A RESOLUTZON OF THE CI'PY PLANNING COMb!]SSION OF THE CIT1 OF
ANAHEIM ADOPTING AND RF.COMMENDING ADOPTION TO THE CITY
COUNCIL OF THE CITY OF ANAHEIM OF ARzA DEVELOPMLNT
PLAN N0. 110, EXHIBIT "A"
tdHEREAS, the Anaheim City Planning Commission di~ receive a verified
petition for reclassification on property wherein it was determined that
circulation to and £rom said property, as well as ~djoining undevelo^ed
and developed property should be projected; and
WHEREAS, the Anaheim City Planning Commission did set for public
hearing consideration oF Area Development Plan No. 110; and
~dHEREAS, the City Planning Commission did hold a public hearina in
the City Hall in the City of Anaheim on July 10, Z972, at 2:00 o'clock
P.M., notice of said public hearing having been duly given as required
by law and in accordance with the provisions o£ the Anaheim Municipal Code,
to hear and consider evidence for and against said proposed Area Develo~-
ment Plan, and to in.~estigate and make findings and recommendations in
connection therewith; and
t•7HEREAS, said Con~mission, after due inspection, investigation,
and study made by itself and in its behalf, and after due consideration
of all evidence and reports offered at said hearing, does find and deter-
mine the following facts:
1. The primary objective is to establish a safe, practical, and
efficient system of streeLs which interzelate b2tween public
facilities, existing and proposed sub@ivisiuns, and possible
future developments~ with considerati.on gi.ven te the following:
a. Extension of stub streets from existing subdivisions
into proposed dev~lopments;
b. Pr~vision of stub streets at appropriate locati.cns to
pr~vide good accessibility to the pror.osed library and
park site;
c, provision of stub streets at appropriate Yor.•at:o,^.s to
provide access to the vacant 17.6 acres locr,teC immed-
iately south of Tract No. 5058 and Tract No. 7Q03; and
d. Place a reasonable limitation on the nunber of street
intersections with Nohl Ranch Road.
2. The Traffir. Engineer and the Development Services Department
determined that if accommodations are not made for the exten-
sion ef these streets, accessibility within the area woulc be
hindered greatly.
3. The Traffic Engineer evaluated the access and circulation
situation in the area and concluded that there should be
only two street intersections with Nohl Ranch Road between
Imperial Highway and Anaheim Hills Road.
4. That the extension of Street "C" would provide good access
from the north and east to the park proposed at the northeast
corner of Imperi.al Highway and Nohl Ranch Road, and would also
provide qood access to the proposed library site that was
recently approved for acquisition by the City Council.
5. The following alternatives were presezted as poesible methods
for providing cisculation in the area:
ALTERNATIVE A
This alternative demonstrates coordination of street patterns
within existing, approved, and proposed subdivisions, and pro-
vides for the two access points to Nohl Ranch Road as suggested
by the Traffic Engineer. The eZSternmost access point is located
south of Tract No. 6734, and the westernmost access point is
located south of the proposed Tentative Tract No. 7769. The
lor.ation of the westerly access point would provide good vehi-

cular circulation to the south and west from the tracts to the
north and east, and would also provide good accessibility to the
park and library sites proposed in the area. The north-south
street, the westernmost access point, would bisect th~ proposed
park. This alternative also demonstrates how the vacant 17.6
acres south of Tract No. 5058 and Tract No. 7003 could be devel-
oped in as many as three separate phases.
ALTERNATIVE B
This alternative is essentially the same as Alternative "A" with
the exception that the westernmost access point to Nohl Ranch
Road had been shifted several hundred fAet east from where it
was suggested in Alternative "A". The street that constitutes
the westernmost access point in Alternative "A" would not run
through the park site, but would be cul-de-saced, which would
reduce the efficiency of the total circulation system.
ALTERNATIVE C
This alternative difEers from "B" in that the westernmos±
access point to Nohl Ranch Road is shifted even further to
the east and would be only 500 to 600 feet west of the easterly
access point, and would be even less ef£icient than Alternative

6. The Planning Commission determined that Alternative "A" provides
the most logical and efficient circulation system in that it
accomplishes the objectives sEt forth by the Traffic Engineer;
provides easy access to the park and library sites from all
resi3ential tracts in the area; and provides f,or the development
of the vacant 17.6 acres aforementioned.
NOW, THEREFORE, BE IT RESOLVED that the Anaheim City Planning
Commission does hereby adopt and recommend to the City Council of the
City of An.ahaim the adopti~n of Area Development Plan :No. 110, Exhibit "A"
on the basis oF the foregoing fir~dings.
