A RESOLl~TION ~F TH~ CITY PLANNING COMMISSION OF THE CITY OF ANAHEIM REO~MMENDING
, TO THE CITY COUNCIL OF THE CI?Y OF ANAHEIM THAT GFNERAI. PLAN AMENDMENT
N0. 84 BE DISAPPROVED
. WHEREAS, West Street is now classified as a local street, but is being used as a thru
street and a by-pass of designated arterial streets; and
WHEREAS, the City Planning Commission did hold a public hearing at the City Hall in
the City of Anaheim on January 16, 1907, at 2:00 0'clock P.N~., notice of said public hearing
having been duly given as required by law and in-accordance with the provisions of the Anaheim
._.:~1~ Municipal Code, to hear and consider evider.ce for znd against said propo=_ed general plan
'! amendment and to investigate and make findings and recommendations in connection therewith;
and

WHEREAS, said Commission, after due inspection, inve=tigation, and study made by itself
and in its behalf, and after due consideration oi ali evidence and reports of:ered at said
hearing, does find and determine the following facts:
1. That the present traffic count on P~est Street north of Broadway is 7,000
vehicles per day and the traffic count south of Broadway is 3,000 vehicles
per day.
2. That the zoning along West Street is primarily single family residential with
some multiple family residential south of Lincoln Avenue.
3. That before a proposal is made to change a residential local street to an
arterial highway some o: the following alternatives should be explored and
studied:
a. Dne-Way Street Systems
b. Re-routing of thru traffic
c. Inst~llation of boulevard stop signs to discourage thru traffic
4. That a definite effort should be made to find a means of dive~ting arterial
traffic away from residential areas.
5. That reclassifying a local street t.o an arterial hiqh~~vay adds to the arterial
front-on conversion problem.
6. That there should be no major changes in the circulation element of the
General Plan in the vicinity of the center city zrea until a decision has
been made on the Center City St~.:dy.
7. That 3 oersons appeared representing aprpoximately ?00 perscns present in the
Council Chamber, and a petition signed by 176 persons was received, all in
opposition to the proposed amendment.
N(7N. THEREFORE, BE IT RESOLVFD that the Anaheim City Plar.ning Commission does hereby
recommend to the City Council of the City of Anaheim that General Plan Amendment No. R4
Circulation Element, Highway Right=_-of-Way be disapproved, on the basis of the foregoing
findings.

BE IT FURI'HFR RESOLVID that the City Council is urged to initiate studies to providc
methnds other than street wid2ning for resolving traffic problems on local residential
~ streets, so that they are not utilized for by-passing streets designated for heavier
. traffic.
