A I N: Commissioner Messe offered a motion, seconded by Commissioner Peraza and MOTION CARRIED that the Anaheim City Planning Commission does hereby approve, irr part, the fnal sign plans, as toiiows: a) Approved monument signs as proposed; b) Denied the proposed wall signs; and c) Requested that fnal wall sign plans be submitted to the Zoning Division of the Planning Department for review and approval by the Planing Commission as a Report and Recommendation item. Chuck Phillips, Graphic Arts, Cobblestone Center. He stated the plans have been submitted to the Planning Department. Commissioner Henninger indl;,ated that staff feels the plans are not in full conformance and the detail is inadequate, therefore, a continuance is recommended so staff could work with the applicant on the submittal package. He asked if a 30~Jay continuance would be acceptable. Chuck Phillips explained that the project was due to begin on December 18. He stated relative to the signs there is a portion where they want the two monument signs established so it can be viewed by people who are approaching the property, as an advertisement to the mall. Those would be the only two monument signs they are presently concerned with. Commissioner Henninger asked ft the monument signs are acceptable? Jonathan Borrego, Senior Planner. He stated the concern staff had was relative to the number of wall signs being proposed. He stated within the scenic corridor the code allows one wall sign per business to be mounted on the main entry. He suggested that the monument signs be approved: and the other signs be dented. Mr. Borrego was in agreement. Mr. Philtlps tndk~ted he was In agreement and he stated he put the signs on the various butldings because they were ~Iled out that way, but ft wAl be reviewed with the contractor and alterations wAl be made. Commissioner Bostwick asked N there is any other material showing :hors detail relative to the size and height of the monument signs. Mr. Borrego responded 'yes', they dkJ receive detailed material on the monument signs but did not receive detailed information on the wail signs. Commissioner Henninger asked staff >f they are comfortable with the detailed information given on the monument signs. Mr. Borrego responded 'yes'. Commissioner Messe asked ff the wall would block the house because the house Is a tall structure. Mr. Hobson agreed the house is a tail structure, but the area (Uncdn Avenue) is depressed so they will be adding a 6-7 foot block wall on top of an existing significant bank. Commissioner Bostwick asked ff he feels the reskferrts who will be purchasing the structure would want some type of ence. Commissioner Bostwick asked for Mr. Hobson's opinion relative to the train tracks. Mr. Hobson stated the train tracks already have a sound wall, along Village lane. Further discussion fdlowed between Commissioner Bostwick and Mr. Hobson relative to the Uncdn ftorttage being an eye-sore. Mr. Hobson stated hopefully the houses will be something good to look at and he reiterated the owner does not want a block wall; they want people to be able to see their home ftom Uncoln Avenue. Ca~mmissioner Messe asked what is the obJection to some of the sound proofing? Mr. Hobson responded they::~snt to stick as closely as possible to the Secretary of Interior Standards for Historic Preservation, which is the overriding criteria. Commissioner Messe asked about the type of glass and windows to be used on the historic homes? Mr. Hobson responded they are intending to use, wherever it is still usable, the existing double hung frame windows, with glass in the windows. He stated the cottage's Interior walls are being replaced because plaster is bad and they will be installing i.~aulation and drywall. Commissioner Messe. He stated he feels for the people who will be living Inskle the homes because of the noise levels indicated in the staff report. Mr. Hobson. He stated their intent is to replace the windows that need to be replaced with standard glass, and the ones that do not need to be replaced they will retain the window and glass. Chairwoman Mayer asked ff the houses are on blocks? Mr. Hobson responded 'yes'. Chairwoman Mayer noted that as we see the houses now, they are consklersbly taller. Commissioner Brlstd asked ff presently th~,fe are any interested buyers? Mr. Hobson stated that the Cottage house, the buyers are the developers and they have their construction financing in place; but that the Grimshaw house does not have a buyer in escrow. They are working to get construction aril permanent fins~icing for restoration of the Grimshaw house. Further discussion took place between the Commission and Mr. Hobson relative to the type of replacement for the existing broken windows aril relative to the Secretary of Interior Standards for Historic Preservations for historical homes. Commissioner Henninger indicated that the noise consultant's recommendation on the structural improvements probably assumed that there would be a wall in place, therefore, with no wall being in place he would 11ke to know the affects of the consultant's recommendation. Commissioner Bostwick suggested that the owner/developer of the Cottage home be asked to put a block wall along a portion of the property (ftom the closest end of the railroad tracks, comer of the house), thereby allowing the house to be seen, but at the same lima lessening the noise made by the railroad and automobiles. 12-11-95 Page 5 ANAHEIM CITY PLANNING COMMISSION - ACTION AGENDA DECEMBER 1 t, 1995 DISCUSSION ITEM: CONSIDERATION FOR WORDING OF A DRAFT ORDINANCE PERTAINING TO'RESTAURANT DEFINITIONS'.
