A RESODTION OF TAE CITY PLANNING COMMISSION OF THE CITY OF
ANAHEI~ ~ECOMMENDING TO THE CITY COUNCIL OF THE CITY OF
ANAHEI~~ THAT GENERAL PLAN AMENDMENT N0. 123-A BE APPROVED
WHEREAS, the City Council of the City of Ar.ahei.m did adopt a
General Plan by Resolution No. 69R-644, showinq the general descrip-
tion and extent of land uses within the city and indicating the
present belief of the Council as to possible future development and
re-development of land within the city and within the scope of
influence of the City ot Anaheim; and
WHEREAS, the City Council of the City of Anaheim ~id initiate a
verifiad Petition for Reclassification No. 70-71-33 in =nticipation
of a development proposal covering an area of approximately 4200 acres
located generally south of Santa Ana Canyon Road, east of the Newport
Freeway, and extending easterly beyond Mohler Drive to Weir Canyon and
having a southerly boundary approximately along the Santa Ana Mountaias
•ridge line (said. area commonly referred to as the Anaheim Hills Community),
and said development proposal had implications on policies as expressed on
said General P1an; ar.d
WHEREAS, notice was given regarding the consideration of an amend-
ment to the General Plan (General Plan Amendment No. 123) in the general
location and vicinity of property consider~d under Reclassification
No. 70-71-33; and
WHEREAS, the City Council of the City of Anaheim did adopt Amendment
No. 123 to the Anaheim General Plan by Resolutior~ No. 71R-127, changing the
general ciescription and extent of land uses and increasing the densities'over
those projectad in the General Plan adopted by Resolution No. 69R-644 for the
Anahei.cn Hills Community in accordance with exhibits presented by the land
developers; and
WHEREFiS, the City Planning Commission of the City of Anaheim did
receive a verified Petition for Reclassification No. 71-72-44, covering an
area of approximately 652 acres within the Anaheim Hills Community, ~rhich
petition had implications on policies as expressed in General Plan
Amendment No. 123; and
WHEREAS, in addition to the notice of the hearing on said reclassi-
fication, notice was also gi~aen regarding the consideration of a further
amend.ment to the Anaheim General Ylan relating to approximately 652 acres
within the Anaheim Hills Communityj and
WHEREAS, the City Council'of the City of Anaheim did adopt
Amendment No. 123-A to the Anaheim General Plan by Resolution No. 72R-207,
covering appruximately 652 acres within the Anaheim Hills Community, changing
the /~eneral description and extent of land uses and decreasing the densities
from those projected in General Plan Asnendment No. 123 adopted by Resolution
No.71R-127; and
WHEREAS; the original consideration of General Plan Pmendment
No. 123-A encompasssd only a 652-acre portion of the Anaheim Hills Community,
while the change in density affected the entire 4200-acre parcel; and
wHEREAS, the C~ty Planning Commission did hold a public hearing in
the City Hall in the City of Anaheim, on May 15 and JLne 12, 1972, at 2:00
o'clock P.M., notice of said public he~Yiny having been duly given as required
by law and in accordance with the provisions of the Anzheim Municipal Code,
to hear and consider evidence for and ayainst ~aid Amendment to the General
Pla:i, and to inv~atigate and makP £indings and recommendations in connection
therewith; and
WHEREAS, said Commission after due inspectioz, investigation, and
study made by itself and in its behalf, and after due consi3eration of all
evidence and reports offered at said hearings, DOES HEREBY FIND
1. That evidence waa presented at said hearings which justiEies
the City Flanning Commission°s recommending to the City
Council a change in the present general description and extent
\ of land uses ia the area as follows:

An area covering approximately 4200 acres in size generally
located south of Santa Ana Canyon Road, east of the Newport
Freeway, and extending easterly behond Mohler Drive to Weir
Canyon and having a southerly boundary approximately aong
the Santa Ana Mountains ridegeline.
2. That a repr~sentative of the City of Orange expressed an opinion
that the proposed overall reduction in density may affect only
the land that will eventually be within the City of Orange, while
possibly increasing the density within the area of influence of
the City of Anaheim.
3. That additional information prepared by staff revealed that
the densitizs proposed under General Plan Amendment No. 123-A
would constitute a density reduction within the areas of
influence of both the City of Anaheim and the City of Orange
on both a net acreage (Anaheim area less the golf course and
the reservoir) and a gross acreage basis.
4. That Exhibits presented by the land developets encompassing
pro~erty in General Plan Amendttent No. 123-A does constitute
an acceptable alternative to curre~t policies as illustratecl
on the General Plan.
NOW, THEREFURE, BE 1T RESOLVED that the City ?lanning Commission
of the City of Anaheim does hereby recommend to the City Council of the City
oE Anaheim that subject General Plan Amendment be approved on the bas:s of
the aforementioned findings, and in accordance with Exhibits presented by
the land developers.
THE FOREGOING RESOLUTION is signed and approved by me this 22nd
day of June, 1972.
