That the petitioner pcoposes a ceclassificaYion of the above described property from the R-A~ Residential Agricul~tural, and C-1, Neighborhood Commercial, Zones to the C-1, Neighborhood Commercial, Zone for Portion "A", and the R-3, Multiple Family Residential, 7_one for Portion "B", to permit the establishment of a two-story multiple family subdivision for Portion "B". 2. That the proposed reclessification of subject property is necessary and/or desicable for t::e orderly and pro- per development of the communify. 3. That the pro~osed reclassiEication o; subject pcoperty does properly relate to the zones end their pennitted uses locally estabiished in close proximity to subject properry and to the zones and their permitted uses generell,y estab- lished th*oughout the community. 4„ That the proposed reclassification of subject property does require dedication for and standard improvement of abutting streets because said property does relate to and abut upon streets and highways which are proposed to carry the type ~nd quantity of traffic, which will be generated by the permitted uses, in accordance Nith the circulation element of the General Plan~ 5.
