WHEREAS, the City Plenning Commission did ho(d a public hearing at the City Hall in the City of Anaheim on
September 12~ i966., at 2:00 o'dock P.M. notice of said public hearing having been duly given as required by
law and in accordance with the provisions of the Aneheim Municipal Code, Chepter 18.72, to heer end consider evidence
for and against said proposed reclassification end ta investigate and meke findings end recommendations in connection
therewith; end
WHEREAS, said Commission, after due inspection, investigation, and study mede by itself an~ in its behelf, and
efter due consideretion of ell evidence end reports o(fered at seid hearing, does find end determine the (ollowing facts:
1. Thet the petitioner proposes a reclessification of the above described property from the R-A, Ag-icultural,
Zone ±o tne C-1, Genera; Commercial, Zone *_o establish a market and department store on sub`ect
property~
2~ That tne proposed use is oE a nature similar to established uses near the sa~ne inter-
section~ liov~ever, the retail commercial uses established in the area do not con,'orm to the
intent of the General Plan desiynation, ie~ Commercial Recreation~ Consequently, a change in
~eneral P!an symbolooy shauld be explored at annuai review to reflect the retail commercial
nature of' the uses developing in the ~:icinity of Beach Boulevard a~d Lincolro
3. Thot the proposed reclessification o( subject properiy is rtecessery end/or desireble (or the or~ierly and pro-

4. That the proposed reclassificetion of subject property does properly relete to the zones and their permitted
uses locelly established in close pros4mity to subject property and to the zones and their permitted uses generally esteb-
lished throup,hout the community.
5o That the proposed reclassification of subject property does not require dedication
but does require improvement of abutting =treets in accordance with the Circulation Element of
the General Plan,due to the anticipated increase in traf,`ic which wi.tl be generated hy the
intensification of land use~

NOW, THEREFORE, BE IT RESOLVED thet the Aneheim City Planning Commission does hereby recommend
to che City Council of the City of Aneheim thet aubject Petition for Reclessificetion be spproved end, by so doing,
that Title 18-Zoning of the Aneheim Municlpal Code be amended to exclude the ebove described property from the
R-A, P.griculturaly Zone and to incorporate said described property into the C••1 General
Commercialj Zone, upon the foliowing conditions which are hereby found to be a necessary
prerequisite to the proposed use of 7ubject property in order to preserve the safety and
general welt'are of the citizens of the City of Anaheim~
lo That street improvement plans shail be prepared and all engineering requirements of
the City of Anaheim along 6each Boul~avard and Lincoln Avenue, such as curbs and gutters, sidewalks,
street grading and paving, drainage facilities, or other appurtenant work sha)1 be completed as
required by the City Engineer and in accordance with standard plans and specifications on file in
±lie office of the City ~ngineer; and that a bond in an amount and form satisractory to the City
of Anaheim shall be posted with the City to guarantee the installation of said engineering re-
qui:ements~

a~~d public utility easement along the easterly boundary of subject propert~~

4a Tiiat Condi.tion Nos~ 1, 2, and 3, above mentioned, shall be complied with withir a
period of 180 days from the date here~f, or such further time as the City Council may 9ranto
5~ That any air conditioning facilities proposed shall be properly shieided from view,
$ prior to final buildi~g inspection.
: 6, That the required interior landscaped areas shall be planted with trees and shali be
# serv:ced with irrigation facilities and permanently maintained~ Said plantina shall be protected
