A RESOLUTION OF THE CI?. PLANPIING COMMISSION OF THE CITY OF ANAHEIM
REOpMM~ENpING TO THE CITY COUNCIL OF THE CITY OF ANAHEIM THE
ADOPTION OF AREA DEVELOPM~ENT PLAN N0. 101~ TH~ERETO

WH~EREAS, the City Planning Commission directed the staff to prepare a study to
resolve circulation problems associated with the area generally bounded on the west
by Maude Lane on the north by the Riverside Freeway right-of-way, on the east by
vacant land approved for C-1 Zoning and the Imperial Highway, and on the south by
Santa Ana Canyon Road, after the Commission had considered a tentative tract map for
a portionof property in the aforementioned area; and
WHEREAS, the City Planning Commission did hold a public hearing at the City Hall
in the City of Anaheim on November 4, 1968, at 2s00 0'clock P.M., notice of said
public hearing having been duly given as required by law and in accordance with the
provisions of the Anaheim Municipal Code, to hear and consider evidence for and
against said proposed Area Development Plan and to investigate and make findings and
recommendations in connection therewith; and
WHEREAS, said Co~ission, after due inspection, investigation, and study made
by itself and in its behalf, and after due consideration of all evidence and reports
offered at said hearing, does find and determine the following facts:
1. The area under considerati~n consists of 4 parcels of land now in
agricultural use, located north of Santa Ana Canyon Road and extending
to tt~e Riverside Freeway ri9ht-of-way from approximately Maude Lane to
Imp erial Highway.
•':-'~ 2. The old Santa Ana Canyon Road loops northerly some 300 f eet, from just
west of Imperial Highway and returns to Santa Ana Canyon Road at Maude
~ Lane. Said road was relinquished by the State to the City ir~ October,
_j;~ 1965, and creates temporary access points to Santa Ana Canyon Road at
'~:~ Maude Lane and Imperial Highway.

i`:: 3. The zoning within the study area is R-A between old Santa Ana Canyon
=",, Road and Santa Ana Canyon Road, R-1 (Resolution of Intent) (Tentative
~s Map of Tract No. 6717) north of old Santa Ana Canyon Road and C-1
~•~ (Resolution of Intent) parallel with and immediately west of Imperial
' Highway.

4. The Access PointsStudy of Santa Ana Canyon Road (adopted by the City
~qzancil and other agencies involved in January, 1966) designated
Access Point No. 5 approximately equidist~nce b~etween the intersection
of Imperial Highway and Santa Ana Canyon Road (Access Point No. 6) and
the temporary access point at the intersection of Maude Lane and Santa
Ana Canyon Road. Access Point No. 5 is expected to be a full 4-Way
intersection.
5. Attempts to develop the property that has the ~-1 Resolution of Intent
on it have been delayed apparently by the lack of access to Imp erial
Highway. Discussions held with all a property owners concerning thF~
possibility of the coordinated development of this area, to date have
been unsuccessful. (One of the owners has no desire to do any develop-
ing in the foreseeable future).
6. The objective of the Area Development Plan is to develop a plan for
local vehicular circulation that will allow any of the 4 vacant parcels
to develop; as well as to assure that the local circulation system will
develop in accordance with the Access PointsStudy as adopted for the
Santa Ana Capyon.

~ ! 7. That two exhibits were presented to the Commission~ one-indicating traffic
~ circulation utilizing the old Santa Ana Canyon Road alignment to Access Pofnt
~ No. 5; and, the.other exhibit proposing a frontage road along Santa Ana Canyon
Road, after the abandonment of old Santa Ana ~anyon Road but still using
Access Point No. 5.
8. That Exhibit "A" is in accordance with the Access Points Study for Santa
Ana Canyon Road.
NOW, THEREFORE, BE IT RESOLVED, that the ~ity Planning Commission does hereby
recommend to the City Council of the City of Anaheim adoption of Area Development
Plan No. 10, Exhibit "A", as a method of providing vehicular circulation for undeveloped
land east of Maude La~e, north of Santa Ana Canyon Road, west of Imperial Highway, and
south of the Riverside Fr eeway right-of-Way,
