged by a lack of awell-defined signage p og
obviously very confusing roadway configuration.
He explained inftially they were entitled to addftional shopping center signs but opted to get invdved
with the wayfinding program partly because of the Scenic Corridor requirements and they wanted to be
cooperative wfth thE~ uniform SAVI Ranch program.
He suggested a basis for the Commission to approve the program as presented and possibly the No. 2
signs which Yorba Unda is hopefully going to approve might be to identify the Anaheim portion of SAVI
Ranch area as a regional shopping center. They meet the crfteria as a regional shopping center by
deflnftfon of the Urban land Instftute. The Super K-Mart center has 178,000 sq. ft. Anaheim's portion of

Ken Ryan, Yorba Linda Planning Commissioner, explained he came to hear the discussion by this
Commission and, hopefully, answer any questions relative to their deliberations regarding this program.
They felt strongly about creating an appealing quality item denoting a visual image for the overall SAVI
Ranch area, regardless of the jurisdiction. Plus, provide a program that would help wfth the function and
order of some of the directional problems associated with the characteristics of the site. General
comments were that the program not be too complex and provide some slmplicfty without losing the

Yorba Unda's Planning Commission is very supportive of creating an identification and of the history and

freeway, that there is again re-enforcement of the total program.
Dwight Belden, WCV Properties, Development Manager for SAVI Associates, 450 Newport Center Drive,
~-- Suite 304, Newport Beach, explained thay have also been involved in this process since 1986. Initally,
there was no on-site signage and there was no way to find the site from the freeway to any portion of
the property. They embarked on a signage program designed to address the business park and the
monument signs were put in relatively the same locations as shown on this map, but they were of a
completely different nature. This program is obviously oriented towards a higher traffic volume and h is
a better wayfinding program to handle larger numbers of people who don't go the park on a daily basis.
Only the local patrons will be there dally and anything that can be done to emballish the program is
certainly a move in the right direction not only for the owners, but for many of the tenants in the park.

there is only a set of CC&Rs that have been recorded against the property in Anaheim. That does not

Commissioner Caldwell stated some of the signs appear to him to be more advertising than directional.
There is no question that we need directions or that the tenants need assistance, but that he is always
concerned and had hoped something more along the line of a regional center was included. He was
concerned about residents being able to look out and see these signs ftom the other side of the fteeway
and the Commission needs Justification in order to approve iG He thought considering it a regional

Mr. Borrego stated he thought the wording in the recommendation (17d) was intended to apply to the

'~- Commissioner Mayer stated ordinarily she would be concerned about ideMitying a sign as a public art
piece and that she Is currently Chairperson of Public Arts for the City of Anaheim. However, in thinking
about this, ft has a sculptural quality. Additionally, :he City does have a Master Art Plan that was
prepared by the Redevelopment Agency by a nationally known artist, Mary Mier, and she did extensive
research into the total history of the area and the county and she was invdved in the first phase of Koll
Anaheim Art Project and K has orchards, the agriculture, the Importance of the ri\ter and water to the
community, etc. Ms. Meir was very involved in structures that supported agriculture which are our roots
in history in both Anaheim and Yorba Unda and she noted numerous references In her art plan, which
has been approved. Commissioner Mayer stated she understood that plan was to be implemented
throughout the city. She thought i< cotta provide a basis to consider this particular piece as art. She
thought the criteria for meeting that plan was agricwture, orchards, elements of water and the river,
nursery, structures, etc. She added she felt comfortable with this as long as the sign portion stays at 30
feet.
Commissioner Henninger referred to the electrical towers in the area which are 200 feet high and added
he felt at 30 feet, this sign would appear drawled.
Commissioner Messe thought 30 feet is not high enough but that 70 feet is too high.
Commissioner Henninger stated he felt comfortable with the 75 feet pove his and theno nt nue fteurrtil

that was allowed previously. They were wafting for the approval of the wayfinding program for the
monument sign parameters. He stated they did customer surveys which indicated that they do not have
very good identity to show that the K-Mart has groc6ries. They feel a strong need to get the word
"grocery" on the side of the building which would be visible for westbound traffic on the freeway and
other traffic.
Greg Simonoff, Architect, stated when they began the process, they were entitled to and they got
approval for two monument signs from the Cfty of Anaheim at twc locations. At that time they agreed to
hold back the final design until the wayfinding committee overall final program was Identified so that
those signs could relate to the overall signage program
He stated their initial expectation was that the program would be in place relatively close to or around
the time the store opened and that the signs would be in place. They proposed goals based on the
preliminary discussions and are at a point now where they understand they would not be allowed to
build that sign until the full program is developed. They are seeking approval to proceed on the
monument sign which carries through the same theme, colors and sense of the signage program.

He added the second portion which was driven by the customer surveys has to do with including the

Dwight Belden, WCV Properties, stated he would like to support this item in parts The easemerrtlextends
easement they have wfth K-Mart over the extension of the SAVI Ranch parkway
currently through the Edison easement. That easement is a z25 foot wkle strip of 'no man's land' and
as part of the construction with K-Mart, they have completed in their behalf a cul de sac that terminates
at the far end of that easement. They have also extended some wet utilfties to that area so they will not
have to process through Edison any future undercrossings and he believed that ft is in their benefit, as
well as the City's benefit. He thought this ground monument sign will also show potential users and
retailers and other tenants of that property, that they will have the identity and ability to show people
how to get to their property.

Chairwoman Boydstun stated she thought everything should be done to help the retailers in that area
and she thought the signs look good.
Commissioner Messe stated he did not have a problem wfth the word "grocer' or "24 hours" and noted
the previous item was condftioned on having the maintenance association in place and asked if they go
ahead wfth this monument sign, will they have to deal with the formation of the maintenance association.
Commissioner Henninger pointed out these are private signs and they have to maintain their own signs.
Joel Fick, Planning Director, stated Planning and Community Development staff both believe that the
signs are consistent wfth the overall design of the program and ~ooV~stent with the original intent. K•
Mart will be maintaining this sign and staff is recommending app

Mr. Maranon stated they were thinking about 1415 cars being parking there.
Commissioner Messe asked ff it would be a problem ff the Commission imposed a limit of 30 cars to be
parked there and the response was'no'.
Commissioner Caldwell asked about the lighting proposed. Mr. Maranon stated the lighting would be on
the building and directed away from the residences.
Commissioner Messe asked about sig~age. Mr. Maranon responded they discussed signage with staff
and ff the sign is moved below the roof line, it would meet the City standards.
Mr. Maranon stated they are willing to install a 3 foot berm In front of the fence. He stated, however, the
operator is concerned about visibility from the street of the cars displayed for sale and would like to
make the berm two feet high instead of three feet.
Commissioner Henninger stated with the 10-foot setback, two feet might be better than three feet.
~~'" Jonathan Borrego, Senior Planner, stated staff would like to see something other than gazanias planted
in that landscape area. He referred to a plant called 'creeping jasmine' which grows to about one foot
high and provides full coverage.

Jonathan Borrego stated the condftion will be worded to allow the applicant to work wfth Planning staff

That prior to Issuance of building permft, landscape and lighting plans shall be submitted
to the Zoning Division of the Planning Department for review and approval. The
