NOW, THERF.FORG, BE IT RESOLVED that the Anaheim City Planring Commission does hexeby recommend to the City Council of the City of Anaheim that subject Petition for Reclassi- fication Ue approved and, by so doing, that Title 18-Zoning of the Anaheim Municipal Code be amended to exclude the above described property from the County A1, R~sidential Agricultural District on all parcels and to incorporate said described property into the R-3, P~ultipl.e Family Residential, Zone on Parcel 1; C-1, General Commercial, Zone or, Parcel 2; and ~~-A, AgricultGral, 7_ane on Parcel 3, upon the following conditions v:hi~•`,:~re herAby found to be a necessary prerequisite to the proposed use of subject property ir. o=der to preserve the safety and generzl welfare of the Citizens of the City of Anahei.m. 1. ':hat the owner of subject property shall deed to the City of Anaheim a strip of land 90 feet in width for the easterly extension of La Paima Avenue, including 25-foot radius property line returns at the Imperial Highway intersection, for street construction on an alignment to be established by the City of Anaheim. 2. That all engineering requirements of the City of Anaheim along La Polma Avenue and Imperial Highway, including preparation of improvement plans and installation of all improve- ments, such as curbs and gutt.ers, sidewalks, street grading and paving, drainage facilities, or bther appurtenant work shall be complied with as required by the City Engineer and in accordance with standard plans and specifications On file in the office of the City Engineer; that street lighting facilities alon9 Lz Palma Avenue and Imperial Highwa~ shall be installed as required by the Director of Public Utilities, and that a bond in an amount and form satisfactory to the City of Anaheim shall be pusted with the City to guarantee the install- ation of the above mentioned requirements. 3. That the owner of subject property shall pay to the City of Anaheim the sum o: 15¢ per front foot along La Palma Avenue and Irnperial Highway for tree planting purposes. 4. That a parcel map to record the approved division of subject property be submitted to and approved by the City of Anaiieim and then be recorded in the office of the Orange County Recorder. 5. That the alionment oi the west property line, adjacent to Imperial I~iohway, shall be approved by the California Division of Highways. 6. That trash storage areas shall be provided in accordance with approved olans on file with the office of the Director of Public Works. 7. That fire hydrants shall be installed as required and determined to be necessary by th? Chief of the Fire DEpaitment. 8. That a 6-foot masonry wall shall be constructed along the west, north, and east property lines of Parcel 1; and along the west, north and east property lines of Parcel 2. 9. That a 6-foot masonr~• wall or chainlink fence be constructed along thA south property line of ParceL= 2 and 3, in accordance with Orange County Flood Control District requirements. 10. That sub3ect property shall be served by undergr~und utilities. 11. That drai.naoe of s~bject property shall be disposed of in a manner that is satis- factory with the City EngSneer and the Orange County Flood Controi District. 12. 7hat all a:r-cond:stioning facilities shall be properly shielded from view, and the sound buffered from adjacent residential homes. 13. That any parking area lighting proposed shall be down-lighting a maximum height of 6-feet, which lighting shall be directed away from the property lines to protect the resi- dential integrity of the area, on Parcel 2. 14. Prior to the introduction of an ordinance rezoning subject property, Condition Nos. 1, 2, 3, 4, and 5, above mentioned, sh~ll be completed. The provisions or rights granted by this resolution shall become null and ~oid by action of the City Coun i.l unless said condi- tions are complied with viithin 180 days from the date hereof or such further time as the City Council may grant.. 15. That Condition Nos. 6, 7, 8, 9, 1~, 11, 12, and 13, above mentioned, shall be com- plied with prior to fina'L building and z~i;~ing inspections. 16. That the owner o: subject property shall pay to the City of Anaheim the sum of $75 per multiple-family unit, to be used for park and recreation purposes, said amount to be paid at the time the building permit is issued. 17. That ordinances reclassifying the property e,hall be adopted as each parcel is ready to comply with conditions pertaining to such parcel, provided, however, that the word "parcel" shall mean,presently existing parcels of record and any parcel or parcels approved by the City Council for a lot split. 18. This reclassification action is subject to annexation of subject ~operty to the City of Anaheim.
