^hat the Planning Commission, in conneo;ioti with an Exemption Declaration Status request,
iinds and determines that the praposal c~ould have no significant environmeni,al impact, and
therefore, raaowmends to the City Council that no Environmental Impect Statement is necessary.
NOW, THEREFURr~, IIE IT RESOL~"ED ttiat the Anaheim City Planning Commission does heraby
recommend to the City Council of the City of Anaheim thst subjoct Petition for Reclassification
be approved and, by so doing, that Title 18-Zoning of the Anaheim Glunicipal Code be amended
to exclude the above described property from the Orange County R3, MULTIPLE FA~LILY DISTRICT -
Portion 1; from Orange County R1, SINGLE FAMILY DISTRICT - Portion 2; and from Orange County
R1, SINGLE FAMILv DISTRICT - Portion 3; and to incorporate said described prorerties into
the City of Anaheim C-0, CObQdERCIAL OFFICE, ZONE, upon the following conditions which are
hereby found to be a necessary prerequisite to the proposed use of subject property in order
to preserve the safety and general welYare of the Citizens oP the City of Anaheim:
(1) That the completion oY these r~classifiaation proceedings is contingent upon the
branting and completion oY the Condition:~l IIse Permit No. 1410.
(2) That the uwner(s) of sub~ect propert,, shall pay to the Ci.Ly of Anaheim tha sum of
60d per front foot along Gilbert Street, ldystic Lane and Harvest Iane for tree planting pur-
poses.
(3) That street lighting faailities slone Gilbert Street, Mystic Lane and Harvest I.yne
shall be installed as required by the Directo: of Publio Utilities and in aocordance with
star.dard plans and speciYicatians on file in the office of the Director of Publio Utilities;
and that a bond in an amount and form satisfaciory to the City of Anahoim shall be posted
~r~ith the City to guarantee the installation oi ti~e above mentioned requireoents.
(4) That trash storage areas shall be provided in accordanoe wii;h approved plsns on
file eiith the uffice of the Direator of Public lHorks.
(5) That fire nydrants shall be inst~lled and chargod ns requirsd ead determined to
be nece~sary by the Chief of the Fire DeY~rtment prior to oo~,oiicetaent of struotural framing.
(6i That a 8-faot masonry ~:~all shall be constructed along the north and east property
lines.
(7) Tliat ell air oonditioning facilities shall be properly shielded from view, and the
co~ind buffered from ad~saent properties.
(8) That a tract map to reoord the reversion to aoreage be submittod to erid approved
by the City oY Ane~heim and then be recorded in the office, o: the Orange County Recorder.
(9) That any parking area lighting proposed shall be down-lighting of a maximum hoighi;
of 6 feet, which lighting shall be direoted aw'ey from the property lines to protect'the res-
idential integrity of the aree. °
(10) That sub,ject property shall be served'by underground uti_lities.
(11) That a cul-de-sac shall be provided e.t the torminus of Mystic Lsne sub~ect to
tha approval of the City Engineor.
(12) That the final parking plan shall be approved by the Development Services Depart-
ment, and any landscaped areas in the parking area shall be protected v~ith. 6-inch high,
aoncrete curbc, and concrote wheel stops shall be provided for parking spa.cos.
(13) That drainage of sub~ect property shall be disposed of in a ma,nner that ia satis-
factory to the Cii~y Engineer.
(14) Thet an abandonment request be filed with thb City of Anaheim fur the abandonment
oY that portion of lAystic Lane within the boundaries of ~ub,ject property.

(17) Prior to tha introduction of an ordinance resoning subject property; Condition
Nos. 2, 3, 7, and 13, above :~antioned snall be completed. Tne provisions or rights grant~d
by conditions arc~ complied ~vith within one yeer from the date hereof or suah further time
as the City Council may grant.
(18) That Condition Nos. 4, 5, 6, S, 9, 10, 11, 12, end 16, above mentioned, sha11
be complied wiih prior to final building and zoning inspections.
(19j That vehicular access rights to Mystic Lane on Portion 3 be dedioated to the
City prior to final reading of an ordinanae rezoning subject property to the C-0 (Commeroial
Office) zone.
(20) Thnt.i>rior to the introduction for C-0 zone on Lot 57 (Portion 3) plans shall be
~ubmitted tc• :,he City Council for app:oval and that said plans shall indicate said Lot 57
is to be incorporated into the overall development plan of the hospital.
