evidence for and against said proposed reclassificetion end to investigete end meke findings and recommendstions
in connection therewith; end

1, Thet the petitioner proposes a reclessification of the abovp described property from the R-A, Agricul tural ,
Zone to the C-1, General Cu~anercial, Zone,
2. That the pr.oposed reclassification ia in conformance with the Anahei.m Ge;~eral
Flan as amended by General Plan Amendment No. 123,
3. That the proposed reclassification of aubject property is n?cessary and/or
dn.airable £or the orderly and proper develapment of the community.
4. That the recommendation of approval of C-1, General Commercial, zoning Eor
subject property ahall not be construed A8 settia~ a precedent for similar requests
throughout the Santa Ana Canyon, but is used orily becausp it is the most convenient
tool available at the present time to implement zoning Eor the first commercial phase
of ttie Anaheim Hills Community. However, the petitioner was advised that a Plann.ed
Community Zane is under study.

departmental Committee conditiona of approval which encompass many of the propoged sit e

property lnto tha C-l, GENERAL COMMERCIAL, ZONE upon the following conditions
which axe hereby Eaund to be a neceasary prerequisito to the proposod use oP
^ubject property in orde; to preserve the saf.ety and general welfare of tfie
Citizens of the City of Anaheim:
(1) That Walnut Canyon ?oud and Nohl Ranch Road shall be dedicated to the
full width indicatQd on the Circulatinn Elemont of the General P1an -
EIiqhway Rights of Way Man.
(2) That all engineerin~ raquirements of the City of Anaheim, along Walnut
Canyon and Noh1 Ranch Roads incl~.idinq preparation of improvement plans
and tnstallat.ion of. all improvements such as curbs and gu~ters, sidewalks,
street grading and paving, drainage £acilities, or other appuztenant wark
shal2 be complied with as required by the Ci~y Enginer~r and in accordance
with ~tandard plane and spe~•lficati~ns on file in the office oE the City
Engineer; that street lighti.ng £acilitie3 along Walnut Canyon and Nohl
Ftanch Roacls shall be in3tdllad as required by the Di.rector of Public
Utilitie5, and in accordanoe witri standard plans and specifications on
file in the office of the Director of Public Utilitiesj and that a bond
in an amount and £orm satisPactory to the City of Anaheim sliall be postsd
with the City to guarantee the installation of the above mentioned
requirements.

That the owner(s) of sub~ect property shall pay to the City of Anaheim
the sum ~f 15~ per ~ront faot along Walnut Crinyon and Nohl Ranch Roads
Por tree planting purposes.
That ~rash storage ~.rea~ shall be provided in accoxdance with approved
p1an~ on Eile witll t.he office of ~he Director of Publi.c Works.
That fire hydrants shall be installed as required and determined to
be necessary by the Chief of the Fire Department,
That a 6-foot masanry wall shall be constructed along all interior
property line(s).
Th,t all aix• conditioning facilities shall be properly shielded from
view, and the sour..~ buffered from adjacent proper;:ies.
'Chat a parcel map to record the approved divisior- of sub~ect property
be submitted to and ap~roved by the City of Anaheim and then be recorded
in the office of the Orange County Recorder.
That subject property shall be ser.vQd by underground utilities.
That drainage of subject property shall be disposed of in a manner
satisfactory to the City Engineer.
(11) That any parking area lightinq proposed sha.l'1 be down-lighting of a
maximum height of 6 feet, which liglitinq shall be directed away from
the property lines to protect the residential intec~rity oP ~he area.
(12) All buildings along major, primary, secondary, hi11si3e primary or
h311side secondary highways shall maintain a landscaped setback area
having a minimum depth of 50 f.eet. The 50-~oot setback may be reduced
to 30 feet wherP a 6 foot hi.gh decorative masonry wall, an earthen
berm or a combination of the two is provided generally adjacent• to
the property line. Openings in solid walls that are designed to include
such decorative materials as wrought iron, wood, stone or landscaping
are enc~»raged, provided th~t no more than ten percent of the required
wall length consist of openings anc~ that no opening have a width greater
than 5 feet.
(13) Al1 buildings along collector and local streets shall maintain a land-
scaped setback area having a minimum depth of 20 feet.
