PC68-185 ~ A RESOLUTION OF THE CITY PLANNING COMMISSION OF THE CITY OF ANAHEIM RHOJMMENDING I'0 THE CITY ~UNCIL OF THE CITY OF ANAHEIM THAT AREA DEVELOPMENT PLAN N0. 95 BE APPROVED WHEREAS, as a result of the City Council's adoption of "A Study of the Problem of Residential Homes Fronting on Arterial Streets", the Flanning Commission initiated General Plan Amendments, Reclassification petitions, and Area Development Plans to implement con- version of the 17 areas designated in the front-on study from residential to office and professional or general commercial uses; and i WHEREAS, Area Development Plans are designed to assist in providing secondary or additional circulation to those properties fronting on arterial streets which have been considered appropriate for conversion to commercial uses; and I ~`. ; ! '" WHEREAS, the City the City of Anaheim on Planning Commission did hold a public hearing in the City Hall in J 17 ' having been duly given une , 1968, at 2:00 as required by law and 0 clock P.M., notice of said public hearing in accordance ith th ~ Anaheim Municipal Code, Development Plan a d t to hear and consider i w e provisions of the evidence for and against said proposed Area ~~~ , n therewith; and o nvestigate znd ma}:e findings and recommendations in connection WHEREAS, said Commission, after due inspection, investigation and study made by itself and in its behalf and after due consideration of all evidence and reports offered at said hearing, does find and determine the following facts: 1. That subject property is comprised of seven parcels, the northerly five parcels are presantly developed with low-density single-family homes; the sixth parcel is z large R-A parcel with two sinqle-family residential homes; and that thF~ southernmost parcel, zoned R-A has a single-family home and a parking lot used by an adjacent commercial use. , ''' ; i I ~~ 2• That adjoining land uses include low-density single-family residential homesites to the west; retail commercial to the north; retail commercial, commercial- professional, and a low-density single-family residential homesite on land ''~ ~anned fo: corr~n ' P- crcia~ uses, to the east; and commercial-professional and " retail i l '~ - commerc a to the south. >;,:',.. That the Traffic Engineer has indicated that the present daily vehicular , traffic cour,t on ~uclid Street is 32,000 automobiles, and is projected to ., I carry 40,600 vehicles per day in ten years. ~ 4. That all properties have curbs, gutters, and sidewalks, and a half-width j street dedication of 50 f eet on Euclid Street, however 53 f eet is required ; ` I for a primary street. `~ 5. That the minimum depth of any of the lots would be 97 feet after ultimat e dedication on Euclid Street; anu that the maximum front yard depth on any i of the lots wnuld be approximately 17 iaet after ultimate dedication. I 6. That rear parking and/or secondary access (alley) could not be develooed on the northerly five parcels without removing the existing structures, since , rear yard depths average only 20 feet; however the three structures on the • two southernmost parcels could be retained for office or professional use con- - ~ version, since lot areas are large enough to accommodate parking towards ; ~ the rear of the lots and at the side of the structures. Futhermore all existing structures would have to conform to all the pertinent building ' and zoning provisions of the Anaheim Municipal Code. I ~ - ~ i 7. That retail and service commercial uses are probably preferable in this _ area, since similar uses are developed to the north and south and the C-1 . , Zone permits commercial-professionai use if subject properties do not lend ~>' themselves to full commercial development. `z' ;;' 8. That a standard, 20-foot alley be provided and dedicated to the City, to the ~~`'~ rear of all subject properties as they develop for commercial or commercial- ~i:t ~.:; professional uses (since a 2s1 structurai setbac~ adjacent to the single- ",~~:~' family, residential homesites to the west would be required). ~~;. b}:•: ~~r 2. That only three (3) vehicular accessways be permitted to Euclid Street, to ~ lessen vehicular movement on this strect. The locations shown on Exhibit "A" are only suggestions. Final vehicular accessway locations would require the ~ approval of the Development Services Department and the Traffic Engineer, when the properties are initially developed for commercial or commercial-professional ! uses.
