WHEREAS, a certa:n parcel of property, located north of the liowell.-F:atella

WHEREAS, said Commission, after due inspection, investigation, and study made
by itself and in its behalf, a~d after due consideration of all evidence and reports
offered at said hearing, does find and dete*mine th~ following facts:
1• That there are two parcAls of iand included in the annexat?on; however,
five parcels were considered in P.rea Develo~ment Plan No. 105, in order
that ciiculation could be provided for any landlocked parcels, presently
under the jurisdiction of the County of Crange.
2• Tl~at the study area encompassed properties located between Cerritos P.venue
on the north; the proposed Oran~e Freeway right-of-way on the east; Hovaell
and Katella Avenues on the south; and the precise alignment for Sunkist
Street southerly of Cerritos Avenue on the west.
3. That the parcel nearest the Orange Freeivay offramp had develooment plans
which indicated a cul-de-sac street havina ac~ess from Katella Avenue wfiich
could create traffic conflicts at such time as the freeway offramp was
developed.
~. That alternative circulation studies were made, and six alternatives
~ti~ere prepared and presented at a meeting with respresentatives or o~vners
of properties affected by the Area Development Plan.
5. That Alternative No. 6 is deemed the most appropriate for all concern~~d,
since it relocates the proposed access from immediately adjacent to the
offramp to approximately 300 feet west of the intersection of Katella and
Howe:l Avenues, ;vith access to liowell Avenue only; that it further provides
for access to any landlocked parcels; and that a fror~tage road adjacenf: to
the future Or;nge Freeway is also provided between Cerritos Avenue and
parcels in the study area.
6. Tnat four nersons appeared, representing seven persons present. in the
Council Chamber, who indicated they concurred that Alternative ~lo. 6 was
the most desirable circulation pattern for al] properties under consideration,

NGJJ, THERF,FORE, BE IT RESOLVED, that the Ai~aheim City Plannin9 Commission does
adopt and hereby recommends to the City Council of the City of Anaheim the adoption
of Area Development Plan No. 105, Alternati~~e No. 6, as being the most logical plan
of circuJ.ation for the study area, based on the foregoing findings.
BE IT FURTF:ER RESOLVED that the Orange County Planning Cominission and Board of
Supervisors be urged to adopt the circulation pattern as denicted in Area Development
Plan No. 105, Alternative tJo. 6.
