A RESOLUTION OF THE CITY PLANNING COMMISSION OF THE CITY CF ANAHEIM RECOMMENDING
TO THE CITY CAUNCIL APPROVAL OF THE CITY OF ANAHEIM AMENDMENTS TO THE ANP.HEIM
MUNICIPAL CODE, TITLE 18, ZONING, CHAP'IERS 18.38, C-0, COPJ~MERCIAL OFFICC-,
ZONE AND 18.A0, C-1, GENERAL COMMERCIAL ~ONE - PARKING REQUIREMENTS FOR
~ HIGH RISE OFFICE STRUCTURES THERETO
WHEREAS, as a result of evidence submitted on needs of off-street parking when
several high rise office buildings were considered by the Planning Commission and City
Council wherein waivers were granted permitting less than the required off-street parking,
the Planning Commission directed the staff to conduct a study of parking requirements
for high rise office buildings in other municipalities; and
WHEREAS, on October 20, 1969, the staff presented their findings and study to the
Planning Commission regarding said parking study, whereupon the Commission directed the
Commission secretary to set for public hearing consideration of amendments te the parking
requirements in Chaoter 18.38, C-0 and Chapter 18,40, C-1 Zones of Ti{.le 18 of the
Anaheim Municipal Code; and ,

WHEREAS, the City Planning Commission did hold a public hearing at the City Hall
in the City of Anaheim on November 3, 1969, at 2:00 0'clock P.M., notice of s=id public
hearing having been duly given as required by law and in accordance with the provisions
of the Anaheim Municipal Code, to hear and consider evidence for and against said
proposed amendments and to investigate and make fiiidings and recommenc3ations in connectior
there~vith; and
WHEREAS, said Commission, after due inspection, investigation, and study made
by itself and in its behalf, and after due consideration of all evidence ar,d reports
offered ar said hearing, does find and determine the following facts:
1. That the City of Anaheim's present parkin9 standasds in the C-0 and C-1
Zones were hi.gher than those require9 in any other agency contacted.
2. That the parking study made by the staff inciicated that moi•e pa:king spaces
were xequired for offices providing customer service than for corporate
offices which do not serve the general public,
3. That almost half of the agencies contacted in said study indicated a
~lecrease in the number of parkiny spaces when the total floor area exceeded
a certain point.
4. That the City of Anaheim achieved this same effect in the C-R Zone by basing
the requi.red number of parking spaces on 75~ of the oross floor area.
5': Tfiat evidence from respresentatives of several architectural firms indicated
the efficiency or floor space was decreased as the number of stories were
increased which was primarily attributed to elevator and air shafts, public
hall,vays, and areas used for the function of building maintenance or mechanical
equipmert.
6. That said architectural firms also indicated that the design goal was to
project 80% of the floor space available for rental purposes in multiple
level office buildings, however, the range in said floor space ran between
~0% and 80~ with the percentage of usable floor space decreasing as the
height of a building increased.
7. That based on the data compiled, it was determined by the Commission that
where buiidings were proposed to be constructed in ex:ess of three stories
and which w~.re proposed to }~e devoted to office use on1y, there was only a
a maximum of 75% efficiency factor; and that parking requirements should be
related directly to this factor.

TAE CITY ~OUNCIL OF THE CITY OF ANAHEIM DOES ORDAIN AS
FOLLOWS:
SECTIOPI 1.
That Title 18 of the Anaheim Muninipal Code bo, and the same is
hereby amended by the addition of Subparagraph 6 af Paragraph 4-A, Section
18.38.050, and Subparagraph 1-d of Paragraph 4-(e), 3ection 18.40.070 e,
foilows:
Seation 18.38.U50(4) (A) 6- Parking for buildings containing four or
mm ~ stories of usable offioe spaoe (not devoted
to vehicular parking or mechanical equipment used
s~~lely for the function of building maintenance)
~nall be provided on the basis of 75~ of the gross

SECTION 2.
The City Clerk shall certify to the passage of this Ordinanoe and
shall aeuse the same to be printed onoe within rlfteen (15) days after its
adoption, in the Anaheim Bulletin, a newspaper of general circulation, printed,
published and ciroulated in sald City, and thirty (30) days from and after
its final pe,ssabe it shall take effeot and be in full foroe.

NOW, THEREFORE, BE IT RESOLVED that the City Planning Commissior does hereb~ recommend
to the City Council of the City of Anaheim that the Anaheim Municipal Code, Tit12 18,
Chapters 18.38, C-0, Commercial-Office, Zone and 18.40, C-1, GenEral Commercial, Zone,
Sectidns 18.38.050(4)(A-6) and 18.40,070(4-a)(1-d) pertaining to oarking standards for
high rise office buildings be amended, as depicted on Exhibit "A" attached hereto and
referred to herein as though set forth in full, based on the foregoing findings.
