WHGREAS, the City Council ot the City of Anaheim on March 30, 1971 did conaider tl~e
' proposed Scenic Cnrridor Overlay (SC), 7one as rec~mmended by r.he Anaheim City Planning
Commisaion; and

~ WHGREAS, due to legal and enforcement problems, the CiCy Council requested the
Planning Commiqsion and Staff to r.esolve these problems and referred the (SC) Zone b~ck
to the Planning Commi.ssion; and

,~Y~ WHEREAS, in the revised recommendations as set forth on Exhibit "A" attached hereto,
~f'~ same of the standards of the (SC) Zone were included in the H111side Grading and Subdivision
;~ Ordinances, particularlyrhose relating to ~andscaping and setbacks, thereby making them
'.';> part of the development standards npplicable to all properties dcveloping in the City; and

WHEREAS, due to this transfer of. these standards from the (SC) Zone to the Hillside
~ Grading and Subdivision Ordinancesmot•c einphasis was placed on said ordinances and less on Che
,~ (SC) 7one, thereby allowing for a reduction in tlie area encompassed by the Scenic Corridor
now having ita boundaries as the Atchison, Topeka and 3anta Fe Rail:oad on the north, the
~, County line on the east, tlie intersection of. the Newport and Riverside Freeways on the
,' west and a line one-half mile south of Santa Ana Canyon Road; and
~~ WHER~AS, in order that consideration be given to community values and the retention
~~ of the existing slopes and grading, the two (2) horizontal for one (1) vertical grade be
.~K required which would encourage hi5her density development in those areas that were buildable
'~ and limiting development in those areas that would appear to be unbuildable without cutting
~~ and filling the terrain, since this had been khe Planning Commission feelings that it
'~:- would be more feasible to have higher concentration and densities of residential uses in
- suitable or appropriate areas while discouraging the cut and fill method which had been
the practice of hillside development in the past.

NOW, THEREFORE, BE IT RESOLVED that the Anahsim City Planning Commission does hereby
recommend to the City Council of the City of Anaheim the adoption of the revised addition
of Title 18, Zoning, to Chapter 18.59, SCENIC CORRIDOR OVERLAY (SC), "•^I~T~ ~nd ameudmenLs

Conditional exceptions to the regulations herein defined may be author-
ized if exceptional or special circumstances apply to the property.
Such special circumstances may inclu~e limited size, unusual shape,
extreme tonogra~hy, dominating drain~ge problems or the impractica-
bility of employing a conf.orming plan or layout, by reason of prior
exi~ting recorded subdivisions of contiguous properties.
The City Council shall have the right to waive the require-

? 18.59.010 DESCRIPTION AND PURPOSE. The Scenic ~^orridor Overlay (SC3
~:~,~ Zone is intended to pr~vide for and promote ordorly growth and devel op-
';~~'ti ment while ~+rotecting, preservin,q and further enhancing the scenic and
:4' environmental Eeatures primarily within the Santa Ana Canyon Scenic
~. Corridor. Tt+e Cozridor shall be defined as that area lying easterly of
_ the intersection of the Newport and Riverside Freeways, westerly of the
',. Orange County line, southerly of the Atchison, Topeka and Santa Fe
'4~~ Railroad r:lght-of-way and northerly oP a line lying one-half mile so uth
`A~ of Santa Ana Canyon Road. The purpose ~f this chapter is to impleme nt
,~~ local governmental agency action to protect the saenic appearance of
? the 5cenic Corridor. The Scenic Corridar presently c~ntains a distinc-
;i~ tive character that is exempl.ified in three primary natural features
r,' and tt~eir interrelationships. These features are thc rolling t~rrai n,
~~ the winding r.~iver and the eucalyptus tree windbreaks. The foremost
~~ purpose of this chapter is to maintain the character they exemplify by
~° retaining or expanding the impact oE thes~~ natural features.

` The (SC) Zone is establiyhed to be combined with other zones within the
:~~ Scenic Corridor (e,g., R-1 (SC)). The regu].ations which apply to
~;' property in an,y zone with whi.ch the (SC) Z~ne is combir~ed shall remain
~i~ the same, except as to the matters specified in this Chapter 18.59.
