{ or hillside secor..dary highways shall maintain a landscaped setback
; area having a minimut~ depth of 50 feet. The 50-foot setback, may be
: reduced to 40 feet where variations in wall designs are provided. Varia-
;; ti.ons in the reguirFd solid wall thact are desierned to include such
; decorative materials as wrought iron, wood, stone or landscaping are
' encoura~ed, provided that no more than ten percenL• of the requi.red wall
length consist of variations, and that no variation hav_ a width greater
than fi.ve ( 5) f.eet.
Said setbacks shall be mea~ured horizontally from the building co the
planned hic}~W~y riglit-of-way lines as indicated on the Circulation
Elemerit of the General Plan.
li~ (5) That the entire required setback area adjacent to a major, primary,

' secondary, hillside primar.y or hillside secondary t-,ighway, except
where driveways cross said areas, shall be landscaped as follows:
~ landscaping shall consist of lawn, trees, shrubs, ground cover, and

certain architectural features as la.sted below. All landscaped areas
shall be permanently maintained in a neat and orderly manner as
a condition of use and shall be prov~ded with hose bibbs, sprinklers
or similar permanent irri.gati.on facilities.
The following architecturai features, structures, and accessway~
, may bp permittied in the rPquired setback area:

(a) I'ountains, ponds, pools, sculpture, planters, open patios where
part of the main structure (not a separate building), and open
or covered walkways where they are an integral part of the land-
scaping scheme comprised primarily of plant material~.
(b) Decorative screen type walls.

~ (6) That when a prospective building site and/or subdivision contains

',~ a Lucalyptus tree wind:~reak the developer shali either: (1) leave
the windbreak in its natural staLe; (2) prune the trees to a height
~~ of not less than 25 feet, or; (3) remove the existinq trees and replace
,~# the~n one (1) tree for each three (3) existin trees

~; trees. Trees shall be at least eight (8) feet in height at the time

(7) That where a prospective building site and/or subdivision does not

of ten (10) trees per gross acre, Trees shall be selected from the
list of windbreak substitute trees, and must be at least 8 feet hi.gh

(10) That all cut o~ Ei11 slopes sha11 be planted with adequate plant mater-
ial and irr.igated wi~h an irrigation system to protect the slopes
against erosi.~n. Plant materJ.al shall be selected from the list
oE bank plants. Said planting shall consist of at least one (1)
tree per 300 ,quare Peet and 1 shrub per 150 ~quare £eet oF actual
bank slope area and a groiand cover to comnletely cover the banlc ~vithin
2 years from the time oP planting.
(11) That a funct.ional ~est of the srrinkler system shall be ~erformed
by tlie installer i.n the presence of the City Inspector.
(12) That no cut or fi.ll shall be made which create4 any exposed surface

may, upon request, permit deviations from t}~e above standard, provided
tltat tl~e owner furnishes a written opinion ot a so.ils engi.neer certiL•ying
that k~e haa investigated the site and that the proposed deviation
will not endanger any property. .
(13) That cut or fill slopes exceec~ing tiwenty-Live (25) feet in vertical
height shall be terraced at approximately mi.d height. Cut or. fill
slopes ~hall not exceed fif.ty (50) feet in vertical height. Terraces
are tn be not less than six (6) Eeet wide, shall be constructed with
impermeable materials which may include indigenous stone and/or paving,
using medium or dark earthen tones (black, tan, sienna, umber, ochre,
green), and shall carry water to a ~afe disposal area as approved
by the City ~ngineer.
(14) That all street sections shall conform to the sections as shown on
~xhibit "A". The City Engineer may, upon request, permit devi.ations
from the standards provic~ed and accegtable alternative is proposed.
(15) That the maximum overall height of any building shall be tcventy-five
(25) feet, measured Erom the highest portion of structure to the highest
finished grade level at the foundation.
(16) That roof mounted equipment including exterior mounted and ground
mounted radio and television antennas shall not be permittec.
(17) Frior to the introduction of an o~dinance rezoning sul~ject property,
Condiiion Nos. 1 and 2, above mentioned, shall be completecl. The
provisions or rights grante~i by this resoluti~n shall become null
and v~id by action of the Cit~+ Council unless said conditions are
complied with within 180 days from the date hereof, or such further
time as the City Council may grant.
(16) That- Condition Nos 9, 5, 6, 7, 8, 9, 10, 11, 12, 13, 14, 15, and 16,
above mentioned, shall be complied with prior to final building and
zoning inspections.
