That the petiGoner proposes a reclassificetion of the above described property from the R-A9 Residential Agricultu•ral, Zone to the C-1, Neighborhood Commercial, Zone to construct a three-story office buildingo 2. That the proposed reclessificetion of subject property is necessery end/or desirebl.e for the ocderly end pco- per development of the community. 3.
