A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF ANAHEIM AUTHORIZING THE CHIEF
OF POLICE TO SUBMIT A GRANT PROPOSAL, ~ -
ON BEHALF OF THE CITY OF ANAHEIM, TO
THE OFFICE OF CRIMINAL JUSTICE PLANNING
FOR THE JUVENILE ACCOUNTABILITY INCENTIVE
BLOCK GRANTS (JAIBG) PROGRAM
WHEREAS, the City of Anaheim desires to undertake a certain project designated
"Suppress, Intervene and Prevent Gang Activity," to be funded in part from funds made
available through the Juvenile Accountability Incentive Block Grants (JAIBG) Program
administered by the Office of Criminal Justice Planning, hereafter referred to as OCJP;

WHEREAS, the Juvenile Accountability Incentive Block Grants Program makes
funds available to promote greater accountability of juveniles in the justice system and
hold them accountable for their criminal activities; and
WHEREAS, the City of Anaheim wishes to apply for Block Grant funds for the
purpose of funding salary and operating expenses for one (1) Gang Investigator to
provide suppression, intervention and prevention of gang activities to protect students and
school personnel in the City of Anaheim from gang and youth violence;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Anaheim as follows:
1. The Chief of Police of the City of Anaheim is hereby authorized, on behalf
of the City of Anaheim, to submit a proposal for Block Grant Funds in the
amount of $105,085, to the Office of Criminal Justice Planning (OCJP),
and to execute on behalf of the City of Anaheim all required grant docu-
ments, including any extensions and amendments thereof, under the
Program and funding terms and conditions of OCJP, and that the cash
match will be appropriated as required.
2. The City of Anaheim agrees to provide matching funds in the amount of
ten percent (10%) of the overall cost of the project, or $11,676.
3. The grant funds received hereunder shall be used for salary and operating
expenses for one (1) police gang investigator to provide suppression,
intervention and prevention of gang activities to protect students
and school personnel in the City of Anaheim from gang and youth
violence, and shall be used to supplement, and not to supplant, local
funding.
4. It is agreed that any liability arising out of the performance of this Grant
Award, including civil court actions for damages, shall be the respons-
ibility of the grant recipient and the authorizing agency. The State of
California and OCJP disclaim responsibility for any such liability.
THE FOREGOING RESOLUTION is approved and adopted by the City Council
of the City of Anaheim this 26th day of January , 1999.
