That there are exceptioaal or extraordinary circumstances or conditions applicable to the property involved or to the intended use of the ~~operty that do no# apply geaerally to the property ar clas~ of use in the same vicinity and zone. 3. That 4he requested variance is necessary for the preservation and ea3oqmeat of a 8ubstantial property right possessed by other property in the same vicinity and zone, and denied to the property in question. • 4.
