Planning Commission does hereby approve Waiver of Council Policy No. 542
for the residences located at 1G,''9 East Lincoln Avenue with the following
added condition:

windows facing south, east and west and install a sound wall along the tap of
the slope adjacent :o Lincoln Avenue, all in conformance with the

He indicated that all the windows have been destroyed by vandalism aril that new windows will be
replaced, replicating the oid windows. He stated it is the desire of the future owners to replicate the old
windows and that a contractor will be installing the windows and a new roof. The contractor did Indicate
he was not in agreement with the consultant's recommendations relative to taking off the siding of the
house.
He stated the Redevelopment Agency is willing to inskil the sound wall (6 feet around the Cottage and 7
feet around the Grimshaw House -top of slope), to help reach the 65db which is required on the
exterior yards. The sound consultant Indicated with singe pane windows he wc;:!d not guarantee what
the sound levels inside would be. He also stated that is laminated glass or dual glaze windows were
installed, i4 may get close to 45db, but he was not precisely sure.

David Jackson, Fairmont Schools, Inc., 1557 W. Mable Street, Anaheim, CA 92802 He stated
they need the subject freestanding pole sign because the current visibility is not sufficient. He
explained that it is hard to see that a school is present at the subject location and the school is
still in the process of growth and they need the visibility of a sign to help fill the campus.
THE PUBLIC HEARING WAS CLOSED.
STAFF'S COMMENTS:
Commissioner Messe asked what is the visibU'rty of the present sign. Mr. Jackson explained the
visibility of the school sign from different directions and referred to the drawings that were
submitted.
Commissioner Messe asked if drawings were submitted? Jonathan Borrego responded that
drawings were submitted and should have been forwarded to the Commission. He presented the
drawings to the Commission.

Chairvvoman Mayer asked if the existing sign Is being proposed for rehabilitation? Mr. Jackson
responded "yes', that both skies of the existing sign would have a new face.
Commissioner Messe asked when ft would be completed? Mr. Jackson stated approximately one
month.
Commissioner Boydstun, after reviewing the drawings, stated she recommends approval of the
subject request.
ACTION: Determined that the previously approved negative declaration is adequate
to serve as the required environmental documentation for subject request.
Approved request to amend the cond(tions of approval for Condftional Use
Permit No. 3675. Amended Condition No. 2 of Resolution No. PC94-51 to
read as follows:
"2. That within a period of ninety (90) days from the date of this
resolution, 'the existing pole sign shall be rehabilftated in accordance
with plans on file with the Planning Department. Sakl pole sign
shall be completely removed five (5) years from the date of this
resolution, on January 8, 2001, and may be replaced only with a
monument sign not exceeding eight (8) feet in height.'

Discussion took place between the Planning Commission and City staff relatNe to the documentation of

It was determined that Chairwomen Mayer will contact the Historical Society of Anaheim to see ff they are
interested in this project and to get names of agencies and consultants they would recommend for a project of
this sort.
