That the f.irat aegment or southern alignment exc~•nding from the Pacific Coast (Rout e 1) Freeway to Lampeon Avenue was adopted -that being the Orange Route, favored by the Cities of Stairt-on and Westmineter, as weZl as the Sta~te Highway En~giire-er, 2. That four ma~or routes were propoaed for the second aegment - thoae being the Green Route which affected a amall portion of the weatern boundary of the City of Anaheim weat of Knott Street; the Red Route which aff ected an area extending from Ball Road on the south to ~ust north of Lincoln Avenue between Ma~nolia Avenue and Western Avenue; th e Orange Route which had a straight exten- aion northerly from Katella Avenue to La Palma Avenue, and tt~~n branched northeasterly to the Riverside Freeway; and the Orange- Blue Route which follow ed the same route as the Or.aage Route except that it r.ontinue d northweaterly after it reached Creacent Avenue. 3. That evidence submitte d by the Staff and repreaentatives of the State Divisian of H~ghw a ys indicates that dur9.ng the next decade a fresway facility will be critically needed in the Route 39 study corridor between Lampao n Aventie and the Pomona Freeway in order to carry through traffic and to relieve existing north-souti: arterials of both throu g h and local traffic. 4. That the City ~f Anaheia's existing commercial and induatrial complexes, in general, w ould not benefit appreciahly from any of the pro~osed routes, although relief of increasing traffic volumea on nearby arter i ala wnuld result. ~ .s~: 5. That the commuaity effe eta evaluation of the routea indicated the Green Route would c a use the loss oF less population, lesa residential units, less land area, less assessed valuation than any other allgnment; als o, it would cause the least removal of any large, significant u ses or any industrial acreage in Anaheim. 6. That the traffic servic e evsluation indicated that the Orange and Orange-Blue Rout~s wou:.d provide Anaheim wj.th the most efficient local traffic service since they would moat closely meet aIl State desired c riteria in terms of alignments and interchanges, and would most closely parallel and best relieve ~ n ~.. , ~{t' ~ ~ } ~~;'. .. That consideration be given to the fe~3aibility of acquiring from tt~e State large remnant parcels or groups of parcels which co uld be combined to form small neighborhood parks, and should be a minimum of five acres or aufficient size to be an asset to the ~; Park aystem, and the City could eliminate many possible eyesorea ~" and create for the citizens of adjacent residential areas an addi- ~,, tional noise and viaual buffer zone as well as an ex.panded aystem ~ of Gity park land by acquiring said land. ~ '. ~ .~ 12. That prior to L•he City executing an;~ freeway ageements on the ruute to be aciopted by the State Highway Commission, it ahould exercise its prerogative by requiring the design to be acceptable so that it will create the least poasible diarupt~.e effects on the community. ~t ~:i N047, THEREFORE, BE IT RBSOLVED that the Planning Commission of the City I~ of Anaheim daea hereby adopt and recommend to the City Council of the City ~~ of Anaheim the adoption of the Orange-Blue Route for the proposed Highway 39 ~~ - Huntingtou Beach Freeway, based on the foregoing findings. i ~ BE IT FURTHER RESOLVED that in the consideration of the design criteria ~ for the freeway route careful consideration and adoption ofthe following r should be the minimums in adoption of the freeway design: ~~~ 1.
