That the proposed uae is properly one for which e Conditionel Use Pecmit is authorized by this Code, to wit: establish a service station on Parcel No. 1; establish a neighborhood shopping center on Parcel No. 2; and.sstablish .a two-stor.y planned unit multiple family residential development on Parcel No. 3. 2. That the proposed.use will adversely affect the adjoining land uses and the growth ~nd development of the area in which it is proposed to be located. 3. That ii; is the policy of the Planning Corsnission and the City Council not to inject medium density residential development into an area which has been projected for low density residential development. 4. That the petitioner proposes medium density residential and commercial development for subject property, which would be in conflict with the Preliminary General Plan, which projects subject property for low density residential ~evelopment. 5.
