PC-68-171 A RESOLUTION OF THE CITY PLANNING ~MMISSIOPd OF TH~ CITY OF ANAHEIM RECOMMENDING TO THE CITY ~UNCIL OF THE CITY OF ANAHEIM 1'HAT AREA DEVELOPMEIvT PLAN N0. 89 BE DISAPPROVED WHEREAS, as a result of the City Council's adoption of "A'6tudy of the Problems of Residential Homes Fronting on Arterial Streets", the Planning Commission initiated General Plan Amendments, Reclassification petitions, and Area Development Plans to implem ent the conversion of the 17 areas designated in the fTont-on study from residential to office and prof essional or general commercial.use; and WHEREAS, Area Development Plans are designed to assist in providing secondary or additional circulation to those properties fronting on arterial streets which have been considered appropriate for conversion to commercial uses; and WHEREAS, the City Planning Commission did A~.ld a public hearing in the City Hall in the City of Anaheim on June 3, 1968, at 7:30 o'clock P.M.~ notice of said public hearing having been duly given as required by law and in accordance with the provisions of the Anaheim Municipal Code, to hear and consider evidence for and against said proposed Area Development Plan, and to investigate and make findings and recomm endations in connection therewith; and WHEREqS~ said Commission, after due inspection, investigation and study mad e by itself and in its behalf, and after due consideration of all evidence and reoorts offered at said hearing, does find and determine the following facts: 1. I'hat subject property is comprised of eight parcels, a service station, six low-density, single-family residential homesites and a low-med~um density multiple family residential homesite. 2. The surrounding land uses are the Savanna High School site to the north, the City Municipal Golf Course, multiple :amily residential development and a commercial apartment-hotel and restaurant ta the east, low-density single-family residential homesites to the south; and a morturary and Savanna High School to the west. =~ I ~ ;; 3. That the Traffic Engineer has indicated that the present daily vehicular traffic count on Lincoln Avenue, a major highway, is 25,000 automebiles '~ _ and is projected to carry 31,200 vehicles per day within ten years; and ~ that Gilbert Street, a collector street, presently carries 6,600 vehicles I per day and is projected to carry 8,400 vehicles per day within ten years. •I '; 4. That there is no secondary vehicular access (alley) to any of the properties; j and that cormnercial mning would normally require either secondary vehicular i access or par~ing at the rear of the properties, if the lots were to be developed 1 for commercial uses. ~~ ! 5. That all of thE lots, except the large 1.4 acre parcel, which extends through - ~ to.Lincoln Avenue, would have lot depths reduced from 132 feet to 120 feet ~ !' after ultimate dedication on Gilbert Street thereby reducing the front yard ~ setbacks to as little as eight f eet. ' I 6. That the Planning Commission deems the large 1.4 acre parcel and the smaller , ~ R-A lot imroediately adjacent to the east and north as being potential commercial since commercial uses.have been established to the east and west; however, the i remaining 5 R-A parcels sho.uld be retained in their present land use designation ' on the basis that the properties to the east have been developed for multiple ~ i family residential purposes and the size, and shape as well as orientatian of ! ~ these lots makes them more desirable for residential development. f ~ ~' 7. That since the Area DevelopmeZt rlan was designed to provide secondary circulation I, primarily for those lots fronting on Gilbert Street, and the Commission has , proposed deletion of 5 of the 6 parcels from the Front-On Study, the remaining parcels can provide their own circulation because of the size and shaoe of the parcel, therefore the Plan is not necessary, and the Commission recommends ;;;~ disapproval. }; ?:,: : ~ A ak~ ~ ' ~ ~f ~ ~ n . _ ~.
