1. Thet the patitioner proposes e reclessi~cetion of the above described pmperty from the R-Ay Residential
Agricultural9 Zone to the R•-3, Multipie Family Residential~ Zone on Po~tion 'A~, and ~1,
Neighborhood Commercial, Zone on Portion "B".
2. Thet the proposed reclassificetion of subject properr.y is necessary ead/or desir~~ble tor the orderly and pro-
per development of the community.
3. Thet the pcoposed reclessiEicetion of subJect groperty does properly relate to the zones aad their pe~itted
uses locally esteblished in close proximity to subject property and to the zones and their permitted uses geaerally estab-
lfshed throughout the community.
4. That the proposed reclassification of svbject property does require dedication
for and standard improvement o: abutting streets because said property does relate to and
abut upon streets and highvray~ which are proposed to carry the type and quantity of traffic,
which will be generated by the permitted uses, in accordance with tlie circulation element
of the General Plan~
5. That three (3) persons appeared in opposition to subject petition, one of whom

- NOW, TF~RE~RE, BE IT RESOLVED that the Anaheim City Planning Commission does hereby
recommend to the City Council of the City of Anahei.m that subject Petition for Reclassif i-
cation be approved and, by so doing, that Title 18-Zoning of the M aheim Municipal Code
be amended to exclude the above describEd property from the R-A, Residential Agricultural,
zone and to incorporate sa3d described property in the C-1, Neighborhood Commercial and
R-3, Multiple Family Residential, Zones upon the foYlowing conditions which are hereby
found to be a necessary prerequisite to the proposed use of the subject property in order
to preserve the safety and general welfare of the citizPns of the City of Anaheimo
1~ Dedication of fifty-three (53) feet from the monumeni:ed centerline of Ball Road
(30.feet existing). ~
2~ Dedication of forty-five (45) feet from the monumented centerline of Dale Avenue
(25 feet existing)~
3. Preparation of street improvement plans and installation of all improvements for
Ball Road and Dale Avenue, subject to the approval of the City Engineer and in accordance
with the adopted standard plans on fiTe in the office of the City Engineera
4. Payment of 52~00 per front foot for street lighting purposes on Ball Road and
Dale Avenue~
5. Payment of a Park and Recreation Fee of $25000 per dwelling unit to be collected
as part of the Building Permit.
6. Provision of standard trash storage areas as determined by the Department of
Public WorksY Sanitation Division, prior to Final Building Inspection„
7. Subject to the approval of Petition for Conditional Use Permit No. 363.,
8o Provision of a modified cul-de-sac at the terminus of Elmlawn Drive, subject to
the approval of the City Engineero
9. Installation of drainage facilities subject to the approval of the City Fngineer
for Ball Road and Dale Avenue in accordance with adopted standard plans on file in the office
of the City Engineer.
10„ Time limitation of one hundred and eighty (180) days for the accomplishment of
Item Nos~ 1, 2, 3, 4, 8,9 and 1'l~
11~ Dedicaiion and improvement of a twenty (20) foot alley as indicated on Exhibit Noo
1, and as required in condition No. 12.,
12o Development substantially in accordance with Exhibit Nos~ 1 and 2, provided that
revised plans shall be submitted to the Planning Department for Development Review, prior
to the public hearing before the City Council, said revision incorporating the provision of
a dedicated ailey, as shown on Exhibit No. 1, from the abutting property line to the west, to
align with the proposed alley south of the single family development to the west of subject
property, and extending easterly to Dale Avenue to separate the p.roposed multiple family
residential development from the proposed neighborhood commercial development to the southo
13. Provision of a six (6) foot masonry wall along the southerly boundary of the alley
along the northerly edge of the C-1, Neighborhood Commercial zoned property to separate
the commercial development from the multiple family residential development, and to pexmit
residential use of the dedicated alley only, pr~or to Final Bui'lding Inspectiono
14. Provision of a six (6) foot masonry wall along the westerly property line to separate
the proposed multiple family residential development from the single family development to
the west, prior to Final Building Inspection~
15o P.ruvision of a six (6) foot masonry wall along the westerly property iine to separate
the proposed neighberhood comme•rcial development from the projected multiple family development
to the west of sub3ect property, prfor to Final Building Inspection~
16o Tnstallation of tree wells at forty (40) foot intervals in the parkway pc:^tion of
the Dale Avenue and Ball Road frontages of subject property, plans for said landscaping
to be submitted to and subject to the approval of the Superintendent of Parkway Maintenance,
and said landscaping to be installed prior to Final Building Inspectiono
17~ Installation of a six (6) foot strip of landscaping as shown on ExhiUit No. 1,
separating the proposed neighborhood commercial propert~r f•rom the proposed service station
