RR BE DISAPPROUED _.:.:+t"'y; il~ ~p 'i , i ~ I :II~ _ I WHEREAS, the Katella School site located at the soutiiwest corner of Katella Avenue and West Street no longer is being used for school purposes, and the properiy is proposed to be sold; and WHEREAS, a stub street kno~ran as Casa Grande Avenue exists at the westerly boundary o: the school site vahich would indicate that the street in the future viould be extended to West Street; and NJHEREAS, a study was made to determine the feasibility of extending Casa Grande Avenue easterly; and 4VHEREAS, the City Plannina Commission did hold a public hearing at the City Ha11 ir, the City of Anaheim on Jan~ary 15, 19oR, at 2:00 0'cloc}: P.M., notice o: said public hearin~ having been duly given as required by law and in accordance with the provisions of the Anaheim hiunicipal Code, to hear and consider evidence for and against said proposed Area Development Plan, and to investigate and ma4e `indings and recommendations in connection therewith; and WHEREAS, said Commission, after due inspection, investigation and study made by itsel.` and in its '~ehalf, and after due consideration of al] evidence and reports of`ered at said hearing, does `ind and determine ihe following facts: 1. That the school site is 4.17 acres in size. 2. That the property is within the Commercial-Recreation area and is under a Resolution of Intent to the C••R, Commercial-Recreation, Zone covered by Reclassification iJo. 66-67-01. 3. I'hat the property is bounded on the west uy a motel and z multi~le family tract; on the south by an R-1 tract; on th2 east by a service station and two motels, on the north by Disneyland, a service station and vacant property, and all properties to the north, east, and northvaest are within the Commercial- Recreation area as designated on the General Plan. 4. That Casa Grande Avenue was stubbed into the~vesterly boundary of the school site in 1957, at which time it was assumed that the school would be replaced eventually with other uses and the street then extended to West Street. 5. That the Traffic Engineer projects an averaae daily traffic count of 2700 automobiles for ~asa Vista Street, and if Casa Grande Avenue is extended through to West Street, the averaae traf`ic count for Casa Grande would be 1250 automobiles. 6. Thai it is the considered ocinion of the Planning Commission, a.`ter care`ul field observation, that there is no evidence that would warrant the extension of Casa Grande Avenue to VJest Street, based upon tra:fic count and tra`fic congestion considerations at this time; .`urthermore, a traffic hazard miaht be created with traffic emanating from a thru street to a local street, tvhich up to the present time has enjoyed local traffic only. ~ ~ ~ ~ \bW, THEREFORE, BE II' RESOLVED that the City Planning Commission does hereby recommend to the City Council of the City of Anaheim that krea Development Plan P~o. ~8 be disapproved, • on the basis that there is not sufficient evidence at this time that the extension of Casa Grande Avenue is necessary; that such a conditior. would greatly e~ ~amber the property; and that the determination of the need for the street extension shoulo be held until such time as it is known what type of development is proposed for the property.
