A RFSOLUTION OF THE CITY PLANNING OOMMISSION OF THE CITY OF ANAHEIM RECONMEIJDII~7G
TO THE CITY ~UNCIL OF THE CITY OF ANAHEIM THAT AREA DEVELOPMEVI' PLAN
N0. 92 BE DISAPPROUED
WHER£AS, as a result of the City Council's adoption of "A Study of the Problems of
Residential Homes Fronting on Arterial 5treets", the Planning Commission initiated General
Plan Amendments, Reclassificztion petitions, and Area Development Plans to implemer.t the
conversion of the 17 areas, designated in the front-on study, from residential to office
and pro:essional or general commercial use; and
~ WHEREAS, Area Development Plans are designed to assist in providing secondary or
~~~~ additional circulation to those properties fronting on arterial streets which have been
i considered appropriate for conversion to commercial uses; and
,.~ ;~ WHFAEAS, the City Planning Commission did hold a public hearing in the Cit H 11
` ~ in the City of Anaheim on June 3, 1968, ~t 7:30 0'clock P.M., notice of said public
hearing having been duly given as required by law and in accordance with the provisions
' j I of the Anaheim Municipal Code, to hear snd consider evidence foi and against said
! proposed Area Development Plan, and to investigate and ma~:e findings and recommendations
-~ ~ in connection therewith; and

~.-' ~, WHHREAS, said Commission after due inspection, investigation and study made by
i itself and in its behalf, and after due consideration of all evidence and reports offered
~! at said hearing, does find and determine the following facts:

'`i 1. I'hat subject property is comorised of 17 front-on areas presently develooed
i as low-density, single-family residential homesites.

' 2. That the surrounding land uses are low-densit~, single-family residentizl
j homesites to the north and east, and in the City of Garden Grove to the
~ south; an existing service station at the northeast corner of Katella Avenue
and Brookhurst Street to the west; and a neighborhood shopoing center, in
i the City of Garden Grove, to the southwest.
'! 3. That the Traffic Engineer has indicated that the present daily vehicular
' ~ traffic count on Katel?a P.venue ~s ~6,00~ vehicles, and is orojected to
,,i carry 31,800 vehicles per day in ten years.

i - 4. That the seven lots east of Garden Drive are served by an alley, but none
i of the,other parcels in question have secondary vshicular facilities.
i 5. That ultimate dedication of Katella Avenue would necessitate relocation or
~ removal of existing structures on lots abutting that street, since the
~ ultimate street :ight-of-way would be at or beyond their existing structural
~ ~ s etbac4~s.
~ ~ 6. That it was the Planning Commission's f eeling, after reviewino the above
% I factors during their deliberation on the Front-On Study, that these nropPrties
i:, did have a potential for commercial or commercial-professional use; that
the Planning Commission did recommend approval of a General Plan Amendment
and Reclassification of the property; however, any development of the
or~perty should be wholly within the requirements of the C-0 Zone.

NOW~ THEREFnRE~ BE IT RESOLV~D that the City Planning Commission does hereby recommend
to the City Council of the City of Anahei.m that Area Development Plan No. 92 be disaporoved
on the basis that sufficient land areas should be assembled to comply with the C-0 Zone and
that necessary vehicular circulation facilities should be provided for each such develop-
ment.
