A RESOLUTION OF THE CITY PLANNING COMMISSION OF THE CITY OF ANAHEIM RECOMM~ENDING TO TH£ CITY COUNCIL THE ADOPTION OF AREA DEV£I.OPMENT PLAN N0. 37 - REUISED WHER~AS, as a result of the City Council's direction to consider a general plan amendment for aIl the vacant,or agricultural properties located between the proposed '~~r'' Orange Fr ee;~ray on the west, the Riverside Freeway on the north, Glassell Street and ~~: the Santa Ana River on the east, and-Lincoln Avenue on the south, for possible increased ;:; densities9 an Area development pian was necessary to determine what type of circulation ~; would be needed; and WHEREAS, the City Pianning_Commission did hold a public hearing in the City Hall in the ~ity of Anaheim on July 15, 1968, at 7:30 o'clock P.M., notice of said public hearing having been duly gfven as required by law and in accordance with the provisions of the Anaheim Municipal Code, to heas and consider evidence for and against said pro~ posed area development plan and to investigate and make findings and recommendations in connection therewith; and WHEREAS, said Commission, after due inspection, inves•tigation, and study made by itself and in its behalf, and after due consideration of all evidence and reports off ered at said hearing, does find and determine the following facts. lo I'hat most of the undeveloped 110 acres within the study area located immediately south of the Riverside Freeway is wititin a productive oil field zone, and extraciion is not expected to be phased out in the near f utur e. 2. That future residential development patterns in this area will be influenced by existing and possibly additional dr.ill sites. 3. That 45~ of the planned residential area is developed with low-density single-family subdivisions; that a neighborhood shopping center and service stations are located at the intersection of Lincoln Avenue and Rio Vista Street; and that the Rio Vista Elementary School of the Placentia School District is developed, and that acreage adjoining the school is proposed for the Rio Vista Park Site. 4. That the only north-south circulation for this area is Rio Vista Street, a secondary highway, approximatsly in the center of the study area and Glasseil Street, a primary highway on the easterly boundary. Furthermore the only east-west circulation is provided along the northern and southern boundaries of the study area. 5, That the area west of Rio Vista Street to the Orange Freeway has provisdons f.or north-south interior circulation linkage through developed subdivisions, and when the agricultural lands develop, it will be possible to extend the existing system. 6. That the area east of Rio Vista Street to the Santa Ana River includes approximately 7~ of the study area; that east-west interim street cir- culation can be completed as the area develops; however, no provision has been made for north-south interior stree•'t circulation linkage. 7. That if interior circulation is to be provided, there are two alternatives to providing thiss 1) acquisition of right-of-way across Rio Vista Elementary School and the parksite property; or 2) purchase of a developed lot along the northern boundar~ of Tract No. 4321; however, acquisition need not be made until properties to the~north develop. 8, That the Traffic Engineer indicates a north-south interior street circulation east of Rio Vista Street which wiil connect Frontera Street and Lincoln Avenue is necessary rega¢~dless of what residential densities develop in the £uture. That the iraffic engineering studies indicate that it is desirable to require four-way rather than "T" intersections wherrever possible, particularly when one of the intersecting streets is an arterial highway. 10. That Frontera Street should be reclassified to a secondary highway. lle That use of public land ~.paxk ar.ea - for lc~al street use is no easier to justify than the purchase of a residential lot through condemnation pro~ ceedings, which is to serve the area. 12~ That 6 persons.appeared, representing 30 persons present in the Council Chamber, all expressing concern to the injection of heavier density tsaffic to the area than originaily considered for the area. IV~W, THEREFOR~E9 BE IT RF,SOLV~ED that the City planning ~ommission does hereby recommend to the City ~ouncil of the City of Anaheim the adoption of Area Development Plan Noo 37, revised Exhibit "A" alternate No. 1 as t>e~ng the most logical method of providing additional circulation to those properties in the l~tudy area, and that since one street Hould utilize a portion of tne schooi and park prope_ty, this would se~n a more logical means of pro- viding the circulation rather than a.tt ~npting condemnation proceedings to remove an existing R-l home in the tract immediately west of the Santa Ana River and north of Lincoln Avenue, for north-•south linkage at the time those properties to the north are developed.
