John Swint explained that the owner feels the vines would penetrate the flooring and walls, therefore he suggested installing trees. Commissioner Boydstun indicated 1< would have to be more like shrubs to give ground cover because trees would make it too easy for graffiti. John Swill indicated he will have a revised landscaped plan. He then referred to Page 3 of the staff report, Item No. 9, it reads "vehicular access is provided via one (1) 24wide drNeway". He stated that there are two (2) drit-eways, on Manchester Street and on Loam Street. Commissioner Messe indicated that the plans show a dfireway on Loam Street and that the staff report will be corrected. Robert Kauppi. Stated he is the hotel isZgoing to be the first one in agseries of manyto building the hotel and that the proposed constructed across the country. He indicated the City will not allow the rotating sign that was originally proposed and he explained that their main concern is having the view ftom the fteeway. Since Caitrans has indicated that they will not be finished with the fteeway until 1999, he would request that the Planning Commission allow them to install a similar type sign which. would not be rotated and he would request approval for one year. When the fteeway and off ramps are completed val ~ the 8 foot take the temporary sign down and come back before the Commission for app monument sign. He also indicated as he understands it the City will not allow the 22-foot stationary sign that they would like to have which would show three (3) animals in different angles. THE PUBLIC HEARING WAS CLOSED. STAFF'S COMMENTS: Commissioner Boydstun asked how would staff feel about a temporary sign? He indicated the proposed Protect is in a redevelopment area aril he feels the Redevelopment staff should be made aware of the situation. Commissioner Masse indicated ff action should be taken on the proposed aPplicat(on wfthout taking action on the signage plan, then after Redevelopment staff gets a chance to view the signage plans that it come back before the Commissbn. Greg Hastings explained that h can also be done on an administrative level before the pending sign ordinance comes before the Commission. Mr. Kauppl responded that the original parking plan has a 5-foot setback for landscaping and ff ft is increased to 10 feet along Loam Street that they would then lose four (4) parking spaces. Jonathan Borrego indicated staff has allowed them to go ahead with 5 feet which does comply with code. Commissioner Masse darifled to the applicant and staff that the staff report refers to Manchester Avenue, not Loam Street. Mr. iCauppi indicated he misread the ftem. Richard Sambucetti, Sambucettl & Bums, ti400 Hillis Street, Suite 11, Emeryville, CA. He indicated he is the architect for the project and stated that they concur with all the conditions in the staff report, but would like to brief on a few corxlitions. He referred to Condition No. 1, relatve to the 18-Inch wide planter and stated they are willing to agree with the condition but would Tike to work with staff and make some modifications along the back area to be sure the circulation works adequately. He then referred to Condition No. 4, relative to the height of the storage racks and he explained the purpose of the existing 12 foot wall in the back area is for security and also to screen the 12-foot high storage racks. He indicated they would not have anything stored higher than the top of the wall. He explained that the rack is 12-feet, but the top arms are adjustable and can come down 1-2 feet below the top of the wall, therefore, the materials on the rack will go to the top of the wail. ACTION: Approved Negative Declaration Took no action on the Waiver of Code Requirement because the proposed waiver was deleted fdlowing public notffication.
