WHEREAS, the City Plaaning Commission oE the City of Anaheim did receive a veri~ed Petition for Reclassifica-
tionfrom FRANK MULLER, 10850 Riverside 2Jrive, Suite 507, North Hollywo~d, California, Owner;
CLIFIUN P. NALFE, 629 South Spring Street, Room 301, Los Angeles 14, California, Agent of
certain real property situated in the City of Anaheim, County of Orange, State of California,
dzscribe~? in Exhibit "A" attached hereto and referred to herein as though set forth in full

NHERE!-S, the City Plaaniag Comcassioa did h~ld a public hesring at the City Hall in the City of Annheim on
March 18, 1963, at 2:00 o'clock P.M. notice of said public hearing having been duly given as cequired by
law and in accordence with the pmvisions of the Anaheim Municipal Code, Chapter 18.72, to hear and consider evidence
for and again,t said pioposed reclassificatioa and to investiga4e and make &adings and cecommendetions in counection
therewith; aad
WHEEtEAS, seid Commission, a$er dne inspection, investigation, and study mede by itself and in its behalf, and
after due consideration of all evideace aad reports offered at said hearing, does find and determine the following fects:
1. That the petitioner proposes a reclassification of the above described property from the R-A~ ReSidential
Agricultural, ZoRe to the R-3, Multiple Family Residential, Zone to construct a one and
two-story multiple family planned residential development with carports on sub~ect propertyo
2. Thet the proposed reclessiffcation of subject property is necessary and/or desirable for the o:derly end pra
per development of the community.
3. That the pmposed reclesaification of subject property does properly relate to the zones and the.ir permitted
uses locelly established in close prozimity to subject propecty end to the zones and their permitted uses generally estab-
lished throughout the community.
4. ?hat the proposed reclassification of subject property does ree,uire dedication
for and standard improvement of abutting streets because said property does relate to and
abut upon streets and highways which are proposed to carry the type and quantity of traffic,
which will be generated by the permitted uses, in accordance with the circulation element
of the General Plan. ~ '
5. That in conjunction with the approval of subject petition, an amendment to the
proposed Geaeral Plan will be considered at future Commission Y~ork Sessions on the General
Plan to amend the designation of low density residential and industrial development at
the southeast corner of Crescent Avenue and Brookhurst Street to low medium residential
development in accordance with the approval of subject petition.
6. That the waiver of the structural height limitation of one-story within one hundred
fifty (150) feet of R-A, Residential Agricultural zoned property as required in Code: Section
18.:32.060, and the installation of carports in lieu of garages is hereby granted under the
authority of Code: Section 18.64.070.
7. That three persons appeared in oppnsiticn to subject petition.

~ NOW, THEREFORE, BE IT RESOLVED thet the Anaheica City Plenning Commission does hereby xecommend
to the City Council of the City of Anaheim that subject Petition for ReclassiGcation be approved end, by so doing,
:hat Title 1&2oning of the Aneheim Municipal Code be emended to exclude 4he ebove described property from the
R-A, Residential Agricultural, 7,one and to incorporate said described property in the R-3,
Multiple Family Residential, Zone upon the following conditions which are hereby found to
be a necessary prerequisite to the proposed use of subject property in order to preserve
the safety and general welfare of the citizens of the City of Anaheim.
1. FOR THE SOUTHERLY THIRI'Y (30) ACRES ONLYe
a. Development substantially in accordance with Exhibit Noo 1 through 10.
b. Recordation of a Final Tract Map of subject propertyo
c.. Payment of a Park and Rec~eation Fee of $25000 per dwelling unit to be collected as
part of the Building Permito .
d. Provision of standard trash storage areas as determined by the Department of Public
Works, Sanitation Division,~prior i;o Final Building Inspection„
e. Subject ~o the approval of Petition for Conditional Use Permit No. 296.
' f. A temporary road may be constructed to Crescent Avenue, if desired by the developer.
g. Provision that the rear and side walls of the proposed carports shall be stuccoed,
enclosed storage cabinets shall be pxo•vided at the rear wall of each carport, and
that adequai:e bumper yuards shall be provided to protect the interior wall. of the
proposed caxports f'rom damage, prior to Final Building :nspection,.
h. Construction of a six (6) foot masonry wall along the•south, north, and east boundaries
of subject propesty, prior to Final Building Inspection.,
2o FOR THE NORTHERLY TEN (10) ACRES ONLYa
a. Subject to the approval of a conditional use parmit and the recordation of an approved
final tract map for any construction on s3id northerly ten (10) acres, prior to
issuance of a Building Permit for any construction~
