PC71.-12 did recommend the adoption of a route Eor rlle Route 39 - Huntington Beach Freeway, with further recommendations as to the dESign criteria; and WHER~AS, the Planning Commiasion in its resolution intended that the design criteri.a be a verq strong recommendation, however, in its preparation thia was n~~' accomplished; and h~~ WNEREAS, the Pl~nning Commissian is desirous of deletion of the words "br urged o from paragraphs 1, 2, anci 3, aF their recommendt~tion to the City Couitcil ior the design criteria. NOW, THEREFOKE, BG IT RESOLVED, that the Anaheim CiCy P1Anning Commission does hereby amend its Resolution Plo. PC71-12 as follows; IiE iT FURTHF.R i2ESULVED ttiat in the consideration of the design criteria for ttie freeway route careful consideration and adoption of the followi.ng should Ue the minimums itt the adoption of r_he freeway design: 1. That the State Highway Commission ~cquire si~fficient right-of-way in order that the freeway could be consr.ructed below-grade or. that land- scaping and berming may be installed thereby providing sufficient distance between thc noises and odors from the freeway traffic and the residenr.ial uses that are adjacent to said freeway. 2. Thar the State HighwAy Commission provide adequate space sufficient in size fer future rapid transit system. 3. That the State Highway Commission construr.t the freeway below-grade or a depressed freeway; however, should conditions exist that would render it impossible to construct a full}~ below-grade facility, eirher a partially depressed route combined with la:~dscaped earth berming on both sides or an at-grade Ireeway with fully ?,andscaped eArth berms in order to minimize the noise and detrimental effects ro rhe adjacenC residential areas. 4.
