RESOLUTION N0. _PC71-209 A RESOLUTION OI' TH~ ANAHEIM CTTY PLANNTNG COMM:[S5tON RECOMMENDTNG TO THG CITY COUNCIL OF TFIE CImY OF ANAH~IM ADOPTTON CF AFEA DrVELOFMENT PLAN N0. 107, TXHIBIT NO. 1, TO PROVIDL A CIRCULAT:iON PLAN FOR PRGPERTY L~CATED ON THt~ SOUTH STDT:' OI' SROADWAY IiL'I`WEGN LOARA STREET AND THG SOUTHERN FACIFIC RATLROI~D TRACKS WH~REA~, a certain parcel of property located on the south side of ~ Broadway west of the Southern Pacific Railroad tracks was proposed for ,;: reclassification ta multiple-family rasidential use, and as a result of possible vehiculr~r circulation problems involving subject properLy and ' adjoina.ng propertios, iti was deemed advisable to consider an Area Develop- ment Plan for a partern of circulation and access for the total area so affected; and WHEREA~, the City Plannin~ Commission did hold public hearings in the City Hal1 in tYie City of Anaheim on May 17, June .L4, September 20, and October 18, 1971, at 2:00 o'clock P.M., notice of said public heari.ng haviny been duly giv~n as required by law and in accordance with the provisions of the Anaheim Municipal Code, to hear and cansider evidence for and against said proposed Area Developmen~ Plan, and to investigate and make findings and recommendations in ccnnec~ion therewith; and WHEREAS, said Commission, a£ter due inspection, ~.r~vestigatian, and study made by itself and in its behalf, and after due considerati~n of all evid~nce and reports offered at said hearing, cloes find and determine the following facts: 1. That the study area, comprised of approximately 20 acres, is 3esignated for medium-density residential development on the Anaheim ~eneral Plan and could be anticipated to develop wi~h upwards of 600 units on the proper.ty. _, ; 2. That with the potential dwelling unit density for parcels in the study are~ and with an estimated traffic volume of 4,200 vehicles per day, it was the Traffic Engineer's opinion that a collector connecting Broadway to Loara Street should be provided ~o accommodate a portion ~ of the generated traffic. ~ 3. That Exhibit "A" projects a local street wi*_h an ultimate width of ~~ 64 feet extending easterly from Loara Street and returning northerly to Broadway which would provide for both needed east-west and north- south circulation in the area, as well as providinq additional means ,;s ot access to the properties in the study area. ;~ '~ 4. That Exhibit "A," a].so depicts a 54-foot wide street with a 1-foot c holding strip adjacent te the southerly property line, and it is ;, anticipated that additional required right-of-way will be acquired ~~ at such time as the adjacent property to the south is developed. 5. That an additiona7. potential benefit of the prcposed street ~~:ould be tlte possibility of pr.oviding stree~ extensions to the south in the event the school ~istrict p~~perty is not utilized for their purposes. A representative of the sc~~ool district has advised that there dre no plans to develop a school on the property, but that the school district has no plans to sell the property either. o ` 6. That a central access road is deemed necessary to serve any proposed },. ~ development of the study area, and that road should be of sufficient ~ ,{ width to accommodate the anticipated volumes and should also ser~~e { as a collector road which would provide access to the interior drivi:s ; that had been proposed in plans for development of the property.
