WHEREAS, the City Planning ComRission did hold e public hearing et the City Hall in the City of Anaheim on

law and in accordance with the provislons of the pnaheim Municipal Code, Chapter 18.72, to hear and consider evidence
for and against said proposed reclassificetion and to investigate and make findings and recommendations in connection
therewith; and
WHEREAS, said Commission, after duc inspection, investigation, and study mode by itself and in its behalf, and
a$er due consideration of all evidence and reports offered et said hearing, does find and determine the following fects:
1. That the petitioner proposes a reclassification of the above described property from the County A; ,
Agricultural District to Ciiy of Anaheim R-3, Muitipl? Family Residentiai, Zone.
2. That G eneral Plan Amendment No. 31 ~nras considered in conjunction ~r+ith the proposed
reclassification.
3o That it is recommanded that muitiole Family residential zoning should only be
considered for Portion "A", since any further encroachment into the industrial area would
create an undesirable living environment for tl-,ese aoartment residents, as weli os inject
residential traific into the industrial area
'~• That the proposed reclassificetion of subject property is necessary and/or desirable for the orderly and pro-
per developnrent of the community.
5.. Thet the proposed reclaesification of subject property does properly relete to the zones and their permitted
uses locally esteblished in close proximity to subject property and to the zones end their perm~tted uses generelly esteb-
lished throughout the community.
6. That the proposed reclassi:ication of subject property requires the dedi~ation and
improvement of abutting streets in accordance with the Circulation Element of the General Plan.
7. That two persons representing industries immediately to the south of Winston Road,
and a represeni;ative of the Industrial Development Division of the Chamber of Commerce appeared
in opposition to extension of residential uses to Winston Road within the Southeast Industrial
Ar ea.

be a necessary prereyuisite to the proposed use of subject property in order to preserve the
safety and general welfare of the Citizens of the City o£ Anaheim. PORTIOi\~ "k"
1. That the owners of subject property shall deed to the City of Anaheim a strip of ]and
53 feet in width, from the centerline of the street, along Bai1 Road, for street wideniny
purposes.
2. That street improvement plans shall be prepared and all engineering requirements of
the City of Anaheim along Ball Road such as curbs and gutters, sidewall~sy street grading and
paving, drainage facilities, or other appurtenant ~n~or~~ shall be completed as required by the
City Engineer ar,U in accordance with standard plans and soecifications on file in the office of
the City Engineer; and that a bond in an amount ar.ci form s tisfactory to the City of Anaheim
_:~,T shall be oosted with the City to guarantee the installation of said engineering requirements.
1 3. That the owners o` subject property sha11 pay to the City of Anaheim the sum of $2,00

time the Building Permit is issued.
7. That Condition Nos. 1, 2, 3, 4, and 5, above mentioned, shall be complied v~ith i~rithin
a period of 180 days from the date hereof, oi• such further time as the City Council may yrant.
8, That a preliminary title report sha1~ be furnished prior to the adootion of the
ordinance rezoning the oroperty, shosving legal vesting o: title, legal description, and con-
taining a map of the property.
°. That ordinances reclassifying subjer.t property shall be adooted as and ~r~hen -ach
parcel is read~ to comply with conditions oer•taining to such parcel; orovided, ho~ever, that
the word "parcel" shall mean presently existing parcels of record and any parcel or oarcels
