for end against seid proposed reclassificetion and to investigate and make Eindings and recommendations in connectian

aEter due conslderetion of all evidence and repocts otfered et seid hearing, does find and determine the following fects:
1. That the petitioner proposes a reclassificetion of the above described property feom the R-A, Agricultural,
%one ~o the R-3, Multiple Family Residential, Zone.
2. That the propoaed reclEasification ia not in conformance with the Anaheim General
Plan, although it is in conf.ortnance with Zand uaes establiahsd in close praxi.mity.
3. That the proposed reclessification of subject property is neces::~ry nnd/or desireble for the c~rrl~rly and pro-
per de:~r,lopm~nl of thc community.
4. That the proposed rec:essificetioe of subject propetty does properly reldte to the zones end their permitted

NOW, THLRLrORL, DE IT RESOLVED that the AnAheim City Planning Commias~.on
does hereby rocommend to the City Council of the City of Anaheim that
subject Petition for Reclassification be approved, and by ao doing, ~hat
mitle-18 Zoning oi the Anaheim Municipal Code be amonded to exclude the
above desczibed property from the R-A, P,gricultur~ Zone and to incorporata
said deacribed property into the R-3, Multiple-Fa~r keaidentiml, 2one upon
the following conditiona which are hereby found to be a necessary prrrequt-
aite to i.he proposed use of subjec.t property in order to preaerve the
safety and general welfare of the Citizens of thp City of Anaheim.
(1) That the owners of subject property shall deed to the City ~~f Anaheim a
strip of land 4S £eet ~n width from the centerline of the atreet alang
Placen~ia Avenue for ~::eet widening purpoaea.
(2) That all engineering requiremente of the City oP Anaheim along Placentia
Avenue including preparation of improvement plans and installation of
all impruvements such ~~- curbs and gutters, aidewalks, street grading
and paving, drainaqe facilitiea, or other appurtenant work sha11 be
complied with as required by ths C3ty Engineor and in accordance with
s~andard rlans and specifications on file in the office oE the City
CngineerJ that street lighting facilities along Placentia Avenue shall
be installed as required by the Airector of Publtc Utilities, and in
accordance with standard plans and specifieationa on file in ~he office
of the pirector of Public Utilities~ and that a bond in an amoun~ and
form satisfactory to the City of Anaheim shall be poated with the City
ta guarantee the installation oE the above mentioned requiremer~ts.
(3) That the ~~ners of subject property shall pay to the City of Anaheim
the sum c 150 per fzont foot along Placentia Avenue for tree planting
purposes.
(4) That trash storage areas shall be provided in accordance with approved
plans on file wit} the office of the Director of Public Works.
(5) That fire hydrants shall be installed as required and determined to
be necessary by the Ctiief of the Fire Department.
(6) That all air conditioning facilities shall be properly shielded from
view, and the sound buffered from adjacent residential properties.
(7) That subject property shall be served by underground utilities,
(8) That a 6-foot masonry wall shall be constructed along the west l.ine.
(9) That the owner(s) of subject property shall pay to the City of Anaheim
the appropriate park and recreation fn-lieu fees as determined to be
appropriate by the City C~uncil, said fees to be paid at the time the
buildiny permit is issued.
(10) That any parking area lighting proposed shall be down-lightiny of. a
maximum height of 6 feet, which lighting shall be directed away fro~n
tt~e property li:-es to piotect the residential integrity of the area.
(11) That drainage of subject ~roperty ~hall be disposed of in a manner
satisfactory to the City Fr.gineer.
(12) 'Phat a yehicular accass easement across the proper.ty r_o the west;,
permitting ingress and egress for all parcels includ~~d in this pet•ition,
shall be submitted to and approved by the City Attornc~y's OPfice and
recorded prior to issuance of a buil~jing permit.
(13) Pri.or to the introduction of an ordinance rezoniny siibject• Pr.or,~r.ty,
Condition Nos. 1, 2, and 3, above mentianed shall ba completed. mhe
provision~ or right~ granted by this resol.ution shall t~e~ome null and
void by action of the City Council unlc:ss said condit•ions are cum~~] ir~~~
with within 180 days from the date hereof, or such furth2r time as the
City Council may grant.
