WHEREAS, the City Planning Commission of thc City of Aneheim did receive e verified Petition for Reclessifica-
tionfrom ST. MARK'S METHODIST CHURCH OF ANAHEIM, 3718 West Orange Avenue, Anaheim, California
92804, Ov,~ne*; I. NEWHOUSE, 11301 Bixler Drive, Garden Grove, Califorr.ia 92640, Agent of
certain real property situated in the City of Anaheim, County of Orange, S tate of Californiay
described as that pori:ion of the East Half of th~ West Half, of the Northeast quarter of
the Southeast quarte;: of Section 15, Township 4 South, Range 11 West, in the Rancho Los
Coyotes9 as per map recorded in Book 51, Page 11 of Miscellaneous Maps, in the office of
the County Recorder of said County, lying Southerly of the Westerly prolongation oi the
center line of Mungall Drive, as shox~n on a map of Tract No~ 3591, as per map reco=ded in
Book 133, Pages 18 and 19 of Misce.ilaneous Maps, in the office of the County Recorder of

WHEREAS, the Clty Plenning Commission did hold e public hearing at the City Hell in the City of Aneheim on
September 10, 1970~ at 2:00 o'clock P.M. notice of said public hearing heving been duly given es required by

R'HEREAS, said Commission, after due inspection, investigetion, and study mede by itself end in its behalf, and
efter due consideration of all evidence end repats offered et seid hearing, does find and determine the following fects:
1, That the petitioner proposes a reclassificetion of the above described properry from the R-A, Arai•ic .;lt~ia_;
Zone to the R-3, Multiple-Family Residential, Zone.
?' 2. That the proposed reclassification is in conformance with the General Plan ~nd
land uses established in this ge~eral area.

3. That the proposed reclessificatton of subject property is necessery and/or desireble for the orderly end pro-

4. Thet the proposed reclessificetion of subject propetty does ptopecly relate to the zor.es and tfieie permitted
; uses looally esteblished in close proximity to subJect property and to the zones ond their permitted uses ~enerally estab-
~ liehed throughout the community.
5. That the proposed reclassification of subject property requires ;he dedication

General Plan, due to the anticipated increase in traffic ~roi~ich will be generated by the
intensification of land use.

NOW, THEREFORE,BE iT =;iSOLVcD i.f~~attheAnaheim City Planning Commission does hereby recommend
to the City Council of the Ci.ty of Anaheim that subject Petition for Reclassification be approved
and, by so doing, that Title 18-Zonir~g of the Anaheim Municipal Code be amended to exclude the
above described property from the R-A, Agricultural, Zone, and to incorporate said described
property into the R-3, Multiple-Family Residenti,:~, Zone, upon the following conditions which are
I~e:eby found to be a necessary prerequisite to the proposed use o: subject property in order to
preserve the safety and generai vielfare of the Citizens of tt~e City of P.naheim.
1. That the owner of aubject property shall deed tu the City of Anaheim a strip of land 32
feet in width from each side of the centerline of the street along Mungall Drive, for street
widening purposes.
2. That all engineering requirements of the City of Anaheim along Mungall Drive, including
preparation of improvFment plans and installation of all improvements, such as curbs and gutters,
sidewalks, street grading and paving, drainage facilities, or other appurtenant work shall be
~omplied with as required by the City Engineer and in accordance with standard plans and speci-
fications on file in the office of tnz City Engineer; that street lighting facilities along
Mungall Drive shall be installed as required by the Director of Publ~c Utilities and in accordance
with standard plans and specifications on file in the office of tiie D?rector of Public Utilities;
and that a bond in an amount and fozm satisfactory to the City of Anaheim shall be posted viith. the
City to guaran±ee the installation of -he above mentioned requirements.
3. That the own~r of subject property shall pay to the City of Anaheiin the =_um of 15; per
front foot along h1ungail Drive, fer tree planting purposes.
4. That trash storage areas shall be provided in accordance with approved plans on file with
the office of the Director of Public Nlorks.
5. That fire hydrants shall be installed as required and determined to be necessary by ti~e
Chief of the Fire Department.
6. That a 6-foot masonry wall snall be constructed along the south, east (south of terminus
of ailey) and west property lines.
7. That all air-conditioni.ng facilities shall be properly shielded from view, and the sound
buffered from adjacent resiciences.
8. That subject property shall be served by underground utilities.
9. Ttiat the owner of subject oroperty shall pay to ti;e City of Anaheim the sum of $'~5 qer
muli:iple-family unit, to be used for park and recreation ourposes, said amount to be oaid at tiie
time the building permit is issued.
1~, Drainage shal] be disposed of in a manner that is satisfactory to the City L-ngineer.
11. Prior to the introduction o: an ordinance rezoning subject property, Condition Nos. 1,
