APPLICANT'S COMMENTS:
Father Gerald Horan, President of Servfte High School, stated they are proposing to is to put
an addition to their building to accommodate a new library and an addtion for classroom use
In conjunction wfth an existing facilfty. Servfte High School has been in the community for 38
years and one of the hallmarks of their school is the low student/teacher ratio, currently 17 to
1. The proposal would better separate the functions and also respond to the changes in
technology and education that have happened in recently years. In preparation of this
meeting, they sent a letter to all property owners, that were notified by the City, inviting them
to an 'area information night held at the schod in order to respond to any questions and
perhaps deal wfth any concerns the neighborhood might have. Only two neighbors came
which they were very affirming of the project. Before concluding Father Horan introduced
their architectural consultant, Mr. Ed Jones.
Ed Jones, HMC Group, stated the project they are recommending to be built is one that best
satisfied the various planning criteria used. Some of the design c inski nicular visual andt~
were to lessen any impact that they might have on the neighbors, n pa
acoustical considerations. They plan to use this building for quite activities, a library and
science education. One of the conditions is to maintain and replace, ff needed, the Italian
Cypress trees on the west edge of the property, which they agree wfth. Mr. Jones stated
one fortunate sftuation that happened since their submittal of drawings is that they discovered

Mr. Jones responded to Chairman Messe by indicating the setback will be approximately 25 ,
feet. Ttre building on the lower level sets back another 6 feet from that.

~" Commissioner Boydstun asked if there was pemnanent irrigation to those trees.
Father Horan responded, no, there is no permanent irrigation. If that is a requirement they
would consider ft.
Commissioner Peraza asked what the concerns where of the two neighbors that attended the
area information night meeting.
Father Horan responded they were concerned about the impact of parking and they were
very close to the setback, however, after showing them where they were on a map in relation
to the project they did not have any objections.
Chairman Messe asked despfte the fact that the new building being planned would be closer
than the other classroom building and that there would be a balcony with sttxlents or, it?

made clear to them.
Chairman Messe asked about their auditorium, according to the parking code, requires 333
spaces, how often and how is the auditorium used? Is there ever an evening event
scheduled? There are only 304 spaces since that was not address by the parking study at
all.
Father Horan responded their busiest events are "Back to School Night" which is once a year

Chairman Messe asked if they were loosing any spaces from this new addition?
Mr. Jones responded they loose six spaces but after the submittal of the plan they are able to
relocate them, so they will not loose the spaces. Mr. Jones responded to Chairman Messe
by indicating that they wsre still at 304 spaces.
Commissioner Peraza stated in a letter to City G~uncil the Friars have great concem that the
building will become annoying if pressed up to against the existing residence and asked if
that was the residence of the Friars.
Father Horan responded, yes, they live in the adjacent building ar~d their concem is with an
altmennta~te soathey couldeconsiderwhat the effect of mov ng it in wouldtbe variance not be

Father Horan responded to Commissioner Peraza's qur stion by Indicating the proposal
would not intrude upon the neighbors since the number of students and the distance of the
building from the property to the closest house is enough of a distance to be buffered.
Chairman Messe stated even the mass of the building sfttiny behind the neighbors is
somewhat intrusive and asked if there was any way of down sizing the building in order to
line it up with the existing building.

Mr. Jones responded by stating a capital funds program is under way to do a complete
redesign, although possible is not feasible. He discussed the possibility with Father Horan of
reducing the building by four feet which Father Horan accepted as a compromise. Another
adjustment would be to move the staiway on the neighborhood side in the northwest comer,
as submitted on the drawing, and move the elevator there with thThet are closer totheside

Mr. Jones responded the way is to have internal circulation but then they loose the
relationship of the storage and preparatory spaces that serve the labs, plumbing, etc.
There was further discussion regarding the encroaching of the second story walkway. Ed
Jones approached the Commissioners to continue further discussion using the drawing as
part of their discussion.
Alfred Yalda, Traffic Engineering, stated their office generally works with them since it involves
only approximately five times a year.

ACTION: Approved Negative Declaration
Approved the Waiver of Code Requirement.
Waver (a) was approved on the basis that:
It was agreed at the public hearing that a twenty nine (29) foot setback will
be provided along the west property line;
The proposed building will be the same height as and in-line with the existing
building; and
The building will be properly screened.
Waiver (b) was approved based upon the findings found or. pages 7 and 8 of
the staff report.
Granted Conditional Use Permit No. 3880 with the following changes to
conditions:
Mod'rfied Condition No. 1 to read as follows:
That the existing Italian Cypress trees along the west property line
shal be retained and supplemented with the planting of additional
trees where possible. The trees shall be pe~~manenUy irrigated and
maintain~f and promptly replaced in the bvent that they become
damaged, diseased or die.

Added the following conditions:
That there shall be no cross-scheduUng between the theater and the
~ gymnasium.

That parking arrangements shall be made with the Traffic and Transportation
Manager to allow parking on La Palma Avenue for special events and/or that
parking shall be provided on-site, on the track field.
That the proposed elevator shall bs locatod on the west side of the south
stairway as shown on Plan A, but no closer than twenty nine (29) feet to the
west property Ifne.
