NHEREAS, the City Planning Commission did hold n public hearing at !he City Hall in the City oE Aneheim on
June 11, 1973, at 2:00 dclack P.M. notice of seid public heating having been duly given es required by

1. T}iat the ,~:itioner pcoposes a reclessificetion of the above described property from the R-A, AGRICULTURAL,
ZONE to the C-3, 1iEA~? ~~I~K~~1-~L, ZONE.
2. That the pro~+osec~ reclassification is not in conformance with the General P1an,
however, e use was granted under Conditional Use Permit No. 1361, at which time the Planning
Co~nission requested that the most eppropriate zoning should be applied to the properCy.
3. 'fhat the proposed reclassificetion of subject pcoperty is necessery and/or de~arnhle tor th~ ocdr.i•i ~nd pro-
per development of the community.
4. That the proposed ceclassification of subject propecty does properly relate w ti~< <ones and their permitted
uses locally established in close proximity to subject propecty and to the zones and thcir per::;itted uses generelly esteb-
lished thcoughout the community.
5. That the propoaed reclassification of subject property requires improvement of
abutting streets in accordance with the Circulation Eiement of the General Plan, due to the
anticipated increase in traffic which will be genereted '•~y the intensi H cetion of iand use.
ENVIRONMENTAL IMPACT REPORT FINDING:
That the Planning Crnnmission, in connecCion with an Exemption DEC1araCion Status request,
finds and deter.mines that the proposal eould have no significant er.vironm~at81 impact and,
therefore, recommends to the City Council that no Environmental Impact Statement ia neceseary.

NOW, THERErORE, BE IT~SOLVED ~.i:a~ the Anaheim City P~ning Commission does hereby
recommend to the City Council cf the City of Anaheim that subject Petition for Reclassifi-
cation be approved and, by so doing, that Tiele 18-Zoning o£ the Aaaheim Municioal Code be
amended to exclude the above described property from the R~A, AGRICUlTURAL, ZONE and to
incor2orate said described property into the C-3, HrAVY COMMERCIAL, ZONE, upon the follow-
i.rg r_onditions which are hereby found to be a necessary prerequisite to the proposed use of
subject property in order to preserve the safety and general welfare of the CiCizens of the
City of Anaheim:
(1) That P11 engineering requirements of the City of Anaheim along Manchester Avenue,
incYuding preperation of improvement plans and installation of all improvements, such as
curbs and gutters, sidewalks, street grading and paving, drainage faci.lities, or other 8p-
purtenant work shall be complied with as required by the.City Engineer and in accordance
wiCh standard plans and specifications on file in the office of the City Engineer; that
street Yighting facilities along Manchester Avenue eha11 be installed as required by the
D-_rector of Public UtiYities and in accoxdance with standard plans and specifications on
f`.".~ 7.n the office of the Directur of Public Utilities;. and that a bond in an smount• and
fc•-~ satisfactory to the City af Anaheim shaYl be posted with the City to guarantee the in-
st..a4lation of the above mentioned requirements.
(2) That trash storage areas shall bE~ provided in accordance with aoproved plans on
fi.Ee with the office of the Director of Public Works.
(3) That fire hydrants shall be installed and charged as required and detarmined to
be necessary by the Chief of the Fire Department prior to commencement of structural framing.
(4) That a six-foot masonry wall shall be constructed along the south, west, and north
property Yines.
(5) That aYl air conditioning facilities shall be properly shielded from view, and
the sound buffered from adjacent properties.
(6) That any parking area lighting proposed shall be down-~ighting, which lighting
sha4i te directed away f.rom the property lines to protect the residential integrity of the

(7) Th~t subject property shall be served by underground utilities.
(8) That drainage of subject property shaYl be disposed of in a manner that is satis-
fs~etory ~o the City Engineer.

(10) That a parcei map to record the approved division of subject property be submitted

(11) That subject property shall be developed substantialTy in conformance with pTans
and speci£ications approved by the Planning Commission and City Council and filed with
