That there ere exceptional or extreordinary clrcumstences or conditions applicable to the property involved or to the intended use of the property thpt do not apply generelly to the property or cl-~ss of use in the same vicinity and zone. 3, Thet the requested varier~ce is necessery for the preservation end enjoymant of e substantial property right pusr-esaed by other pcopeny in the seme vicinity end zone, and denied to the ptoperty in queation. a.
