TO THG CITY CQUNCII~ OF THE CtTY OF ANAHFIM ADOPTION OF ARFA
DGVELOPMENT PLAN N0. 108 ESTABLISHTNG A COLLECTOR AND LOCAL
STREET CTRCULATION PATTERN IN THE NORTHEl\ST INDUSTRIAL ~'~REA
WHEREAS, the City f~lanning Commisaion of the City of Anaheim did
in:Ltiate Area Aevelopment Plan No. 109, as a rebult of plans for indus-
trial development along the south side of La Palma Avenuer and

WHEREAS, the Planning Commtssion did direct ~tafE to set for public
' kiearing considerxtion of Area Development Plan No. 108; and
; WHFREAS, the City Planninq Comm~.ssion di.d hold a public hearing at
the City Hall in t~he City of Anaheim on June 28, 1971, at 2:00 o'clock
P.M., notice of said publi.c hoaring having been duly given as required by
, law and in accordance with tt~e provisions of the AnahPim Municipal ~ode
to hear and consider evidenc~ for an~i against said proposEd area develop-
ment plan and t~ investigate and make findings and recommendations in
connection therewith; and
WHEREAS, said Commission, a£ter due inspection, investigation, and
~tudy made by itself and in its behalf, and after due consideration of
all evidence and reports offered at said hearing, does find and determine
the following facts:
1. That approximately 65 acres of the BO-acre study area are still
under County ~urisdiction,
2. That there are four oil we11 sites and two storage tank sites
withi.n this area, however, only two of the oil wells are
cuzr~ntly active and are set back suf£iciently from any exist-
ing or proposed streets to be in conformance with the Oil
DriJ.ling Ozdinance.
3. That the General Plan designates this area for industrial
development,
4. That future street patterns should conform to drainage patterns.
5. That a loop collector street would appear desirable in order to
obtain complete traffic circulation.
6. ~Chat a"frontage road" along the freeway would allow industiial
development to "front on" to the freeway rather than to "rear
on", and industrial development s~andards would make this a
more ~leasing view from the freeway and provide better freeway
exposure £ox future industrial firms.
7. That the two ma;~or land owners adjacent to White Star Avenue
requested that White Star Avenue be retained.
8. That four alternatives were presented however, Exhibit "D" was
considered the more acceptable since it would provide the front-
age road, extend Blue Gum Street, give acc~ss to the center of
the 4tudy area, and still allows White Star Avenue to remain.

9. That it was deteimined that the proposed 90° intersPCr.;ons ~f
White Star Avenue with La Palma Avenue and the proposed freeway
frontage road should be deleted f.rom Exhibit "D".

NOW, THEREI'ORE, BE rT RESOLVED that the Anaheim City Planninq
c'ommi~asion doea hereby adopt and recommende to the City Council the
ado~~ion uE Are$ Development Plan No. 108, rxhibit "D", m~~difiad,
dP1E~ting the 90 intoraections at White Stax and La Palma Avenues
and at White Star and the pr.oposed frontage roaci, on the basis of
thQ foregoing findings.
